FIRE BOAT NEEDED.
Lnclc of Protection on Vntcr Front
Surprises a Cnnadlnn Clilef.
James Smart chief of the Calgary, N.
W. T., fire department, is the guest of
Chief Campbell, of the Portland depart
ment. Mr. Smart talked entertainingly
last night about firemen and their -work.
He has been 21 years In different fire
departments, and he was born in For
farshire, Scotland. He said that he had
just attended the sessions of the fire
chiefs' convention recently held at Ta
coma, and was pleased to renew his ac
quaintance with Chief Campbell.
"With the immense timber interests In
and around Portland and its large water
front, I am surprised that there is not
a fireboat here," said Chief Smart. ' Sup
pose a fire should start in one of the
lumber mills along the river front; It
would be next to impossible to extinguish
the blaze without the help of a fireboat.
At present, were a lire to break out, the
greater portion of the water front would
be burned out, and then the taxpayers
would want to know why the fire was
not extinguished. It is just a matter of
luck that the mills along your river front
have escaped destruction, when, small
fires started there recently.
"I have been out more than once with
parts of the Portland fire apparatus
since my arrival in the city, and I must
say that I have been very favorably Im
pressed with the smart, workmanlike ap
pearance of the men. They are quick
and correct, and their work bears the
stamp of discipline. But I am aston
ished to hear that the department is not
a fully paid one. Portland is rich enough
to pay every one of her firemen. It is
not a modern system which has a few
paid men to take the apparatus to a fire
and have the call men run to the fire
from their own homes, or from places
where they are at work. Time Is every
thing at a fire, and the quicker the fire
men arrive the better chance there 4s to
save property and life.
"A number of interesting papers were
read at the fire chiefs convention, one
of the best being by Chief Campbell. He
was offered the presidency of the con
vention, but declined, and nominated the
man who is now president. The con
vention of fire chiefs will be held in this
city before long, and Chief Campbell will
be made president. He cannot refuse the
office next time.
"Calgary has a population of about 6000.
We have 33 men in the fire department,
composed 'of paid and call men. I have
been chief of Calgary's fire department
for six years, and have worked In differ
ent fire departments in Ontario and the
Northwest Territory."
SONGBIRDS FROM GERMANY
Fifty Pnlr.i of XIsrhtlngali Will Be
Received in Octolicr.
Another effort Is to be made to Introduce
the German nightingale into Oregon, and
arrangements have been completed which
It is hoped will assure the success of the
undertaking. The birds have been ordered
through a New York dealer, and are al
ready on their way to this country, and
will probably arrive here about October 1.
The matter was oricmated by A. Saling,
of Jubitz & Saling, who raised over ?200,
principally among citizens of German
descent, for the purchase of the birds.
Fifty pairs have been ordered and every
precaution has been taken to secure their
arrival at New York in good condition,
and extra precautions will be taken to see
that they receive every possible atten
tion during their transit from New York
here by express, this being the most try
ing part of the long journey on the little
songsters. On their arrival here they
will be housed for the winter in a green
house In City View Cemetery, where they
will be carefully attended to and supplied
with such food as they are accustomed
to. In the Spring, sections of the roof
will be opened and the birds allowed to
go out by degrees, a plentiful supply of
food being kept in the house for them, so
that they may become accustomed to the
place and .their liberty by degrees, and
run no danger of suffering for food,
which may not be plentiful at that sea
son. It will be remembered that this Asso
ciation for the introduction of German
songbirds, organized here something
over a dozen years ago, imported some
nightingales in 1SSS and again in 1S92. but
only a few of the original number shipped
arrived here, and they were not in good
condition after the journey, and although
a few of them were seen and heard for
a time after they were turned loose they
finally disappeared. The skylarks,
starlings, song thrushes ancT some of the
other birds Imported by the association
thrived and Increased and are now widely
spread In this and adjoining states, but
the nightingale appears to be less hardy
than these.
It is unnecessary to say anything about
the beauty of the nightingale's song, as
alj have heard of it even If they have
not heard It. It Is to be hoped that the
present experiment may successfully be
carried out, and the sweetest of all songs
ters added to the sweet songbirds of Ore
gon. Mr. Saling Is contemplating the
Introduction next Spring of a lot of mock
ing birds, which he thinks will thrive
here, but his plans are not yet matured.
Enit Eleventh-Street Tracks.
The double tracks on East Elevc-.t'i
street, between Hawthorne avenue a-i.
Division street, for the Portland City &
Oregon Railway, will be completed ii
10 days. There is much complaint fr m
property-owners on account of the w .
the tracks are laid. It Is said that li
places the tracks are lower than the es
tablished grade, and that the street wi.I
be seriously damaged. The track3 ar
pear to be rather low. but City Engl-,',,
Chase assures the property-owners t.it
when the work Is finished there will tc
no ground for complaint. The Inter:! -,
as soon as the double tracks are finish' I
is to give the street a thoroughly o r-
haullng. The gutters will be cleanoa cut!
and water given a way to run off
