(Special to New York Journal of Commerce.) The modification of the tariff schedules In the dependencies promises soon to make somo progress which will be ftcoeptablo to the business community. The War Department has been advised that Walter Fletcher Smith, who Is attached to th Havana Customhouse, under Colonel Bliss, had a satisfactory conference re cently with William R. Corwin. of the New York Merchants' Association. It Is not .mown what action Colonfel Bliss will take upon the proposed amendment ot the cotton schedule, but it Is thought likely that he will accept the schedules suggested by the New York exporters. The proposed schedule Is a compromise which will give a wider margin far welgnt allowances than the old rates, and may permit the better grade Of American coarse cottons to compete successfully with the clay-filled products of European looms. The proposed rates apply to cot ton tissues, plain Or with figures, happea or not. measuring not over 66 Centimeters ln width, weighing eight kilograms or mdre per "100 square meters. The rate up to nine tnreads Is 13 cents per kilogram: from 10 to 15 threads. 17 cents; 16 to 10 threads, 23 cents: and for 20 threads or mote, 35 cents. The same tissues, print ed or manufactured with dyed yarns, are dutiable at a surtax of 30 per cent. If these rates can be .promulgated within & few weeks, with the approval of Colonei Bliss, the officials of the War Department will feel that a vexatious problem has been happily solved. It is proposed at the War Department to make public an outline of tho Philip, pine tariff before It Is officially promulgate-. This will give an opportunity to American exporters to suggest amena. mertts which can be considered at the Wat Department. The full text of the new tariff, as approved by the Philippine Commission, has not yet been received by Secretary R00L Something Is know., however, regarding the work of the spe cial commission appointed to present a tariff scheme to the higher board. The new tariff will be much simpler than the old Spanish tariff, which has ted to so much complaint. It was found when an appeal way made to the merchants and importers at Manila that they took less Interest than was expected in reducing the tariff to a scientific basis. There were little data of any real value in the Span ish Custom-HOuse, and tho tariff commis sion was compelled to rely chiefly on the statistics of imports and duties paid dur ing the brief period of American suprem acy. It is for this reason that Secretary 'Root, upon the advice of Colonel Clar ence R. Edwards, of the Insular Division of tho War Department, has made up his mind to make the rates public In tha United States before putting them ln force. Adequate notice will be given to exporters of tho new tariff before It act ually takes effect at Manila. The tariff commission decided to retain specific du ties In most cases, because the importers are accudtomed to hetn and accurate valuations might be difficult under the peculiar conditions prevailing at Manila. The surtaxes and harbor dues have In tho main been eliminated from the new tariff as separate items levied upon each Importation, It is Intended to make the revenue under the new schedules substan tially tho same as under the old. but n good deal Is expected from the Inoreafio in importations resulting from the reduc tion of rates. An effort has been made In framing the new schedules for the Philippines to make the rates of duty advantageous) alike to American trade and the people of the lBlands. Agricultural Implements nrd come other necessaries ot production have been made free of duty. Consider able reductions of duty have been made on flour, provisions, vegetables, canned goods and paper. These reductions will, ln nearly every case, benefit the Ameri can export trade, while supplying needed articles on more favorable terms to the islanders The duties are specific in all thepe cases. The metric system Is fol lowed and the duty is Imposed by the kilogram where weight Is the standard of assessment. An exception to the rulo of making duties specific has been made In the case of railways cars, certain classes of machinery and a few luxuries which embody high and varying values in small compass. Spain and other countries get the benefit of the reduced duties go far as they are able to take advantage at them, but as most ot the Important arti cle' on which reductions have been mads are those ln which the United States al ready enjoys a large trade it is expected that the chief benefit outside of the Isl ands will Inure to American exporters. It ln felt that under the treaty -with Spain, guaranteeing to her the same privileges as the United States for ten years from the treaty Of Paris, the eamo concessions must,' be made to the com merce of all nations. It is hoped at the War Department that when the new rates are put In force much will be done to promote the prosperity of the Phlllp pinei and cordial feeling toward the American -Government. lleirsr to Valuable Estate Located.
