HiUhcock and Wilson will remain In
their present positions, and that Root, If
his health permits, -will succeed Hay as
Secretary of State. The suggestion has
been made for taking care of some of tho
Republicans who have gone down to de
feat in this campaign, and it is believed
here that Carter of Montana will ba
offered a. Cabinet position, either as Sec
retary of War, if Root goes into tho
State Department, or Secretary of tbe
Inferior, if Hitchcock does not remain,
and, perhaps, Attorney-General in case
Griggs does not continue to sere. The
suggestion Is" also made that Woleott
might have a Cabinet place, but the best
informed think that he is likely to suc
csed some of the Ambassadors or Min
isters abread.

cially the defeat of some of the most

called at the State Department today and
talked with Secretary Hay for an half
hour about tho proceedings of the for
eign Ministers abPekln. The department
takes the ground that, while the Minis
ters themselves are trying to get togeth
er on common ground to present a. united
front to the Chinese in the negotiations,
it would be highly impolitic to make pub
lic any little dissensions or differences.
So all that can be gathered officially is
that fair progress is being made.
Minister "Wu was concerned at the sit
uation at Pao Ting Fu, where the Ger
mans seem to have condemned to death
certain high Chinese functionaries. This
subject promises to lead to energetic re
monstrances from the Chinese Govern
ment. Mr. Wu handed to Secretary Hay the
following cablegram, dated November 6,
from Viceroy Chang Chih Tung, received
by Minister Wu the morning of Novem
ber 7:
"The other day I received a telegram
from Chen, Governor of Shen SI, inform
ing me that Tu Hslen had committed
suicide by swallowing gold leaf, which
news I wired to you. I have now received
another telegram from Governor Chen
Etating that he has not yet received con
firmation of Yu's death and ho fears it is
not reliable. I have, however, learned
that Tu Hslen has left Shan SI. and that
the Governor of Shan Si, Hsl Liang, is
taking the responsibility of suppressing
all rioters. Please convey the above to
the honorable Secretary of State."

latter. The plurality for the Republican
National ticket In New Tork is 145,000,
while Odell will have about 100.000. Cali
fornia gives McKlnley 40,000 plurality, and
the Republicans elect all seven Congress
men. Pennsylvania rolls up the usual
big Republican majority. In Minnesota,
the Governorship is the only thing not
settled. Republicans made a clean sweep
In "Wyoming and in "West Virginia, Mc
Klnley's plurality in Indiana will run
from 23,000 to 32,000. In Utah he will have
4500, while in Montana Bryan is 17.000
(ahead. Other states show no change from
first reports.

returns are coming in slowly, but enough
is known to Indicate a plurality of 60,000
for Bryan In Arkansas.

McKlnley's Plurality Will Probably
Reach Forty Thousand.
SAN FRANCISCO, Nov. 7. The major
ity for McKlnley and Roosevelt In Cali
fornia continues to grow, and the indica
tions are that it will reach 40,000. Com
plete returns from 1574 precincts' out of
2190 outside of San. Francisco give Mc
Klnley 107,592, Bryan.81,248. The same pre
cincts in 1S96 gave McKlnley 86,247, Bryan
91,801.
The Republicans have elected all seven
Congressmen.
The Legislature is Republican by a ma
jority of 36. The State Senate contains S3
Republicans and 7 Democrats. The As
sembly stands: Republicans 53, Democrats
22.

COLORADO.
Bryan's Plurality Estimated at From
30,000 to 35,000.
DENVER, Nov. 7. Returns from yes
terday's election are slow coming in. but
sufficient returns and careful estimates
have been received to show that Bryan's
plurality will be from 80,000 to 35,000. The
Republican managers concede the Legis
lature to the Fuslonlsts by a majority of
56 on Joint ballot. Orman, dem, and the
whole Fusion ticket will have about 25,000
plurality. The defeat of Senator "Wolcott
for the Senate Is generally conceded.
CONNECTICUT.
Victory for McKlnley and the Re
publican State Ticket.
NEW HAVEN, Conn., Nov. 7. The re
vised election returns of Connecticut,
with every town and district heard from,
gives the state to McKlnley by a plural
ity of 28,415. The Republican state ticket.
FLORIDA.

state will give Bryan a majority of 23,000.

