This extract Is from the Outlook. One
of its editors is Lyman Abbott. Lyman
Abbott -was the successor in Plymouth
pulpit of Henry Ward Beecher. Henry
"Ward Beecher -was the Brother of Harriet
Beecher Stowe. Times change and men
change with them.
The Immediate occasion for the refer
ence to the Declaration ia the breaking
down of the theory in. the Phil!nn!n
The Independent pointed out some time
ago that U was difficult to state the case
for the American policy In the Hawaiian
Islands so as not to Include the South
ern policy toward the negro race. But
compared with, the "consent of the gov
erned" Filipinos, the reluctance of the
Hawaiians to accept the rule of a white
minority "becomes a. wild, tumultuous
longing for that rule.
We have always been inclined to think
that there was too mnc".r of the liberty,
equality and fraternity doctrines of Infidel
France In Mr. Jefferson's famous declara
tion. It was hardly worth while to as
sert. In proving the proposition that an
American was as good as an Englishman,
that "all men are created equal." Equal,
how? Has any one ever explained? And
In saying that the colonies were capa
ble of self-government it was needless
to add that all government derived its
just pewer from the consent of the gov
erned. Government rests upon the strength of
the ruler rather than upon the consent
of the ruled. The New Testament con
ception of the civil magistrate is of one
that beareth not the sword in vain. In
primitive conditions of society, strength
meant brute strength. The strongest pre
vailed over those weaker than himself.
The King Is one who can. As society be
came more complex, intellect dethroned
muscular strength. But the strongest
force is that of character, and the day
Is nearing. If it Js not already here, when
the rulers of the people are to be those
who by reason of their nobility of char
acter are Attest to rule. Government will
then be concerned more for the good of
the governed than about their consent.
Suffrage Is not a natural right Gov
ernment Is not .an end in itself but a
means to an end. The end Is the well
being of society so far as government can
achieve that end. But men do not all
understand what their well-being is. If
the government Itself is an instrument for
defeating Its own end, there is a rever
sion at once to first principles and there
is a revolution, peaceable or otherwise,
as the case may be.
It is the office of government to pre
vent and to punish crime. In one of our
North Carolina cities not long ago It was
the work of the city government to fos
ter crime and protect the criminals. Then
came the "Wilmington revolution. The
New York City government Is In part
nership with crime, encouraging the com
mission of crime and deducting a com
mission from crime. A revolution Is due
In New York. It depends upon who the
governed are, whether their consent Is es
sential to just government, just as it de
pends upon who the rulers are. whether
they have tho capacity to rule.
Government in our American common
wealth depends upon majority rule. That
Is an ideal principle for the Ideal state
whore men are indeed equal in capacity.
In courage, in intelligence. In education.
In character. But we nave not reached
that Ideal state. And so the mere nu
merical majority does not always rule
and should not. The capacity and char
acter of a people will take command soon
er or later, and as surely as there 1
power that makes for righteousness, over
the vicious and ignorant though they b
in the majority. And if the unlimited
exercise of the suffrage is not expedient"
for the securing of a Just and beneficent
government, the danger of It will be re
moved by its limitation, forcibly, fraud
ulently, or under Just and righteous law.
And what has become of the "consent of
the governed?" Government really de
rives its Just powers from the well-being
of the governed, and not from their con
sent. And if it is said that this is the
reply that tyrants always make, and that
they consider themselves the bert judges
of the well-being of their subjects, the
answer is that It Is the reply which his
tory makes In a thousand examples of
Just and benign rule over men by men.
The Chinese will hardly consent to a
European or American protectorate over
that vast empire. But it will be better
for the Chinese to have a stable gov
ernment, a fair administration of the
laws and the advantages of civilization
without their consent, than to willingly
endure the present rule of tyranny, in
justice and anarchy. It is better for the
Filipinos to learn under American rule,
without their consent, the duties and
privileges of citizenship, than willingly
to revert to the conditions that have
made the word "Malay" a synonym for
cruel and treacherous barbarism. It is
better for the negroes of the South, not
to rpeak of the whites, to learn, without
their consent, obedience to law, respect
for authority, and the rewards of a vir
tuous life, under the strong hand of the
superior race, than willingly to slip back
Into the barbarism which has been the
lot of the race throughout all the cen
turies f human history with the eingle
exception of tWc tgeceraiiens that ac
lcnowledged the beneficent authority, al
most absolute as it was, of the Southern
white man.
The Bible Is wiser than Thomas Jeffer
son. He would have been wiser If he had
not followed the fashion of the intel
lectual men of his day in at least dis
counting the teachings of the Bible.
Paul's teaching about the civil magistrate
will long outlast the "consent of the gov
erned" theory.
And Paul's political economy gives a
dignity and responsibility to human gov
ernment that the divine right of Kings
only caricatures.
"For there is no power but of God:
the powers that be are ordained of God.
Tho power Is the minister of God to thee
for good. He Is the minister of God, a
revenger to execute wrath upon him that
doeth evil."
