Port Land Admirer. PORTLAND, Nov. 25. (To the Editor.) In The Oregonlan this morning I have read Charles Williams criticism, which Is quite uncalled-! or. Mr. Williams Is an . admirer of the Wolseley military school, and cannot, therefore, be otherwise than jealous of those -who graduated In BobC erts class. General Kitchener has for gotten more than Mb critics ever knew, and his knowledge Is not confined to tho Tealms of theory. He Is a man of In domitable courage, controlled by brains and good horse sense. He has been through the mill and earned bis laurels at Khartoum and elsewhere. He lsV moreover, one of the greatest tacticians of the present century, and his superior Is yet to be seen. Can any critic point out a single hitch or mistake made by him during the Boer campaign? To him is te -be attributed the good order main tained throughout that war In the Com missary Department. England knows this. Lord Roberta knew the kind of man Lord Kitchener was when he ap pointed him ohief -of his staff. Mr. Will lams must have been suffering from a nightmare when he stated that Lord Kitchener contemplated or meditated a ruthless extermination of the Boors. Of course, if the Boers be ro blind as not to see they are licked, and still persist In their bushwhacking tactics, then they will find no mercy at Kitchener's hands. During- Lord Roberts' administration the Boers were shown every consideration, and they looked upon this too Indulgent treatment as a sign that England was afvaid of these hogs. Most people believe that Lord Roberts' too lenient treatment of that race pro longed the war. It is all right for mercy and truth to meet together, and for righteousness and peace to kiss each other; but when a man is determined kill you if he can, then you should throw off the kid gloves of kindness and lick him. If he submits and admits he is "beaten, then be merciful and compas sionate. Lord Kitchener Is not a brute, as Mr. Williams would dejSlct him. He is ltlnd and considerate, but fights to a finish ?o long as his enemies fight. He showed no brutal propensities at Khartoum. He 's a man of determination withal, and he Is tho right kind of man to subdue these boors of South Africa. .He will not have in his ranks an Incompetent General or officer of any kind. This is why the offi cers referred to do not care for him. Tho tactics of Lord Kitchener brought about the capture of Cronje. Kitchener says Tery little, but thinks a great deal. No body can give a single instance of "Kitchener's dirty work." and Mr. Will lams I defy to corroborate his statement. Had Kitchener been an English General, Williams would be silent. Jealousy is at the bottom of his vlndlctiveness. J. CREAGH. To Determine Andree Fnte. STOCKHOLM, Nov. 25. Professor Na thorst has offered a reward of 000 crowns for each of the remaining ten buoys taken by the Andree Arctic balloon ex pedition. He is also taking steps to fit out an expedition to search the Iceland coast for wreckage of the balloon, and also to search the southwest coast of Greenland for the same purpose, as ho considers this the only manner in which the fate of Andree can be learned.
