It CENSUS OF WASHINGTON VOTERS STATTO HIGH OX THE EDU CATIONAL PLAXE. School and Militia Population by Counties and Principal Citle and Towns, "WASHINGTON, Nov. G. Many ot the details of the recent bulletin of the Census Office, giving the population of "Washing ton by voting, militia and school age, are of considerable Interest- The mere men tion that the voting population, or rather the aggregate number of males of 21 or over, is 195.S72; that the militia population, anales from 18 to 44, is 149.5S6. and the school population, children from 5 to 20 years. Is 168,245, is not so Interesting as to eee how these totals are made up. The greatest interest naturally centers in males of voting age. From the bulletin it is seen that 64.5 per cent of the total number, or 126,190, are native born, and 35.5 per cant, or 69,230 foreign born. Of the 7iatlve whites, of this classiflcatlon, 47.2 per cent, or 92,262, are of foreign parents, and 15.3 per cent, or 29,992, are of foreign parentage. The foreign whites constitute SL6 per cent, or 61,745, the colored ele ment, constituting S.9 per cent, or 11,573 Classed according to literacy, it Is found that 96.6 per cent of the total voting pop ulation of "Washington are literate, and but 3.4 per cent Illiterate. In numbers, the literates are 1BS.937, and the illiterates 6635. Among the native-born element but 2.1 per cent, or 2616, are Illiterate, while among the foreign-born, 5.7 per cent, or 'S3SB are Illiterate. These rates, however, show the voters of "Washington to be high on the educational plane. Going further Into detail, it is seen that 89.5 per cent of the native whites of native parents are literate, and 99.4 per cent of the native whites of foreign parents are 60 classed. In numbers, 91,802 of the for mer class are literate, and but 4G0 illiter ate, while in the second class, 29,823 are literate, and 1C9 illiterate. Among the foreign white the illiterate are 3.9 per cent, or 2413. as compared to 96.1 per cent Hte erates. making 59,332. The high mark of illiteracy is found among the colored ele ment, where it constitutes 31 per cent, or 3588, as compared to 79S0 literate colored. As in all previous bulletins, the item colored embraces negroes, Chinese, Japan ese and Indians. Illiteracy is most evi denced among the Indians, of whom 69.8 per cent, or 1907, are so classed, the llte erates being but 825. With the negroes, SS.5 per cent, or 1989, are literate; of the Chinese, 74.5 per cent, or 2534 are literate, and the Japanese, S3.9 per cent, or 3532, are literate. A comparatively high proportion of the iorelgn-born males of voting age in "Wash ington have become naturalized. Out of a total of 69.3S2, 39,562, or 57 per cent, are naturalized, 5544 have filed their first pa pers, 14,066 are aliens, and 10,210 are clas sified as unknown. In the first class, 37.3 per cent, are literate; in the second, 94.3 per cent are able to read and write; among the aliens, S4.2 per cent are literate, and among the remainder, the literates constitute 96.2 per cent, or averages above those In most state. The total whites j Were 152,188, of whom 143,713 were native, divided into S6.826 of native parents, and 1 tfi-887 of foreign parents. The forelcn 1 whites were 9467, while the total colored numbered 5065. The males of school age numbered 81,511, 78,275 being white and 3236 eolored. The females were 76,734 in num ber. 74,905 being white and 1829 colored. The males of militia age, 18 to 44, In clusive, were divided up Into 100,731 native born and 48,855 foreign born. Of the total number, 140,131 were white, and 9455 col ored. The native whites of this age num bered 97,925, of which number 70,391 were of native parents, and 27,534 of foreign parentage. The foreign white's were 42,205. By Cities. In addition to the foregoing, the report gives detailed statistics for the cities of Tacoma, Spokane and Seattle. Tacoma has an aggregate school population of 10,990 of whom 9S20 are native born and 1170 foreign born. The total whites are 10.764; the total colored, 226." The native whites are 9727 made up of 4526 of native parents, and 5201 of foreign parentage. The foreign whites are 1037. The male school population is 5488, and the female 5522. The militia population of Tacoma is 10,754, of whom 10,122 are white. The total