Here Is a Man That Needs Reorgan
ization Dndlr.
PORTLAND, Dec. 13. (To the Editor.)
In today's Oregonlan ydu class Senator
Clay as a "knave or a fool" because he
is an advocate of free silver, notwith
standing the fact that he shows other
very marked symptoms of honesty and
intelligence.
This Is a new method of separating the
morally and mentally unsound from
those that are sound among mankind,
and simplifies the process very much.
Do you recommend it to psychologists
as a reliable rule? The free-silver test,
as you appear to. advance It, would Iso
late so large" a. number of fools and
knaves that it would have a profound
and. If correct, an Invaluable effect upon
society.
To those of the numoer not incurable
it would also be a Godsend. For Instance,
being sure that I myself am not a knave,
this test would set .me off anions: the
fotls. That being the case, a positive
knowledge of the situation would impel
me to such an investigation or tne seat
of the trouble and the remedies as would
lend hope for relief. Again, The Orego

ly why the free coinage of silver is a
dishonest policy, and when it became so,
for the benefit of many contrite Repub
licans, wistful Democrats and studious

Snmpter Pioneer Adjudged Insane.
BAKER CITY, Or., Dec 14. Fletcher
Henderson, one of the first settlers in
Sumpter, has been taken "to the asylum
by Sheriff Huntington. Henderson, who
is credited with erecting the first cabin
on the present site of oumpter, was ad
Judged Insane yesterday by County Judge
Travllllon and Dr. Snow. He is reduced
to abject poverty at the age of 72, but
can look back over the time wnen ne
owned some of the most promising min
ing properties In this region. He leaves
no family here or relatives mat are
known.

WEATHER CONDITIONS.
The storm last night oft Cape Flattery proves
to be the most severe of the season. Severe
gales have occurred all along the coast and
well into the interior from San Francisco nerth
to the Straits of Juan de Fuca. The following
maximum winds occurred during the last 13
hours: San Francisco. 48 miles, south; Port
land. 34, southi Sacramento, 3S, south; Wln
aenvueca, 32. southwest, and Pocatello, S2.
south. General rains have fallen In Northern
California and, throughout Oregon and Wash
ington. At San Francisco a thunder storm, at
tended the high winds occurring there at about
10 A. M. Southwest storm warnings are con
tinued at Astoria and at stations along the
Straits of Juan de Fuca. The storm Is now
central near Vancouver Island, and It Is slowly
advancing caEtward. Rough weather will con
tinue along the coast Saturday, but the winds
will probably moderate by Saturday night or.
Sunday.