Gives Bryan Plurality of 40,000 All
Democratic Congressmen elected.
ATLANTA, Ga., Nov. 7. Georgia gives
Bryan a plurality of 40,000. Every Dem
ocratic Congressman was elected.
IDAHO.
.Democrats "Will Have Control ot the
Legislature.
SPOKANE, "Wash., Nov., 7. Idaho Coun
ty, Idaho, gives 125 majority for the Dem
ocratic state, county and Legislative
ticket. ,
Shoshone County gives the Bryan Elec
tors 600 majority; Morrison, fus, for Con
gress, 225 majority; Hunt, fus,. for Gov
ernor, 200 majority. One fusion Senator
three fusion Representatives and one Re.
publican Representative have been
elected.
Nez Perces County gives an even break
on Presidential Electors, but 200 to 300
majority for the fusion state candidates
and Congressman. Nez Perces' delegation
to the Legislature Is probably Demo
cratic In Kootenai County the Democrats elect
the National, state and Legislative ticket
by 300 majority.
In Latah County the Uemocratlc ma
jority is over 200 all down the line.
Tho Legislative delegation probably will
stand one Senator and five Representa
tives (fusion), and one Republican Rep
resentative. North Idaho gives National afld state
ticket majorities of nearly 1500. The
delegations to the Legislature are almost
solidly Democratic, thereby presaging a
Democratic successor to Senator J3houp.
BOISE, Idaho, Nov. 7. Forty-five pre
cincts of the 400 in Idaho give the follow
ing results: McKlnley 4774. Bryan 4810;
Stanrod, Sot Governor, 4647, Hunt, for
Governor, 4678; Morrison, for Congress,
4767, Glenn, for Congress, 4551. The same
precincts in 1893 gave Moss, rep, for Gov
ernor, 2370, and Steunenberg, fus, 3918.
The net Republican gain is 1L3 per cent.
A gain of 9 per cent is needed ,to carry
the state. From many of the hiavy Re
publican precincts nothing has yet been
heard, and it -seems safe to predict that
the percentage indicated will be main
tained. On a basis of 50,000 votes cast for
the Republican and Fusion tickets which
seems likely 'to be about the correct fix-,
ure, the Republicans would ha.Ve 26,400
and tho Democrats 23,600, a Republican
plurality ot 2S00.
It is reasonably certain that the Re
publican National and state tickets have
carried the state. No intelligent forecast
can be given on tho Legislature.
ILLINOIS.
McKlnley's Plurality Will Run Close
to 100,000.
CHICAGO, Nov. 7. Congressman "Wil
liam Lorimer, of the 2d district, con
ceded his defeat this morning. Tho ma
jority against him may reach 1500, Addi
tional returns received at Republican
state headquarters from all over the
state confirm Chairman Rowe in hla
statement that McKlnley's plurality will
run close to 100,000, and that of Yates
for Governor between 70,000 and 80,000.
INDIANA.
McKlnley's Plurality "Will Range
From 28,000 to 32,000.
INDIANAPOLIS, Nov. 7. Yesterday's
election resulted in a plurality of any
where from 28,000 to 32.000 to the Repub
lican National ticket, the triumph of,
the entire state ticket, and nine, and per
haps 10, of the Congressmen, and the
choice of a Legislature, that will have
a Republican majority of 40 on joint bal
lot. The 4th Congressional district is still
in doubt. Indiana elects all Republican
Congressmen except in the 2d, Sd and 12th
districts.

Yesterday's additions to the returns ot
the Oregon election slightly Increased tho
Republican plurality in the state from
14,105 to 14,225. These figures are yet sub
ject to material change, however, for
they are based on unofficial reports from
only 660 of the 769 precincts In the state,
the results In tho other precincts being
estimated. The 660 precincts report votes
as follows:

McKlnley's plurality 12,347
It is estimated that the unreported pre
cincts will add 1S63 to the Republican
plurality. The precincts from which no
return has yet been received are the
smaller and remoter ones. Probably the
total vote of the state will not reach
85,000. In the precincts that have been re
ported there has been little- attention to
giving tho votes of th,e three minor par
ties, and the official figures will surely
show a material increase for them above
the totals given this morning.
Complete unofficial returns have been
received from, only eight counties in the
sate Benton, Clatsop, Morrow, Multno
mah, Polk, Wasco, "Washington, and Yam-
njilll. One-precinct -is lacking in Josephine
ana one in x.mn. xne last named county
is something of & surprise, lit thai it
gives' a plurality forBryan of only about
40 votes, while the Republicans had con
ceded ' that It would go .Democratic by
about 600. In Jackson County, with two
precincts still missing, the Republicans
have a few votes tho best of it. Four
years ago Jackson County gave Bryan
nearly 1000 plurality, and Linn gave him
nearly 700.
No detailed reports have yet been re
ceived from Curry, Grant, Malheur, "Wal
lowa or Wheeler Counties, but fairly re
liable statements of the pluralities of the
respective counties have come out.' These
appear in the table and dispatches' pub
lished this morning.
BAKER COUNTY.
Went Slightly Democratlo, but Re
publicans Are Jubilant.
BAKER CITY, Or., Novv7. All but four
precincts in Baker County have been re
ported at headquarters. The figures fur
nished are not official, but they are known
to be- close to the records kept by Judges.
Bryan is now 130 ahead, which .will prob
ably be cut down 5 or 6 In the four small
precincts yet to come in, Judging by their

rade. Large bonfires are blazing on the
main streets, around which hundreds of
people aregathered, watching the torch
light procession and ltacenlng to speeches
by Hon. L C. Leasure and others. Tha
Democrats are not jubilant. An air
of gloom has settled over the faithful
since Eastern bulletins began to arrive.

12. The total vote In the 31 precincts is
3624, and the probable total vote in the
county, will be 4084. The registration last
May was 47S3. It is estimated that Mc
Klnley's plurality will be nearly 600.

each other off, and the third will give
a plurality bf 15 to 18 for McKlnley.

JACKSON COUNTY.
McKlnley's Lead Over Bryan Will Be

ASHLAND, Or., Nov. 7. Returns from
all the precincts in Jackson County but
two outlying ones cut down McKlnley's
lead over Bryan to abouUDO. These two
precincts will not alter these figures
very materially.
LANE COUNTY.
Plurality tor Republicans Expected
to Reach COO.
EUGENE. Or., Nov. 7. Complete returns
from 31 precincts In Lane County, Includ
ing all the principal towns and villages,
give McKlnley 2256. Bryan 1816, Wolley
102, Barker 5, Debs 28. Nineteen precincts
yet to be heard from are expected to In
crease the plurality for McKinley to 500.
The result ofvtbe.electlan In this county
is more or less of a surprise to almost
everybody. Prior to election day the Dem
ocrats were 'claiming Bryan's plurality in
the County would be as great or greater
than It was lour years ago, when he
had a plurality of 347. Republicans laid
claim to a considerable change in favor
of McKlnley, some estimating the county
to give him but a small plurality, while
others estimated his plurality as great as
Bryan's was four years ago. The chair
man of the county committee estimated
that McKlnley's majority In the county
would be 300. But the results, judging
from the reports now in; indicate that
the plurality for McKlnley will be great
er than the highest estimates, and some
claim now that it may reach over 500.
LINCOLN COUNTY.

McKlnley has carried the Stat of
Washington by a plurality approaching
10,000, and It may possibly exceed that
figure. -Tha task of obtaining accurate
returns from the state has been attended
with unusual difficulties, and from many
counties it has been possible to obtain
only statements of majorities, actual or
estimated. Tho Western Washington
counties, except King, have as a rule
given unprecedented Republican plurali
ties. Clark gives 000, Lewis- 500, Cowlits
545, and Fierce rolls up more than 2000.
Walla Walla, on the east side, gives 650,
and Spokane 350. Tbe Congressional tick
et runs well along with the Presidential,
and both Cushman and Jones are elected
by large majorities, at least 8000. Cush
man's home county. Pierce, gave him
2750.
Frlnk has been slashed in every county
of the state. He loses King, Pierce end
Spokane Counties, and his pluralities come
only from the smaller counties. Some of
the southwestern counties have given him
very handsome pluralities, and it looked
for a time last night as if he might over
come the Rogers lead, but at midnight re
turns from Eastern Washington and from
his own county of King seemed to make '
It clear that he had lost the election. It
Is still possible that the final returns may
so reduce the Rogers pluralities as to
count him In, but It does not seem at all
likely that K can be done.
No returns are available as to the Leg
islature, but it Sa undoubtedly Repub
