Mr. Pettlgrew, of South Dakota, -R-asied

Philippines. Pettlgrew, in the face of offl
cJ&i records, Insists that the Filipinos
were in some way deceived as to the in
dentions of the United States. He still
declares, notwithstanding testimony that
would convince any sane man, that the
-nIted States made war on Its "allies."
He persists in bearing false witness before
the American people as to the events of
the last year in Luzon. He rages bout
' duplicity and concealment," and In the
same breath opposes Senator Lodge's res-

lie all the correspondence bearing on this
Bovernmenfs relations with the Filipinos.
Most of this information is already before

setting up a Philippine republic, nor In any
way recognized the existence of any such
so-called republic, nor regarded the Fili
pinos led by Agulnaldo as allies.
The president's order of May 19, 1S9S, to
the commander of the military expedition
to Manila, directed him to declare to the
Filipinos that the Americans came not to
make war upon them, but "to protect them
in their homes, their employments, and
their personal and religious rights." The
only question of sovereignty in the Philip
pines was between the United States and
Bpaln. That question was settled by the
treaty of Paris. That there might be no
doubt in the minds of the natives, the
commander at Man la was directed on Au
gust 17, 1898, that "there must be no Joint
occupation, and that all must recognize
the authority of the United States. Gen
eral Otis was directed on December 21, 1SD8,
to declare the extension of American sover
eignty to all parts of the islands by virtue
of the treaty of Paris, and "to announce
and proclaim in the most public manner
that we come not as invaders and conquer
ors, but as friends." He was also admon
ished to use every possible means to avert
a conflict with the natives. No change
in this proclamation was made by Gen
eral Otis. Its terms as to sovereignty were
eo definite that the day it was published
In Manila Agulnaldo issued a manifesto
declaring that he had never agreed to
recognize American sovereignty, and pro
testing against General Otis' s gnlng him
self military governor. This disposes oi
Pettlgrew's claim that Otis endeavored to
deceive the Filipinos as to American pol
icy. Commissioners appointed by Agul
naldo met every day in January with
commissioners appointed by Otis to discuss
a scheme of government and American
sovereignty.
Two days before the senate was to vote
upon the treaty Agulnaldo declared war
against the United States, and his troops
attacked the American lines. The Phil
ippine commission, on arriving in the isl
ands, repeated and amplified the presi
dent's preceding orders and proclamations,
asserting the sovereignty of the United
States over the islands and again assur
ing the people that the amplest self-government
compatible with the rights and
obligations of the United States would be
granted them. The Tagal leaders knew
irom the beginning the attitude of this
government, and were never deceived,
however muoh they deceived their unfortu
nate followers.
All these facts are so well known that
It would not be necessary to repeat them
did not the Pettlgrews In and out of the
senate persist In denying them. Pettigrew
is possessed of a mania for distorting
truth. Cast out by the people he misrep
resents and hopeless of re-election, he uses
Ills few remaining months in the senate
to attempt to make mischief wherever and
whenever be can. His malign motives are
fco apparent that his colleagues and the
country Tegard him as a common scold
and a wearisome bore. He is a pig-headed
and pestiferous political renegade, who
uses his position to impede better men in
the discharge of their duty. When he
retires to his native obscurity, as he will
in another year, the American people will
give thanks for their deliverance.
Precious Stone Imports.
The report of General George W. Mindll,
jewelry examiner at -the public stores,
New York, on the Importation of precious
stones and pearls into the port of New
York shows the total for the calendar
year ended December 2L 1899, to be $19,32L
752 55, the largest -value ever brought
through the port of New York in the his
tory of the jewelry trade. Of this $5,907,
534 76 represents uncut diamonds and $13,
414 217 79 cut diamonds, precious stones
and pearls. That the amount would have
reached over $20,000,000 If the trade could
have had all the goods desired. General
Mindll is sure, as the Importations for
December show a .falling off from the
figures for the same month for the past
10 years.

WEATHER SYNOPSIS.
A rain area has again overspread the western
portions of Oregon cud Washington. The rain
lo heaviest along the Northwest coast. It Is
expected to extend to Eastern Washington
within the next 24 hours. The temperature has
generally fallen, except In Southwestern Idaho.
At Walla Walla the fall was 16 deg., from 56
to 40 deg. At Red Bluff, Cal., it was 20 deg.,
&nd at Portland 6 deg. An area of high baro
metric pressure is central oer Utah, and a
low-pressure area Is oer Northern Montana.
Another depression, will move across the Cana
dian provinces. Southerly winds and occasional
rain are indicated, except In the plateau region
of Eastern Oregon and Southern Idaho. The
river is falling.
