CHICAGO, July 7. W. J. Bryan
Aroused the convention to great enthu
siasm this mornlngr by his denunciation
of the regular delegates from Illinois.
His oratory counted for naught, how
ever, as the convention decided against
the Hearst-Harrison faction. Mr. Bryan
compared the methods of Hopkins,
Quinn and Cable to those of trainrob
bers. His opening speech was as fol
lows: "I came to this convention in the hope
that we would be able to agree on a
platform, on candidates, and hae noth
ing to stir the feelings or arouse con
tention. I still hope we shall be able
to agree on a platform that will repre
sent the sentiments of all of us so that
we can present it to the country as the
platform of a united party. I will go
further than that. I still hop ihat we
shall be able to present to the country
a ticket behind which can stand as a
united party. And I regret that I am
compelled to come in at this time and
present a .subject upon which your
votes will be asked. But if there Is
one Democratic principle more funda
mental than another, it is the right of
a majority to rule. If you destroy the
binding force of that principle, there Is
nothing that can hold a party together.
Compared to Trainrobbers.
"And, my friends, it Is because I want
the Democratic party to stand on the
Jeffersonlan principle of majority that
I come here and present the minority
report in this case. Jn the State of Illi
nois, the majority was not allowed to
v rule. That convention was dominated
by a clique of men who deliberately,
purposely, bodily trampled on the
rights of the people of Illinois. My
friends, the evidence shows that no
band of trainrobbers eer planned a
robbery upon a train more deliberately,
or w 1th less conscience, than they did.
"And these men who planned It, and
who carried it out, have the audacity,
the Impudence and the insolence to say
that because they certify that what
they did was regular, you cannot go
behind their certificates. If that is
good law in a Democratic convention,
it ought to be good doctrine in a court;
and if it is good dootrine in a court,
then the only thing that trainrobbers
have to do in the future is to make a
report of their transactions over their
own signatures
"I repeat that, after they have com
mitted their crime, all that trainrobbers
will have to do is to certify over their
own signatures that it was a voluntary
collection taken up for religious pur
poses, and deny you the right to go bo
hind the returns "
Quinn Severely Arraigned.
Mr. Brjan made a severe arraignment
of the methods of State Chairman
Quinn and Convention Chairman Quinn
in suppressing his opponents in the
State Convention, and appealed for fair
treatment of the Illinois Democrats. Ho
concluded:
"When you. if you do, decide to seat
these men, these delegates from the dis
tricts, against the evidence presented In
regard to the contestants from the dis
tricts and these two National delegates.
In spite of the protest of 871 members
if sou do that, you take from the shoul
ders of Hopkins and Cable and Quinn
the odium that they bear, and put It
upon the Democratic party of the Na
tion and indorse that attempt.
"You have not this condition in other
states today, but let this conv ention in
dorse this conduct, and the National
Convention will see more than one
state here as tho result of gavel rule.
And it is because this Question tran
scends the Interests of any state or any
candidate or any faction that I am here
to present the minority report and to
ask you to do the Democrats of Illinois
the justice that this gang denies them,
deliberately and insolently." (Cheers
and continued applause. )
War Minister May Now Retire.
PARIS, July 7. During the discus
sion in the Chamber of Deputies today
of a bill reducing the term of service
of army reserve men. War Minister
Andre was defeated, which led to ru
mors of his possible retirement from
office.

terday at Chertzy to fill the vacancy
caused by the" resignation of John J. Fy
ler (Conservative), resulted in the elec
tlon of Lord Bingham (Conservatlv e).
