XEW YORK STOCK 3IARKET. Gotham Not Excited hy the London Flnnnclal Disturbance. NEW YORK, Jan. 29. The New York stock snarket continued tov lew with equanimity the disturbance in the London market on account of the misfortunes to the British military cam paign in South Africa. In spite of a drop of a full point in British consols in London, and conditions on the exchange there which cables to Wall street described as panicky, the opening i declines here In international stocks did not exceed fractions, and there was no pressure to sell other than for foreign ,account. The buy ing by local traders proved sufficient to absorb hlB and to advance prices u Saturday's closing evel. The course of the market during the rest the day vras exceedingly sluggish, and the palings were narrow and professional. industrial specialties continued to lead point of activity. Th speculation In Sugar lowed some strength, the stock rising an ex- eme 2 points on a demand from the shorts 6o covered on the announcement- of a further tfc-ance in the price of refined sugar. Part of ti gain was lost. There was continued move nr.t In the local traction group, but its com pts was small on account oi the paucity of the ujrs developments. The session of the directors othe American Steel & Wire Company seemed tobe the ground for greater strength in tte c4ipanys stocks, though no authentic news wfe received regarding dividend action before tf close. The other metal stocks were firm, in empathy. Glucose Sugar made a show of etjngth on the judicial dcslon against the un- t'tuticnallty of the Illinois anti-trust law. (drop of 2 points ln Denver & Rio Grande prferred -was "unexpiawea oy any news or tne del With the exception of these special move- jnds, the market conxinuea near tne level or stalation. Several Incidents of the day point i FINANCIAL NEWS to the financial outlook as the true ground of hesitation In the speculative world. Specula tors do not forget that it -was the Industrial and commercial activity of the country which encroached on the funds they had embarked In speculation In 'December, and -many are watch ing for the future rate of activity of business to define Itself before availing themselves of i the present ease of mone, which It Is feared J may prove Illusory. Offerings of mercantile paper at present are light, but this Is explained as being due to the employment by large mercantile houses of the year's profits as" working capital. The sharp upward course of sterling exchange today gives point to the apprehension that gold will again go out to help supply England's need for -war expenditures. An official of the Imperial Bank of Germany, quoted today, attributes the, .ease in the German market to an artificial I loans, and the same authority asserts that Rus sia is to raise a loan. The future continsency in the money market thus foreshadowed may help to explain the persistent Indifference of speculators to the present abundance of funds. The bond market lapsed Into dullness today, and price changes were mixed. Total sales, $1,300,000. The Commercial Ad vertiser's London financial cablegram says: The markets here opened very flat today on the news of the retreat of General Buller acrcoa the Tugela. Dealers were afraid to buy any thing, but speculation has been so attenuated re cently that comparatively few sales resulted from the nominal prices first given out. There -was little or no buying on the way up. Unless investors become panic-stricken, It would seem that the markets are merely paralyzed. A late rumor on the board had It that the war office confirmed the reports of th relief of Mafeklng. Consols ruled 1 point down, at 99. Americana had the -worst opening, but the free support from New Tork brought about a substantial rally. The bank lost 15,000 gold to India, and received 9000 from Australia. Money Is still stagnart. The wheat market opened strong and active. May 5&c Improved from Saturday, at 68o to G9c The strength was due to the Liverpool advance and the cold weather. The English ra:n centers .showed the effects of the small world's shipments last week, and the British reverses on the Tugela. Liverpool, howe'ver, lost part of her early gain, and the advance met heavy selling. The mar ket declined rapidly to CSK6S14c .where the demand Improved, influencing a reaction, which carried May to 6Sc For a time trade wa3 quiet and fluctuations narrow around that figure. Near the end of the session it -was announced that the European visible had decreased 1,1,00, 000 bushels, thengjlsh 767,'JOO and the Ameri can 938,000 bushels. Under this Influence the market advanced actively. May touched C9c, and closed strong, lc ove-Saturday, at C9 C9c New York reported that Liverpool ac ceptances during the last half bour of the pes slon had been large. Foreigners were good buy ers here. Corn was quiet and easy the greater part' of the sccslon, but near the na the strength of wheat succeeded In steadying the market. May closed a shade over Saturday, at 3333c. In oats, trade was quiet, with parely any fluctuations. May closed c higher, at 2S)a 23c. London Money Market Will Be Drawn on From All Quarters. NEW YORK, Jan. 29. The Times' London financial correspondent cables: Has the bottom been reached? That la the question of most Interest ln the money market. It Is reasonable to suppose that It has, for when the bank rates were reduced to 4 per cent on Thursday the open market began to harden. On Wednesday three months' bank bills could now and then "be discounted at a frac tion under 3 per cent; Saturday the rate was passing firm at 3. Short loans have not risen above 3 per cent, but they are sure to fol low discounts If the denudation of balances con tinues. There, however. Is the doubtful point. In the last fortnight the open market has lost upwards of 4,600,000 through the collec tion of revenue and repayments yesterday, but .next week the government, which .-has flooded the market with 4,000,000 In new credit, pro cured from the bank, will releasfe'large amounts, and thus restore the money taken away,- or parti of It. It Is consequently probablerthat-'the market may ease down again, and, .as all tne Continental markets are falling, at pelqd of low rates might be considered assured. . The Bank of Germany's note circulation Is now about a million within the. amount for which It has to pay the government 5 per cent, and therefore It will probably come down to 5 per cent soon. The Bank of France Is back al most to the normal level, and your market seems to promise cheapness for a considerable period. Why, then, should not London rates further recede? The recent dearness has stifled speculation, so much so that the Pennsylvania railroad's issue of new shares was the only fresh public demand on capital made this week. Report gives various amounts to be asked for next week by parliament, the lowest 15,000,000, a sum altogether Inadequate. Take it at that, and Its collection and disbursement must have a powerful Influence ln first curtailing and then expending the credit supplies of the market as the money Is collected and paid out. Fur ther, India must soon come for a loan, and the Cape has been obliged to 'raise 500,000 already to avoid a default. On the best supposition, therefore, the London money market cannot re main comfortably easy for more than a week at a time. It stands to be shot at from all ovei the world. SAN FRANCISCO MARKETS. The London Chronicle. What are known as "emergency ra tions" are contained in little tin cases somewhere about the size of a small brandy flask. One half the case contains four ounces of pemmican, and the other half four ounces of cocoa-paste. Every man In the field carries one of these in hds haversack, and 'whatever happens to the regular commissariat, he has got up on his back enough to live upon for six and thirty hours. The pemmican Is lean meat, dried and ground to powder and compressed Into a block, and, like the cocoa-paste, may be eaten as It Is or dis solved in hot water. It comes into the depot ln tierces of 1000 pounds each, and every tierce Is divided into 4000 rations. It will keep almost indefinitely, so that wherever the British soldier goes on ac tive service, he Is well provided. n 0 Their Unfitness for Self-Qovernnicnt. Prof. Dean C. They have practi cally no marriage law. Their professors of mathematics, by counting on their toes, are able to count as high as 20. The aver age man, however, can only count as high as three. If they see photographs of themselves, they do not recognize the pictured' face. They are absolutely with out religion. They are Intolerant of any one who does not agree with their views. If any Fili pino said among the Filipinos what Is said against retaining the islands in our na tional congress, the majority, without ado, would take that man out and shoot him. That's how they treat opposition. And because of that they concluded that the people in this country who are supporting them must be in the majority. They can not understand how persons not in the majority should be permitted to utter such views and live. a Pain in the side nearly always comes from a disordered liver and is promptly relieved by Carter's Little Liver Pills.
