The steam- Fhlp Miowera arrived yesterday after noon, ten days from Honolulu, having been off Cape Flattery In the fos three days. Hawaiian advices are as follows: A letter suggesting that the government . at ccce send a special annexation envoy to , Washington city, was presented to Presi- Jent Dole, and the executive council, De- ember 31. by the American league. The ietit.on is a strong one and makes sev eral telling points. It sets forth that since the question of the islands was In congress before, many fresh facts have come to 1 ght and many members of the senate and house have changed their minds upon the subject. In every Instance the alter ation of views has been from hostility to irlendllness for Hawaii. Even the admin istration now has ample and justifiable grounds for treating the matter differ ently, and is now In possession of reli able data. In 1S93 It acted upon misin formation. The petition further recites that the sending of another commissioner wU force the treatment of the issue strict ly upon its merits. Prejudice has been largely removed, and partisanship elimi nated to a greater degree than ever. The appearance of a second commissioner be fore the same congress will show that the people here are firm in the determination to secure a closer union with the United States. The petition had an enthusiastic reception at the league the previous night. It covers to a nicety a subject that has been discussed not a little in the league, and on the outside. The letter suggests a single man as the delegation, but the In . idual In mind was not mentioned, in the petition. The government, it is said, has another very serious question to grapple with that of Japanese immigration. The Japs are overrunning the Island, and reversing the order of things on the plantations. Heretofore, the employes on the planta tions were veritable slaves, but the Jap anese are Importunate In their demands for different treatment and more pay, and are continually striking and fighting. A number of British subjects residing in Honolulu petitioned to have the Hya c nthe kept in port for the protection of the interests of themselves and their countrymen, but she was ordered away to the south nevertheless. She carried among other things, some presents from jrufen Victoria to her subjects on the touthern islands. When the Miowera left Honolulu, the Norma, in command of Captain Svenson, had not arrived. A mysterious schooner l:as been lying off, and on the outside of Honolulu for some time, and it is supposed that sh is the overdue Norma. A careful waUh is being kept on the movements of the vessel. A great spirit of unrest is felt in Syd ney. N. S. W., owing to the depression In trade. The number of unemployed Is steadily increasing and the increase is followed by a renewal of agitation in the form of meetings and processions of un employed through the principal streets of Sidney, besides numerous deputations to parliament. The Mall says the agitation has begun to assume a threatening tone and the government must take action at once to alleviate the distress or serious consequences are threatened. The revenue fcr November last showed a startling de crease. Though the intentions of the government are not yet definitely known, the ministers have hinted that they will soon raise a loan for the purpose of car- .rylnc on public works to afford relief. The railway line from Auckland to Ros- torua was formally opened for trartlc De cember 10, by Premier Sedden, of New Zealand. Premier Turner, of Victoria, has pledged himself to Introduce a woman's suf frage bill into the next assembly. A TALK WITH THURSTON. What He Snys of lintcli' Vlalt and the Proposed Cable. WASHINGTON. Jan. 13. Minister Thurston, of Hawaii, has received a dis patch from Francis M. Hatch, Hawaiian minister of foreljn affairs, now at San Francfrco, reporting his arrival from Honolulu. The message contained no other information, and Minister Thurston has not been Informed officially that Mr. Hatch will visit Washington, though he learned by the press dispatches in today's papers tkat auch was the latter's inten tion. Ur. Thurston said: "I do not care to talk about the report that Mr. Hatch will ask the United States government to send a warship to Hono lulu, because I know absolutely nothing about the matter." The minister was asked if a United States ship were wanted by the Hawaiian republic, but declined to reply to the ques tion. Mr. Thurston was asked about the proposed British cable to be laid from Canada to Australia, with a connection between one of the Hawaiian Islands, "which Is to be leased for a station, and Honolulu. He said: "Of course, all Hawallans would prefer a cable laid by the United States, but ither than have no cable at all. we tpnll bo glad to have one operated by English. Our Interests are identified 'with the United States, and it would be of the greatest possible good for us to have cable communication with San Fran cisco, whore most of our trading is done. We hae not been able to secure that. however, and while the. British cable may not bring about as good results as an American one. it will be of great advant age to the Hawaiian people. This matter har, been presented to the United States for consideration, at the Instance of Great Britain, because, as President Cleveland pointed out in his message to congress last week, it Tvould be a violation of our treaty obligations to allow Great Brita:n to lease one of our islands, as a station. j icr a submarine cable without the con eeut of the United States. If this cable were to be laid by the British, but the work to be exclusively controlled and i operated by the Hawaiian republic, we would not need to submit the matter to i th!3 country, as there would be no treatv v.clatlon. In both instances the officers were severely cen sured, and if Captain Mcintosh, of the former, had survived, he would have been criminally prosecuted for cowardice, and the neglect of the officers Is characterized as inhuman. In the Rigarooma case. Captain Johnson is severely reprimanded; Lieutenant Chetwynd is reprimanded and dismissed from the service, and Lieuten ant MacDonald is reprimanded.
