THE- MORNING -QREGONIAN, WEDNESDAY, JANUARY 9, 1901. DIVIDED FOR INSPECTION PACIFIC COAST LIFE-SAVING DIS TRICT GETS DOUBLE SERVICE. Long Coast Line Wei Too Much to Be Covered From San Francisco Alaska Extension. WASHINGTON. Jan. 6. Recent dis patches from Seattle indicated that a new llfcsavins district, to Include Oregon, "Washington, and Alaska, had recently been created, With headquarters at Tacoma. Investigation at tho Treasury Department revealed the fact that this statement "was not strictly according to the order of the department. The matter, as explained by S. L Kimball, chief of the Lifesavlng Serv ice, is as follows; "The 13th lifesavlng district now em braces the entire Pacific Coast, extend ing from the southern boundary of Cali fornia to the northern boundary of Wash ington. We have no service now in op eration in Alaska that comes under the regular organization, although a sort of llfejiaving service is operated at several points nlong the Alaskan coast, under the direction of the revenue-cutter service. "Heretofore the district officers have been a superintendent,' with headquarters at Sa'. Francisco, and an Inspector, with headquarters at the same place. On ac count of the cxtrcmo length of the district it has been found necessary to take meas ures for a better supervision of the sta tions tnan can be exercised by one In spector Therefore the dlstriot has been divided, so far as the matter of Inspec tion is encerned. An additional inspec tor, raptkin W. H. Roberts, has been de tailed by the Secretary of the Treasury to take charge of the Hfeaaving stations In Oregon and Washington, while the other inspector, with headquarters at San Francisco, will now have supervision only of tho stations In California. The district superintendent still has general charge of both divisions, so far as his functions are concerned. The new inpector, by the "way. Is assigned from the revenue-cutter serv ice. Ills headquarters was made at Ta coma because It was found, after a care ful investigation, that from that point he would have more ready access to all the stations In his district than he would have had from any other prominent point which Is generally accessiblo as a commercial and shipping- locality. "As a rantter of fact, it would take Con rrcss'cna'. action to establish a now life saving station, but no such step has been contemplated, and it is not anticipated It this time. The division of a district, so that more than one inspector may hold sway, is another matter that does not come within the bounds of departmental privileges. "In regard to the extension of the serv ice to Alaska, our bureau would be very rlad to seo an additional district created to embrace only the Alaskan coast, with headquarters at some centrally located point. We recognize, of course, 'hat it would be impossible to secure the neces sary legislation at the present short &es ilon of Congress to establish such a dis trict, and recommendations to that effect will in all probability be deferred until the first session of the 57th Congress. If luch a district Is finally created, it will In al! probability provide for a station at Nome, another at the mouth of the Yukon ia probably a number of other stations it Important shipping points- along the coast as far around as Cape Barrow." Public Opinion nnd Dnvr. PORTLAND, Jan. 8. (To the Editor.) It is often said law without public sen timent to enforce it is of no use to so ciety. If some officer is tardy or evasive. In hunting up the violators, society does not say thereby the law ought not to be enforced. Some dogs go as far as. their masters in tho hunt; the trouble, may be with ths dogs who do not hear "Go." Be it remembered, that law enforced-makes-public sentiment by Its educative influ-. en.ee. If law is to bo perfectly executed before we can have it, the world would hdt tee a single law enacted. May not the officers of the law wake up an In dolent public by executing law to the let ter? Are men who wait on the public with their wares always distinguished as reformers? Let lawmakers and officers, to execute the law, reach the heroic levels. B. J. HOADLEY. Looklns; for Another Site. Men who have boen negotiating for a site for a flour mill at Falrvlew and who secured an option on a piece of land on the Smith estate, are now trying to secure a site for the mill directly on the O. R. & N, Railway west of the depot. If this iocatlon be secured, the mill will be operated by steam power Instead of water. The site now being negotiated for is on railroad land, and Is much more con venient than on the Smith land. There seems to be the Impression that there Is good backing to the enterprise, and that if the ground is secured It will go ahead. BUSINESS ITEMS.
