THE MORNING OREGONIAN, MONDAY. JANUARY 14, 1901.. OREGON SETTLERS FOOLED. Attorneys Cannot Halce Collection Under Land-Refnndlns BUI." "WASHINGTON. Jan. 7. Several cases have arisen of late In the Land Office which brine out a point that cannot bo Impressed too forcibly upon certain classes of old settlers In Oeson. In a general -way, the facts are these: "When efforts were made several years ago to pass -what Is known as the "double min imum refunding bill." a number of attor neys In "Washington drew up and had printed circular letters, whloh were for warded to many settlers who had taken up lands affected by this bill, and which rightly belonged to the railroad com pany In these letters the attorneys promised to collect the $2 50 an acre paid by the settlers, on condition that they should receive anywhere from 25 to 50 per cent for collection. Thinking that it was possible to secure this refundment of their purchase money, many settlers accepted the proposition, and have since been in a Quandary as to why they have never had replies from the attorneys. In some Instances, it Is believed, a certain fee was exacted in order to secure the opening of the case. As a general rule, settlers who correspond with these at torneys "have never heard from them since the day they accepted the proposal. As a matter of fact the double min imum bill has not passed, and although favorably reported, can hardily pass at the present session. Until the bill has been enacted into law. no one will be able to secure a refunding of his pur chase money, through atttorneys or, other wise, and no one is authorized to make a statement to the contrary. Nor will It be necessary for settlers to employ attor neys in order to secure re-payment In the event of the final passage of the bill. If they cannot secure re-payment on facts and showing made in person to the gen eral Land Office, their Representative In Congress can and will perform all - the duties required, and thus oDviate the. ne cessity of paying out heavy fees to so called land attorneys and others. i Ice Floes Threaten Blockade. ST. JOHN'S, N. F-, Jan. 13. Northern Jce floes, drifting along the Atlantic coast, now threaten to blockade St. John's. They were already within sight of the port. The coast steamer Vlrgina. bound north with provisions for coast settlements, was com pelled to abandon the voyage owing to her inability to penetrate the ice barrier. Incoming vassals report that the floes are sweeping outward toward the track of the trans-Atlantic steamers, and are like ly to reach the latitude of Cape Race next week. P,t In Day Visiting Sights. WEST POINT, N. Y., Jan. 13. The Con gressional committee which is Investigat ing the alleged hazing of ex-Cadet Boos put In the time today visiting places of interest In the Highlands. The com mittee expects to complete the Investiga tion tomorrow night or Tuesday morning. Light, WEATHER CONDITIONS. Hea-y rains have fallen in Southern Oregon during the last 24 hours, and lesser amounts In the remaining portion -of the North Pacific States. The mild weather continues, and the changes in temperature have been small and unimportant. The Indications are for occasional rain in this district Monday, with continued mild tem peratures. THE RIVER. The- river at Portland has risen very rapidly, and at dusk Susday night Its height was 13.1 feet. It will probably reach a stage of about 15 feet by 8 A M. Monday rooming and 17 feet by Tuesday morning. The following were the up-river readings at 4:80 P. M.: Eugene. 17 0 feet, a rise of 2.C feet in the last 8 hours; Albany, 15.8 feet, a rise of 2.2 feet In the last 8 hours; Salem, 17.0 feet, a rise of 2.5 feet in the last 8 hours; The Dalles. 0.0 feet, a rise of 0.6 foot la the last 8 hours; Umatilla, 3.1 feet, and the river Vising. A special report received from Eugene at C P. M gave a gauge reading of 10.2 feet, and the river steadily rising, with heavy rain fall ing. WEATHER FORECASTS.