is made up of 5968 native and 4786 foreign born. The voting population of the city, 14,005, Is made up of 7596 native and 6409 foreign born, the total whites being 13,130, and the total colored 875. Of the foreign born, i4 are naturalized, and 383 have taken out first papers. Thj school population of Seattle Is 18, 212, made up of 16,125 native born and 2037 foreign born. The white children consti tute 17,502 of the total and the colored 710; 9437 are males, and 8775 females. The militia population of the city Is 30,513, made up of 19,133 native "born and 11,380 foreign born. The white element is 27,555, and the coldred 2,958. The voting strength of Seattle is 39,503, 25,260 being native born, and 14,243 foreign born. The total white voters are 36,597, the colored 2906. Of the foreign born, 6S29 are naturalized, and 526 have taken out first papers. In the case of Spokane, the school pop ulation Is 9628, 9539 being white. Of the total, 4715 are males, and 4913 females. The militia strength is 12,231, made up ot 8787 native and 3447 foreign born. The whites are ll,o8 and the colored' 376. In its voting strength Spokane has 14,944 males of 21 or over, of whom 10,282 are native born. The total whites are 14,440, the native element of this class being 10, 116, and the foreign whites 4321. The col ored are 504. Of -e foreign-born males of voting age, 2S46 are naturalized, and 351 have taken out first papers. ACTIVITY AT Y. M. C. A. Athletes Are Training: for Wrestling: Tournament and Other Sports. Gymnasium work at the Young Men's Christian Association has quite a boom at present, and the new swimming ' tank will probably be opened tomorrow. More men are exercising In all the departments than ever before In the history of the as sociation. Twenty-two classes are held every week, attended by over 600 mem bers. Several of the association athletes are training to enter the approaching Multnomah Club tournament. The schedule for Indoor basket-ball and baseball opens December 1, and will con tinue throughout the season, with a di vided series between the neon and 5 o'clock business men's classes and teams from the' evening classes. Members of evening and Junior classes have been di vided into four contest sections. Bailey, Portland, 13 pound shot-put, 42 feet 1 inch. SOLDIERS XMAS BOXES. How Those Sent to the Philippines Should Be Prepared. In response to an inquiry as to how to send Christmas boxes to soldiers In the Philippines, Colonel "W. Hi Jordan has furnished The Oregonlan with the following Army circular giving the neces sary data: "The Secretary of War, having author ized the "Quartermaster-General to for ward from San Francisco any Christmas boxes or boxes of reading matter which may be delivered there for officers and soldiers In the Philippines, it is requested that the following directions be accurate ly observed In order to. Insure promtp ac tion: "1. Boxes should be connigned to Major O. F. Long, General Superintendent of Army Transport Service, San Francisco, Cal. "2. The name of the officer or soldier for whom Intended, with the company and regiment or other organization to which he belongs, should be plainly marked on the box; also the notation, 'Christmas box or 'Reading matter,' as the case may be. Example: 'Private John Brown, Company C, Thirty-eighth Infantry, Ma nila, P. I. Christmas box. "3. These boxes should contain no per ishable matter, should not exceed 25 pounds in weight, and all freight or ex press charges must be prepaid on them to San Francisco. The Quartermaster's Department assumes no responsibility for the condition of these boxes when deliv ered, but will exercise every care to de liver them safely and In good order.", The transport Crook will sail from New York, December 1, for Manila, and will also carry boxes. The State De ll artment has received from Consul-Gcn-eral Frank Mas?n, at Berlin, a long re port upon the commerce and Industries of Germany. Notwithstanding the fact that in 19u0 Germany passed the culmi nation point of a reriod of phenomenal development and entered upon a period" of reaction and depression, he says, a glance at the statistics of herforelgn commerce shows that in respect to bulk and value of exports and Imports, her foreign trade that year was the largest In the history of the empire.
