SEW YORK STOCK BIAHKET. CoBdltlouH Jlllxed and a Very Much Confuted Movement of Prlcetf. NEW YORK, March C Oonultlons were pilxed and the movement of prices was vers jnuch confused on the Stock Exchange today. Sentiment Is xjorrespondlngly conflicting among the speculative contingent. The situation jnay be best described as one of waiting on thejiart -of the believers In higher prices. Those hav ing faith in a decline took advantage of the liesltatlon of the bulls and the entire lack of .outside interest In the stock market to make vigorous attacks at vulnerable spots In the market. The results on the whole were favor able to the bears. They were very diligent In seeking out stocks which were unprotected by supporting orders, and In offering them down below the price leiel where selling orders were known to be placed in the stocks for the pur pose of saving losses on any sudden decline. The sudden decline In prices and equally oud den Tallica gave color to the character of thli celling. The flurry in the rate for call money j the late afternoon to 4 per cent was a favorlnc factor for the bears, but the actual ef fect was small. The early tendency to advance In the railroad list wee checked ly the ma neuvering or the bears, and the more notable advances -were about wiped out. The railroad list yielded unwillingly, and only to a slight degree, in spite cr the light demand, and & sprinkling of gains was retained at the close. Very earaect efforts were made to weaken FINANCIAL NEWS Sugar, but the utmost that could be achieved was a "3-polnt decline, offerings of the stock being comparatively light. Third Aenue was strong, -rising an extreme 5. and Imparting sympathetic itrength to the other local traction stocks. The most notable examples of the bear tactics were furnished by the International Paper stocks, the common falling 4 and rallying 24. and the preferred falling IHs and rallying 4, Pressed Steel Car, which dropped G and rallied 5; American Hoop, which fell 3 and rallied 1&. and Stand ard Koye and Its bend issues, which were raided down from 2 to 9 points, with rallies extending from 1 to nearly 4 points, and Peo ple' Gas. which fell 114 and Tallied 2. Prac tically all the Iron and steel stocks were down from 1 to 2 points, and many recovered a-good portion of the loss, .and there were other less striking examples all through the list of spe cialties. In the railroad list, St. Paul, Burlington and Baltimore & Ohio showed an extreme decline of a jwlnt or over, but the net changes in the railroads are small throughout. It Is evident that the final disposition of the financial bill by Congress is awaited by the bull contingent, who. are greatly confident that the provision for ad ditional bank circulation will be enacted Into law and will result in a notable expansion of the currency. The large buying of Government bonds by national banks all over the country, and the expert estimates which are current of the proflt offered on circulation by the new provisions, are the grounds of this confidence. Meantime the money market is working constantly closer, and the favorable factors in the outlook are ignored in the fact that the available supply of money .will not bridge (he interval until the ex pected relief. The bond market was dull and Irregular. The total sales were 31.335.000. United States old 4s and 5s advanced Va per cent, and the 3s Va per cent In the bid price. BONDS. U. S. 2s. reg 103 jGen. ' ORJSUON ClTiT, March 5. (Tothe Edi tor.) In your issue o yesterday there a?-, pears the .following notice: '. Tuesday evenlne. at Chamber of Commerce Hall. Colonel Robert A. Miller, of Oregon City, and Mr. C A. Hughe), a prominent colored orator, who comes highly recommended by Sen ator White- and other Callfomlans, will address the Central Democratic Club. Everybody In vited. lhla announcement that our talented, fellow-townsman had decided to o out or his own district to' open up his campaign for the Democratic Congressional nomina tion, and to make h!s maiden speech In a building erected by nonunion labor, hurts our pride and our delicate sense of pro priety, but It rather Increases our desire that the rally may be a howling suc cess. As the doleful story of the "crime of '73" has ceased to draw, and has given place "to the anti-expansion slogan, "no just government except by consent of the governed," the consideration of a few ex tracts from a recent Speech of Senator Tillman on the Hawaiian bill" would be Instructive as well as entertaining. He tells us that "the people of South Caro lina In their constitution have done the.r level 'hest to keep the 'niggers from vot ing." Then, referring to the Hayes-TUdin campaign of 1S76, he sayo: "We took the Government, we stuffed ballot boxes, we' bulldozed 'niggers,' and we ehot 'em, and we are not ashamed of It." Senator TiHj man is less diplomatic, but more candid, than the other Senatorial brethren from the South, -who, like him, are determined that "niggers" in the Philippines bhall not be governed except by their own con sent. It is earnestly hoped that: Colonel Millerf and Air. Hughes will give to Senator Till man and other .gentlemen from, the South who are holding their seats in the .Ssnate "without the consent of the governed," the vigorous "lambasting" their reprehen sible conduct deserves.
