"WASHINGTON. Jan. 0. The president
today sent to congress another batch of
the Hawaiian correspondence supplement
ary to the Walker report. This chapter
la full of interest, inasmuch as it reveals
a. notable difference of opinion between
Admiral Wallier and United States Min
ister "Willis regarding the necessity of
Jceeplng United warships at Honolulu so
long as the British government keeps a
man-of-war there. In the second place, it
discloses an effort being made by the
British government, with the consent of
the Hawaiian authorities, to secure a
lease of an island of the Hawaiian group
to be used as a cable station.
"With the correspondence the president
sent this message:
"To the Senate and House of Repre
sentatives I submit herewith certain dis
patches from our minister at Hawaii and
documents which accompanied the same.
They disclose the fact that the Hawaiian
government desires to lease to Great
Britain one of the uninhabited islands
belonging to Hawaii as a station for a
submarine telegraph cable to be laid from
Canada to Australia, with connections be
tween the island leased and Honolulu.
Both the government of Hawaii and the
representatives of Great Britain in this
regotiatlon concede their proposed lease
cannot be effected without the consent of
tho United States, for the reason that In
our reciprocity treaty with the king of
Hawaii, he agreed so long as the same
treaty remained In force, he would not
lease or otherwise dispose of or create
any lien upon any port, harbor or other
territory in his dominion, or grant any
special privilege or rights to the use there
in to any other state or government. At
the request of the Hawaiian government,
this subject is laid before congress for
its determination upon the question of
eo modifying the treaty agreement above
recited as to permit of the proposed lease.
It will be seen the correspondence, which
Is submitted between Hawaii and the
British negotiators, negatives the exist
ence on the part of Hawaii of any sus
iMon of British unfriendliness or fear of
British aggression. The attention of con
gress is directed to the following state-
?nt contained in a communication ad
dressed to the Hawaiian government by
the representatives of Great Britain:
" 'We propose to inform the British gov
ernment of your inquiry whether It
will accept the sovereignty of Neckar
Island or some other uninhabited island
on condition that no subsidy is required
from you. As we explained, we have not
felt at liberty to entertain that question
ourselves, as we were indefinitely in
otructed not to ask for sovereignty of
any island, but only for a lease simply
for the purpose of a cable.'
"Some of the dispatches from our min
ister, which are submitted, not only refer
to the project for leasing an uninhabited
island belonging to Hawaii, but contain
Interesting Information concerning recent
occurrences in that country, and its po
litical and social condition. This informa
tion is valuable because it is based upon
observation and knowledge necessarily
within the scope of diplomatic duties,
"which are entrusted solely to the charge
of this Intelligent diplomatic officer, repre
senting the United States government at
Hawaii. I hope congress will see fit to
grant the request of the Hawaiian govern
ment and our consent to the proposed
lease befttfceordeen "Itsoems we ought not,
by a refusal of the request, stand in the
way of the advantages to be gained by-
Isolated Hawaii through telegraphic com
munication with the rest of the world, and
especially In view of the fact that our own
communication with that country would
thereby be so Improved without apparent
detriment to any legitimate American in
terests." December 3 the cable proposition seems
to have taken full shape, for on that date
Mr. Willis wrote concerning hl3 former
reference to the subject, and stated that
the Hawaiian government was of the
opinion that it was stopped from con
sidering the proposition of the British
commissioners by article four of the
reciprocity treaty between Hawaii and
our government. He adds:
"This matter Is now, therefore, at the
request of this government, submitted
to the consideration of our government
upon the question of its willingness to
nullify the treaty of reciprocity by ex
cxcmptlng Neckar island, French frigate
shoals of Nlhoa (Bird island) from the
operation of article four of the treaty.
In this connection I enclose copies of
the note of Mr. Hatch, minister of for
eign affairs, and of correspondence be
tween him and the commissioners."
In the note referred to from Mr. Hatch,
the latter explains that the British prop
osition involves the use of one of the in
habited islands belonging to the republic.
Mi: Neckar island, French Frigate
shoals, or Nihoa (Bird island) as a cable
station, in consideration of such use and
of such subsidy as might be agreed upon,
and the connection of Honolulu to the
main line by a branch from the Island
"which might be selected. The minister
expiates at great length upon the im
portance of the proposed cable to Hawaii
and recites the fact that the government
has. In times past, offered considerable
subsidies, in one case amounting to $23,
000 per annum and the exclusive right for
15 years to cecure such a cable. The op
portunity now offered, he says. Is one to
which his country cannot be indifferent, if
it can be taken up consistently under the
treaty obligations, and if no more de
sirable scheme is presented. As the prop
osition is one in which the British gov
ernment is directly or indirectly inter
ested, Mr. Hatch says the Hawaiian gov
ernment feels itself stopped by our reci
procity treaty from considering it, until
the lews of our government can be as
certained. Inclosed in Mr. Hatch's note is a letter
from Messrs. Fleming and Mender, the
Canadian and British commissioners,
transmitting a copy of the memorandum
of agreement touching the cable. The
commissioners say thej presume Mr.
Hatch will bring the proposed agreement
to the attention of the United States gov
ernment, and ascertain whether it will
g'e Its consent. They hope the Wash
lr.gon government will be able to do this
upon proper representations.
The difference between Willis and
Walker's point of view is set forth In
Willis' letter of September 29. 1S31, which
states, in substance, that a wider mean
ing is given to his concurrence in the
detention of the warship Philadelphia,
mentioned in Admiral Walker's remark
able dispatch, dated At Sea. August 17,
than was warranted by the facts. Willis
says he had a conversation with Walker,
in which the latter told him that sev
eral citizens had expressed regret that
the Philadelphia was to sail before the
arrival of the Charleston. Walker, also.
expressed surprise at the change In the
date of sailing of the English warship
Champion. Willis further savs that he
was asked by Walker his opinion of de
taining the Philadelphia, and he said
that, unless It was in conflict with the
admiral's orders, he saw no reason why
the Philadelphia should sail until the ar
rial of the mail steamer Australia, due
August 11, which would probably bring
correct advices as to the Charleston. Wil
l's adds that he canaet confirm Walker's
statement as to the conduct and senti
ments of the British minister and the
captain of the British cruiser Champion,
and declares that since the proclamation
of the republic, the presence or absence
of a. British -warship ought 'to have been
regarded with indifference by oar government.

were killed. Engineer Elliott's arm was
broken.
