County yesterday by approximately 5SO0
plurality over Bryan, and more than 4600
majority over Bryan, Woolley, Barker
and Debs. Returns from 76 of "the 80
precincts In the county give him -5469 plu
rality, of -which the City of Portland
contributed 4839. The preelnctsyet to be
heard from are expected to Increase the
plurality to 5E00, with votes to spare.
Colonel John McCrafcen, the Republican
candidate for Representative to fill the
vacancy caused hy the death of A. J.
Knott, ran 230 behind McKlnley, but he
easily distanced Jeffery, his Democratic
opponent, and had a handsome major
ity. His plurality -will exceed 3503. Jef
fery did not set the full Bryan vote by
253.
The vote whs surprisingly light for a
Presidential election and weather that
was Spring-like. Little Interest was man
ifested by either Republicans or Demo
orate, and it was apparent early In the
day that the poll would fall far under the
Spring registration. In Portland the vote
was about 0000 lexa than th.r' registration,
and in the entire county about 3500 less.
The total vote of the county Is over 3000
votes lops than the poll for President In
1595. Compared with 1S96, McKlnley's
vote Is 1981 less this J car, and Bryan's
is 2019 less. Final returns will slightly
Teduee those shortages. Notwithstanding
the Republican decrease, McKlnley's plu
rality Is about GOCO this year, against 5371
In 1S96.
The Prohibition, regular Populist and
Social Democratic vote was comparative
ly light. All told, It will not begin to
touch Bryan's vete In Multnomah County
In im, which was 6458.

A movement to do away with the creed
which all ministers must now subscribe
to before the can become members of the
Congregational Association of Chicago
was instituted last evening at the semi-annual
raeetlag of the association tl the
Leavitt-Street Congregational Church
The admission of Aftemas J. Haynes j
who asked that he be allowed to sign the
re Ised creed of Plymouth Church, Instead
of the s4d creed of the church, brought up
the question. The ministers decided to
consider a revision of their constitution at
the next meeting as a matter of general
Interest. Other ministers are seeking ad
xtUasloh to tfee association who object to
the creed. The revision of the constitu
tion was referred to a committee of seven.
This committee will frame amendments
to the constitution aftd bring them beforo
the association at the annual meeting
next Spring.
In addition to the question of creed the
revision of the constitution wilt Include
the questiea of lay membership In the As
sociation A change in the rule which
admits only pastors occupying pulpits to
the asseciatlcn Is eemttdered The priv
ilege may be extended to secretaries of so
cieties and ether lav officials or generally
to lay members of the church.

curred in the 3d election district cf Wll
mlngtea tbjs morning. The district has
a large negro vota. The" offlcir3 were
nearly half an hour late la opining the
polls, and they found about 10) nercei
assembled to line waiting to vote. As
the doers eponed they saw a white man.
James Mcllagk, whe had gotten in ahead
of them, attempting to vote. This lnf url -
ated them, and, "rushing in, they assault
ed MfcHugsand the inspptr, Jaines Du
gan. catting both seriously. Potfceman
Eheery was also cut in attempting to re
store order. "The negroes destroyed the
booth, and the registratl n books disap
peared in the me'ee. Elsewhere the elec
tion was quiet in the City.
PHILIPPINE CAMPAIGN.
More Agrtrresslvc "Work Demanded
by Secretary Root.
NEW TORK Nov. 6. Secretary Root
found ft necessary some days ago to is
sue special Instructions to Major-General
MacArthur, Governor-General of tho Phil
ippines, regarding the conduct of the
campaign in LuSon. says a Washington
dispatch to the Herald. These instruc
tions were due to dissatisfaction over the
successful operations of the Filipinos.
General MacArthur's policy was to scatter
the troops over a wide range of territory,
carrying out In this way the policy initial
ed by General Otis. Filipinos assembled
In sufficiently large numbers to make vig
orous assaults upon American garrisons,
who tn some instances suffered distinct
reverses.
Tile -War Department is understood ta
have directed General MacArthur to pre
vent further successful operations by col
lecting his troops in sufficient force to
destroy any bands with which they may
come In conflict. No important Insurgent
operations have occurred for some days,
and It is believed the execution of the
Department's instructions la responsible
for this.
General MacArthur's friends say he Is
handicapped by the absence of troops In
China, but the Fourteenth Infantry left
T&ku on Saturday for Manila. Other reg
iments will follow and General MacAr
thur will have about 70.000 men with whom
to Inaugurate a campaign against the in
surgents. m

