OREGONIAN NEWS BUREAU, Wash
ington, "April 14. The fact that the Sen
ate committee on appropriations failed to
attach to the sundry civil bill reported
today' any of the amendments offered by
Senators Mitchell and Fulton for the
Improvement of Oregon rivers and har
bors probably means that no appropria
tions -will be made this session for the
mouth of the Columbia, or for any other
projects In the state, aside from The
Dalles-Celllo Canal. The House appro
priation of 5100,000 for this project is re
tained in the bill, and is the only river
appropriation carried for the North Pa
cific Coast.
When the bill comes up for considera
tion Senators Mitchell and Fulton intend
to offer their amendments for the mouth
of the Columbia, Yaqulna Bay, Tillamook
Bay and other projects, but in the face
of the committee's report the outlook is
not encouraging. The committee de
clined to provide for any except contin
uing contracts, saying that to open up
for ono independent project "would mean
to make the sundry civil bill provide for
works 'all over the country, "which is
against the "wish of the leaders in Con
gress. An Increase of J2,S54,004 in the bill wag
made by the committee, so that the bill
now carries J59.102.4O0. The Senate amends
the House provision for the extension and
completion of the Capitol building In ac
cordance with the original plans by Thom
as U. Walter, by providing that the joint
commission shall be composed of Senators
Wetmore, Alger and Gorman; Speaker
Cannon and Representatives Hepburn, of
Iowa, and Richardson, of Tennessee.
For the education of the Indians of
Alaska $50,000 is appropriated. Other ap
propriations are made as follows:
For the improvement of the grounds
within the Presidio at San Francisco,
$20,000; for the completion of the Legation
buildings at Pekln, China, $25,000.
The Senate has incorporated in the bill
an amendment providing for the removal
of all limitations as to the amount of
subsidiary coinage that may be out
standing. River and harbor legislation will bo
considered by the committee on com
merce Saturday. The committee is in
clined to provide for additional surveys,
but no new items of improvement will be
provided for.
CONGRATULATE OREGON MEN.
Colleagues of Congressmen Glad
They Are Renominated.
ORBGONIAN NEWS BUREAU. Wash
ington, April 14. Congressmen Williamson
and Hermann were the recipients of num
erous congratulations in the House today
on their renomlnation, announced in the
dispatches this morning. Mr. Hermann,
speaking of the result, said:
"I feel exceedingly gratified at the evi
dence of increased confidence of my party
and my friends. The manner in which
the nomination was brought about is an
additional occasion for gratification."
Mr. Williamson said:
"Of course I am pleased with the result.
I have not been on the ground, hence
know but little about the details of the
campaign among the Republicans of the
Second District. Somehow or other, I
have had an abiding faitn all along that
the spirit of fair play would eventually
wear out the opposition. I will not com
ment on the contest just ended in my
favor further than to express the hope
that our Republican differences, as to who
should be candidates, will be kept en
tirely within tfie family and especially
this year, rthe Presidential year."
Circuit Judge Can Take His Place.
OREGONIAN NEWS BUREAU, Wash
ington, April 14 The bill recently passed
by the Senate providing "that in case of
the absence of the United States District
Judge for the District of Oregon from
the said district, or of his disability, the
Circuit Judge of the United States Circuit
Court to which such district belongs may
hold District Court and perform the duties
of District Judge" was favorably reported
to the House today.

Rural Routes Out of Portland.

ington, April 14. An additional rural
route, with one carrier, was today ordered
established May 1G out of Portland. One
route was also ordered established the
same date out of Montavilla Station, with
one carrier.

Uncle of President So Declares at a
Jeffersonian Banquet.
NEW YORK. April 14. Days of "Jef
fersonian Simpllcltj" are over forever, ac
cording to Robert B. Roosevelt, uncle of
the President. Mr. Roosevelt, who Is an
active Democrat, expressed this belief in
an address before the "Thirteen Club"
at a celebration of Thomas Jefferson's
birthday. In arranging the banquet hall
every precaution was taken to set at
naught the superstition against 13. In
the course of his speech, Mr. Roosevelt
said:
"The days of 'Jeffersonian simplicity'
are over. I havo a sympathy with them,
and I am far from quarreling with the
man who thinks and feels old, but some
times I havo had doubts about the sin
cerity of the simplicity of which we havo
heard so much. Was there not a little
too much in riding up to the Capital,
hitching the horse to a post and stepping
Into the courtroom to take the oath of
office? Would our citizens approve If the
Chief Magistrate of this great and power
ful Nation -were today so regard the pro
prieties and amenities as to follow these
examples?
"The simplicity of the days when few
had a dollar and no one cared whether he
liad it or not, have passed on. Can any
body say this Is altogether bad? Can we
havo any better test than the power to
accumulate, and better government than
the wise self-interest of wealth? I am
not childlike enough to suppose that the
world is going to pause on account of
my -prejudices or going to stop determined
rich because we don't know how."
TRIED TO KILL CONFEDERATE.
Chicago Car-Barn Bandit Makes a
" Startling Confession.
CHICAGO, April 14. A dramatic turn
was given today to the trial of Roeski,
the car-barn bandit. Another of tho
bandits, Gustav Marx, who is under sen
tence to hang next week, took the witness
stand and sworo that he, not Roeski, fired
the fatal shot in the murder for wnich
Roeski is on trial. The story of the wit
ness was made more remarkable by tho
assertion that he was at the time of the
murder trying to kill Roeski, the man in
whose behalf Marx was now testifying.
The reason given by Marx for attempt
ing thus to murder his confederate was
that he was suspicious that Roeski would
betray the other bandits to the police.
New York Has a Snow Storm.
NEW YORK, April 14. For the first
time In many years Ne,w Yorkers today
witnessed a real snow storm in mid-April.
At one period it assumed the proportions
of a regular Winter storm, and the lower
temperatures and biting wind which
whirled the large flakes made it most un
