This will enable sne to give some estimate of the exces sive expense of keeping a family in AI- ska. "While it is not so bad at Sitka and in Southeastern Alaska, still $1500 will lot pay the current expenses of an aver- itje famHy anywhere up here. "JT, further call attention to the fact lat for all the territories of the west. Registers and Receivers were allowed $2500 and fees, up to 1S62, at a time the fees and commissions had so Increased that the salaries could be reduced. It would seem a simple matter of Justice that the same treatment should be ex tended to Alaska, until such time as the income from fees and commissions would admit of reduction. "Up to the present time they are no surveyed lands In Alaska, and it Is ques tionable, owing to so much waste land, whether it will ever warrant or justify the general Government in extending the general law for surveying all lands. It Is not an agricultural or grazing country; It Is valuable chiefly for its minerals and fishing. As miners, as a rule, do not seek to patent land, there has been com paratively little revenue In the way of tees and commissions, and cannot be for many years to come. "Up to the present. I think every application has gone through the Sitka Land Office. Up to very recently no competent man could be found to fill the offices In the interior, for the reasons shown above To relieve these conditions, it is simply proposed to amend the act extending the homestead laws to Alaska, by Increasing the salaries of Registers and Receivers from ?1G00 to 2500 per annum. "In answer to the objection that may bo raised that this would increase the ex pense pf conduotlng the Government bus iness In Alaska, It may be stated that at the proposed salary men more efficient than those obtainable at $1500 could be obtained, and that, the number of officers could be reduced, so that there -would be but one or two Land Offices In all Alaska, which It is "believed could more than keep tip with all the work It is possibl for the Surveyor-General to prepare during the year. In view or the Tact that SO per cent or more of the cases so far ' handled by the attbrenys at Seattle, Port land, San Franclsoo and the East has been done by correspondence entirely, the local" Land XDfflce. Miere- the Surveyor-- General is, by working: In conjunction, can perform- this service far better than one at a remote distance, where it In volves a delay of from one to six months for the Surveyor-General to get answers from such correspondence, or vice versa. Land Offices In the interior getting an In quiry as to the status of any case pend ing In the Surveyor-General's office re quire like delay before the applicant could possibly get answer; whereas, the Land Office situated at Sitka could get reply from the Surveyor-General and an swer the applicant by the same or next mall. "Therefore, looking at it from an econ- tmcs and Governmental standpoint, is to increase the compensation and effl-1 ciency of the service and limit the number of offices, thereby saving not only sal axles, but the exherbltant contingent ex penses for keoplng up a greater number of crnces.'" However, as set forth above. It will be a difficult matter to have the offices outside of Sitka abolished, ns the Sena tors who have the filling of such places will never consent wilfully to their abol ishment, even though it be In the interest of a better or more economical service. This little mattor of Senatorial patronage is often allowed to stand In the way of a better administration of civil govern ment, and very probably will be the case In Alaska.