Second Lieutenant William D. Pasco and
Privates Lemm Meadow and Addison
Bnlx, Company K, Nineteenth Infantry,
were killed Monday, October 29, near
Cuartero.
Lieutenant Faaco was a son 6t ex-Sen-ator,
Samuel Pasco, of Florida, who Is a
member of the Nicaragua Canal Commis
sion. General MacArthur also reports the
death today f Stanley M. Btuart, Assist
ant Surgeon Eleventh Volunteer Cavalry,
at Santa Cruz, Luton, of a fractured
skull, he having been thrown from his
horse. Surgeon Stewart was appointed
from Washington. D. C.

gram received at military headquarters
here announces the departure fr-om Ma
nila on November 2 of the transport Lo
gan. The vessel carries 278 sick soldiers,
29 general prisoners and eight insane per

Played by Honduras on
the Pears
t Brothers.
NEW YORK", Nov. 6. Honduras, says a
Washington dispatch to the Herald, has
played a sharp trick on the Pears broth
ers, in whse behalf the United States has
been endeavoring to collect an. indemnity
of 110.000 for the murder of their brotner,
Frank Pears, In February. 1899.
Several months ago Honduras proposed
topayfSCOO, If this sum would be satisfac
tory to the 'United States, but Secretary
Hay decided that It was not sufflc ent,
and reiterated his demand for tho satis
faction of the entire claim. The latest
demand was taken under consideration by
the Honduras Government. A few days
ago the Department Was Informed by
Honduras that the Pears brothers were
not In, sympathy with Its efforts to ob-
tain the Indemnity, and that they had cn-
tered into negotiations with her for a
tlrao for a concession whloh she had
finally refused to grant
This action of the Pears brothers is de
cidedly embarrassing .to the State Depart
ment. The Department Is not pressing the
.claim for indemnity entirely for the bene
fit of the rears nrotners. it is deemea
advisable In the Interest of future protec
tion of American lire and property in Hon.
duras that that government should be
taught not to permit the death of Ameri
cans and the escape of their murderers.
It is likely, therefore, that another de
mand will be made for a settlement of the
claim.
Election In Marlon County.
SALEM, Or.. Nov. 6. This has been the
quietest National election Salem has ever
j seen. There were no fights, few discus
sions and little drunkenness. The sa-
an tho time the polls were open. Tonight
large crowd gathered on Commercial
street to read the bulletins and great
enthusiasm was manifested when the re
sult Was ascertained. Great difficulty
was foupd In getting returns from out
lying precincts and also, some of the larg
er precincts that have heavy Democratic
majorities. In but few cases would elec
tion officers make any report of the vote
for Barker. Woolley and Debs. Republi
cans had expected a majority of 1000 In
this county and are disappointed th&t the
returns tonight indicate a majority of
only 800. The City of Salem went Repub
lican 2 to 1. The vote In the county is
considerably less than the June registra
tion. Returns from 58 of the 39 precincts in
Marion County give McKlnley 2S01. Bryan
193S, the vote on the other candidates
very Incomplete. The precincts yet to
report will probably reduce the Republi
can plurality to 800 in this county.

the decision of the Board of United States
General Appraisers in the matter of the
Dutch or yellow metal sheathing used on
the Alden Basse. In his opinion. Judge
I Morrow Bald:
"It could hardly have been intended by
Congress to permanently exclude from
tho coastwise trade for ten months In the
year a vessel built in the United States
because It had used In Its construction or
equipment free of duty somi foreign mat
ter, the life of which was of short dura
tion, and which had become worthless."
The court decided that the duty need

BERLIN. Nov. 6. During today's pro
ceedings On the second trial of the rjch
Berlin banker, Sternberg, for an alleged
crime against morality. Police Director
Meerscheldt Puellessem Intimated he had
received a loan of 2000 marks upon bis
villa from Sternberg, together with gifts
ot furniture' and other things for the
villa. He admitted that other loans had
been made him by the accused, but as
serted that all had been repaid. These
revelations have made a great sensation
in Berlin and throughout the country.
The sdden trip of Gouht von Bulow to
day te Llebenburg to confer with Em
