LONDON. Feb. 24. Only during the two worst periods of the present century has the bank rate remained at 2 per cent, once for 13 and another time for JC months. Beyond a light hardening of rates on account of the new American loan, there Is no visible prospect of a change, the rush for bonds here indicating an anxiety to find a fair Investment. It has been estimated that, had the new issues been made as gold instead of coin bond, the price would have been 130 Instead of 119. Business In the stock market was moderate, but the tone was altogether better, except for consols, which were sold to provide money for the new Ameri can loan. Most Investments advanced, but the London water-works stock fell from 10 to 13 per cent during the week, the question being before parliament for county councils buying the companies out. Foreign securities. Includ ing Argentines, were dull. Egyptian securities were down on rumors of trouble between the khedlve and Baron Cromer, the British agent and consul-general at Cairo. Mining shares were moderately active. Brazilians rose sharp ly on the news of the international loan. Only the best American railroad bonds Improved. Other American railway securities were not affected by the new loan. There was a rally in the securities of the Grand Trunk of Canada. Bullion and Exchange. SAN FRANCISCO. Feb. 23.
