JTDW YORK STOCK MARKET. Xenders of Money Inclined to Hold On for Higher Rates. NEW TORK. March 19 The stock market rave evidence today of a disposition on the fpart of the speculative contingent to discount the prospects of relief to the money market for funds to operate with, and, while there were symptoms of relaxation In money rates, the supply Is still extremely restricted. Lenders of money are inclined to hold out for higher lates, on the assumptlou that Interest ratc will not relax until after the April 1 settle ments have been dL"posed of. Borrowers take a more hopeful view of the immediate out look, and are inclined to await the expected early easing of rates. There was an appreciable stirring of specula tive Interest today, which was notably mani fest In the railroad list, but which was mostly confined to a few stocks. Baltimore & Ohio was the most conspicuous, with a rise of 3 points. Union Paclflc. Baltimore & Ohio pre ferred, Atchison preferred and the Colorado & Southern stocks were all in good demand, and gained over a point. Mobile & Ohio and Min nesota & St Louis preferred rose 2 points each. The bears made attempts to obstruct the ris ing" tendency of prices. They first made a raid upon the New Tork stocks on the ground that the tax levied under the nw franchise-tax law will be so great as to threaten their ability to pay dividends. Later an attack was made on the Iron and steel group, based on the threat - ened strike of machinists. Neither of these vras effective in breaking up the strength man ifested among the railroads. In fact, the rail road list chowed more hesitation In face of th violent rallies In the local traction group than In the weakness of the specialties, it Is well acderstood that the vicissitudes of FINANCIAL NEWS the Xew Tork stocks are greatly concerned with a rival railway war, approaching the character of a feud, among eome of the roost powerful financial Interests in the street, and peaceful bystanders have been shown -to be as likely to be Injured In this conflict as the actual participants. Tho chief episode In this conflict today -was the severe punishment In flicted upon the short interest In Third Ave nue. This stock touched 60 in the early de cline, and reached 85 several times In the violent fluctuations of the last half hour of trading. Price changes reached as much as 1 points between sales. Metropolitan Street Railway recovered an early loss In sympathy. London bought quite freely of American stocks, especially the Atchison and Union Pacific The total purchases on this account of all stocks were estimated at 30,000 shares. Relief was manifest in the London money market, due to disbursements on government account, Neither the easier money In London nor the large buying oa London account here had any effect on the market for sterling ex change, which held Bteady. New York ex change at Chicago Jumped to 35c premium to day, compared with a discount last week, and the proportion of absorption of funds by tho New Tork Subtreasury " much smaller than for the same period last week. Factors for the relief of the money market are thus outlined, without regard to the operation of the new currency law. Operations In the railroad bond market were active and strong today and well distributed. Total sales. $3,705,000. United States bonds scored a further sharp decline today, suggest ing liquidation of holding by recent buyers who are induced to take profits on the high prices. Funds for Business Are Scarce All Over Europe. NEW TORK. March 10. The Times' London financial correspondent cables: Perfect happiness is denied even In the money markets. Here we have been beating the record ot your war loan last In, with one subscribed for 11 times over, and every dealer in credit Li grumbling like a bear with a sore head. The cause Is patent enough when the Bank of England's return Is examined. Before the applications for the loan became known the market owed the bank about 5,000,000, and It now owes fully 13,000.000, In spite of dis bursements by the treasury, with the conse quence that every shilling of application money costs the market 4 per cent. The bank lends and discounts freely at 4 per cent, and thinks its action liberal, but the market grunts. "Why should the bank be allowed to hold our money?" and demand the Inetant Issue of al lotment letters. This Is easier a rice d than granted, since the number of applications la about 40,000, so money discounts were tight all last week, quite 4 per cent for both, and for two days brokers asked 4 per cent on 60 days' remitted paper. There seems to be no Immediate or approxi mate chance for the better In prospect, because the market resources are fully engaged, even without a loan. And w cannot Increase our currency at will, but must rest altogether on credits from the state bank for Increased means. At a point undetermined, the bank must check He advances, because the more It distends credit the more our stock of "gold la imperiled. Should, however, the government's money be disbursed mostly within the United Kingdom, we may see a more comfortable state of matters by the middle of April. The true point to bear In mind is that until the bank u paid off the market cannot go much below 4 per cent. The last Government Gazette announces that the Bank of England has decided to lncreasa Its fiduciary circulation about 1,000.000, under the power In its charter, which gles It the right to replace lapsed note circulations of English provincial banks tip to two-thirds of their amount. As a matter of fact, the active note circulation of the bank down to 1807 tended to decline, and has gent up since then merely because of the rapid In crease in the number of email branches opened of other Joint stock banks. As the bank buys government securities with extra notes and re ceives Interest thereon with little deduction. It naturally makes the most of Its privilege, and this past three years the note circulation has swollen to about 4.000.XX!0. The stock market has failed wholly to re spond to the news from South Africa. The fact Is they are paralyzed partly by dread of what the Boers may do to the mines and partly by the erormous hidden speculation for a rise al ready existing In Kaffirs and copper shares. Also 4 per cent chills adventures In the mar ket and closes every for.n of gambling. New enterprises are putting forward their wares once more, but meet with scant encouragement. Our railways themselves fume for money, far from readily forthcoming, and the colonial loan of 1.000.000 offered last week was labori ously underwritten at 1 per cent below the price at which It was offered to the public How can fresh capital be found when the market Is over head and ears In debt? All over the Continent also, except In Paris, where strenuous efforts are being made to keep things smooth, credit again Is becoming dearer, and the German Government is finding the sale of the new loan of 12,000,000 tnat it requires by no means easy except at a price It Is naturally not willing to concede. Forclcm Financial Xevm. NEW TORK. March 10. The Commercial Ad vcrtlser'o London financial cablegram says: The markets here were brisker and good in tone on the crumbling of ttie opposition in the Free State. Consols were up 1 on the war loan premium. I understand applications for the loan of more than ?10O,000 get only 0 per cent of their applications. Mild, damp weath er was reported from the West, conditions ideal for the winter wheat, but traders at the moment were Influenced by firm foreign mar kets and the heavy cash business done Sat urday. May opened unchanged, at C7S'G7c, but offerings soon exceeded the demand at thc-oe figures, and prices began to yield a trifle. May got down to 07c A short spurt of covering brought the price back to 67c bul soon after the market again turned weak, and declined slowly and steadily until within a few minutes of the close. The liquidation during the ses sion was not partlculany heavy, but support was lacking, prospective buyers evidently being more Impressed with the favorable weather, the visible increase and the heavy Northwest receipts than were holders of long wheat. The decline, however, was not rapid until noon, when the price dropped quite fast. May finally being hammered to 00JOa During the last half-hour of the session the demand Improved somewhat and shorts sold and longs renewed their lines. May advanced to 60c and reacted to C0600c where It closed. Corn was quiet, but fairly steady. There was a general belief that important lines of long corn were In process of liquidation, but the market was well supported, notwithstand ing this, and the weakness of wheat. May closed c lower, at 37c Oats were extremely dull all day, nothing of Interest occurring In the speculative market. Small cash demand strengthened futures. May closed a shade lower, at 24Q-4c. Provisions at times were extremely active, especially so as regards pork, the demand for that article being heavy and general. Small stocks and higher prices at theyardo started a buying movement early, which advanced prices sharply. May pork selling as high as $11 55. but later in the session, realizing chopped off a great deal of the advance, the decline helped along by the weakness of wheat Lard and ribs also showed, fair advances at one time, but lost them when pork declined.
