Representative Montague is the author of a btll carrying an appropriation of $50,000 which is dear to the hearts of veterans of the early In dian -Bars in Oregon during the years lS--56, The preamble accompanying the bill sets forth that these defenders of homes and firesides -willingly offered their eervices in defense of the settlers then In Oregon, furnishing their own arms, am munition and horses. Their services were given upon the solemn pledge of the then territory of Oregon passed by the Legis lature -January 24, 1S56, promising to pay these hardy volunteers $2 per day, with rations, and $2 per day for the use and risk of each horse provided by them, to gether with the appraised value of each hcrse killed in action or unavoidably lost. The veterans have waited long and pa tiently for this pledge to be kept. Nearly half a century has passed. Most of them have passed away, many dying and leav ing no direct heirs; yet not one dollar of the money pledged to them has been forthcoming. In the hope of tardy justice being granted to those survivors of the Indian War of 'SS-'SG and to the immedi ate heirs of those who died still waiting to receive their due, the bill introduced by Mx. Montague has been presented. Following the preamble is the bill, which proviJcs: Set! n 1. That any veteran of the In dian wars of 1886 and 1866, in Oregon, who shall present to the Secretary of State his account, duly verified, together with proof of his identity as such veteran, 6hall be paid the sum of $2 for each day's time actually spent in the service of said Oregon Territory as a soldier, and the fur ther sum of i per day for each horse whlrh may have been furnished by him in su:h service, and also the appraised value of any horse or horses which may have been killed in action or unavoidably lost by said soldier while In the service of said Unitary, according to the provisions of section 4 of an act passed by the Legis lature of the Territory of Oregon on the 24th day of January. 1856, under the terms cf which the said military service was performed; provided that upon making proof of claim as herein provided, the heirs and next of kin of any deceased vet eran of said Indian wars shaJI be paid any sum or sums which may be due their de ceient under the provisions of this act. Sec. 2. That there is hereby appropri ated out of any moneys not otherwise ap propriated from the general fund In the treasury of the State of Oregon, the sum of $50,000, or so much thereof as may be necessary for the payment of the said claims referred to in section 1 of this act, and that said claims shall be audited and paid in the same manner as other claims against the state are now paid. Mr. Montague has no personal Interest in the bill. During the time or these early Oregon wars with the Indians he was one of the fighting Scottish Greys at the siege of Sebastopol during the Cri mean "War, as a memento of which he carries the scars of half a dozen wounds received in aqtion. Since then he served for j ears in the United States, and has always taken a kindly interest in all per taining to the welfare, of the early Oregon pioneers. As to the merits of this par ticular bill, he claims that the State of Oregon should keep Its pledged faith with those who suffered their lives in it3 de fence, or that it would be no more than justice to reimburse th few remaining survivors of the early Indian "War when the state has become so lavish in expand ing far greater sums ..for rtha. scalps- of cpyotes. and trther wndnfmals. Any person who in any man ner, for exhibition or display, shall place, or cause to be placed, any words, or fig ures, or numbers, or marks, or inscrip tions, or picture, or design, -or device, or ejmbol, or token, or notice, or drawing, cr any advertisement of any nature what ever, upon any flag, standard, color or ensign of the United States, or shall ex pose or caUse to be exposed to public view any such flag, standard, color or en sign of the United States, upon which shall be printed, painted, or otherwise placed, or to which shall be attached, appended, affixed or annexed, any words. or figures, or numbers, or marks, or in scriptions, or pictures, or designs, or de vice, or symbol, or tokon, or notice, or drawing, or any advertisement of any nature or kind whatever, or who shall expose to public view, or shall manufac ture, cr sell, or expose for sale, or have in possession for sale, or for use, any article, or thing, or substance being an article of merchandise, or a receptacle of znerc nanaise, upon which shall have been printed, painted 'or attached, or other wise placed, a representation of any such f.ag, standard, color or ensign of the VnitcJ States, to advertise or call atten tion to, or to decorate, or to ornament. cr to mark, or to distinguish the article cr thing on which so placed, or shall pub- llc.y mutilate, trample upon, or publicly ceiace, or aery, or defile, or cast con tempt, either by words or act. upon any such flag, standard, color or ensign of the United States, shall be deemed guilty cf a m'sdemeanor and subject to a fine cf not less than $30 nor more than $100. "Sec. 2. The words flag, standard, color. or ensign of the Unitd States, as used la this act, shall Include any flag, stand ard any color, any design or any repre scntatlon of a flag, standard, color or en sign or a picture of a flag, standard, col or or ensign, made of any substance whatever, or represented on any sub stance whatever, and of any slxe what ever, evidently purporting to be either of said flag, standard, color or ensign of the United States, or a picture, or a rep resentation of either thereof, upon which shall be shown the colors, the stars and tho stripes In any number of either there of, or by which th person seeing the some, without deliberation may believe the same to represent the flag, or the cilor. or the standard or the ensign of the I nrcd States of America. 'Sec.S. This act shall not apply to any art permitted by the statutes of the Uni ted States Army and Navy Regulations, v.zt shall this act be construed to apply to the regular issue of a newspaper or any other periodical on which shall be printed said flag disconnected from any advertisement."
