letters of Inquiry as to this, thor the
other subject pertaining' to -our monetary
ryslem, and tftir money, and In order to
a-swrr such inquiries, arid at tfie same
time diffuse other useful knowledj-e re
lative; to our financial system, the Secre
tary of the Treasury has prepared and
had published a pamphlet setting forth
a -Ride collection of valuable Information.
It !s his hope that this pamphlet will be
come -widely circulated, as, being a pliln
statement of facts regarding our curren
cy, It Is not only a iiseful -vrork, but a
pood campaign document for the Republi
can parts. The following: extracts are
made:
TIic Standard of Value.
"In providing for the coinage of the
precious metals Congress established, by
tn rt April 2, 1792. the standard of value,
cor.s'stlmr of certain gold and sliver coins,
at a ratio of 35 to 1 that is to say. the
alue of an ounce of fine gold was in ef
fect declared to be equal to the value of
15 ounces of line silver. A list of coins
authorised by the act of April 2, 1712,
w.th their weights and .fineness, will be
fpund in another place. Both gold and
si'ier coins were declared to be standards.
"The ratio of 15 to 1 was adopted in
pursuance of Investigations conducted bv
Alexander Hamilton, Secretary of tni
Treasury, who, in his report tipon tne
subject, said that 15 to 1 was a near ap
proximation to the commercial value of
the two metals. It wa soon discovered,
however that gold at the ratio of 15 to
1 was undervalued, and silver became
practically the only metallic money avail
able for use in the United States. In 1S34
the ratio was changed to 16.002 to 1 and
in 3837 it was changed to 15.9SS to 1. That
Is the present ratio and is commonly
called 16 to 1. By this change sliver was
t-nCervalued and gold came Into "use in
its place.
'By the act of February 12, 3S73. the
coinage of the standard silver dollar was
d.scontlnued, and the cold dollar of 5.8
grains of standard gold, S00 fine, was de
clared to be the unit of value. The sub
sequent restoration of the coinage of sll
vcr dollars under the act of February 2S.
3S78, was on Government account and did
net restore the silver dollar to Its former
X'.zce as. a standard of value.
"But while Congress provided for the
so-called double or bimetallic standard,
s-xh double standard has never been ef
fective ir, this country. From 1792 to 1S34
silver was the metal by which all values
were measured, and since 1834 gold has
been, and still Is, the sole actual standard.
Meaning? of lO to 1.
"The pharse 16 to 1,' as applied to coin
age, means that the mint value of 16
ounces of silver shall be equal to the
mint lalue of 1 ounce of gold, that is,
tat 16 ounces of sliver shall be colnablo
into as many standard silver dollars as
1 ounce of gold is colnabie into standard
gold dollars.
'Standard bullion contains 900 parts of
pure gold or pure silver and 109 parts of
copper alloy.
"The coining value of an ounce of pure
ro!d is $20.37183, and the coining value of
an ounce of standard gold is $18.10465.
"The coining value In standard silver
dollars pf an ounce of pure silver is
SI 2929, and the ooinlng value of an ounce
of standard sliver is 51.1C36.
What Is Selgnlorngre.
"This term, as used in the United
States, means the profit arising from the
coinage of bullion. The Government does
rot purchase "gold buttlon, but coins it
on private account. There is no protlt
from the coinage of gold bullion, the
face Aalue of gold coins being the same
as their bullion value, but at the present
rallo ot 16 to 1 the face value of the
Elher dollar is greater than Its bullion
value; therefore when silver bullion is
purchased and coined Into dollars there
is a profit arising from such coinage,
the amount of which depends upon the
price paid for the bullion. For example,
there are 3714 grains or pure silver Tn a
dollar and there are 8o grains of pure
fllver In a fine ounce. The coinage valfce
cf a fine ounce is therefore 5L292S. If
the f ne ounce can bo purchased for 70
cents, the profit of its coinage (the seigni
orage), is $0.5929, and the profit on the
S71H grains of pure silver- In the single
Collar Is 50.45o6 , which is the difference
between the actual cost of the bullion
in the dollar and the nominal value of
the coin
"Tho silver purchased by the Govern
ment is carried on Ine uooss of the
Treasurj' at its actual cost, ahd the
eelgnloragfi la declared on the coinage of
each month and paid into the Treasury.
Coin&cc of Gold.
"In the United States there is free and
"unlimited coinage of gold; tnal is, stand
ara gold bullion may be deposited at the
mints In any amount, to be coined for
the benefit of the depositor, without
charge for coinage; but when other than
standard bullion is received lor coinage
a charge is made for parting, or for re
fining, or for copper, -alior. as the case
may be. Rehinlnsr is the elimination from
the bullion of all base metals. Parting is J
tne separation of any silver which may
bo contained in the bullion. The charges
for these operations vary according to
the actual expenses. "When copper is
added for alloy, a charge of 2 cents per
ounc is made for the amount actually
allied. The depositor receives in gold
coin the full value of the gold in his
bullion, less such charges as are Indicated
nb?e
"The mints may lawfully reruso to re
ceive gold bullion of less value than Jib,
cr when it is too base for coinage; but n.
practice deposits of gold bullion are ac
cepted without regard to amounts, and
rejected only when too base for coinage.
Colnnpre of Silver.
"Under existing law In the United
States subsidiary silver and standard sil
ver dollars arc coined only on Govern
ment account. They are coined from bul
lion purchased by the Government, and
the profits of s.uch colnsge belong to the
Government. There ls at present no au
th rlty for the purchase of bullion for the
co nsge of standard silver dollars, but, if
r.ecessarv, sufficient bullion may be pur
chased to maintain the stock of subsidiary-
silver.
"The Government ! still coining stand

Tltrce Per Cent Loan of 10OS-TLO1S.
"In 1ESS the war with Spain involved the
Government in expenditures which could
not be met by the revenues then being
received under existing law. Congress ac
cordingly enacted what was known as the
war revenue act of XB9S, which was ap
proved by the President, June 13. 18SS. Be
sides providing for Increase of revenues,
it authorized an Issue of bonds.
"The total amount of bonds Issued un- J
der this act was 1355,792,640.
"The 3 per cent bobds are payable in
coin, and while It is not specified In their
terms that they are payable in. coin of
the standard value of July 34. 1870. then
ars In effect payable In stfch coin. Up to
this time the Government had never Is
sued any bonds payable, by their terms,
either principal or Interest, In gold coin
or in silver coin.
"During the recent session of Congress,
however, ther6 was enacted a bill, popu
larly known as the financial bill. Under
this act the Government, for the first
time In Its history, has issued bonds pay
able specifically In United States gold
coin."
