The Journal of Com nerce and Commercial Bulletin, in Its weekly relew of lne dry goods market today, says: There have been no material developments In the market s.ncc the last review. Business has keen Interfered with by holiday Influences, by ftocl: taking exigencies and one or two days by wormy weather. The attendance of buyers irom day to day has been limited, and with few salesmen on the road, the mall order demand in all departments has proved of Indifferent ex tent. The shipments of the week have been interfered with to some extent by the heavy snowstorm Impeding locomotion, but, neverthe less, fair deliveries have been made from day to day. The market cl03ed in a somewhat un settled condition In staple cottons. Last week agents were engaged In revising prices, cither quietly or publicly, to bring them into some thing like conformity with the auction basis, nnd were encouraged thereto .by a fair demand vomlng forward, but this week's business has been on mich a limited scale that there lias, been little inducement to quote definite prices, and wide sheetings have been about the only de partment In which specific changes of any ac count have been made openly. The demand for spring lines of dress cottons has been limited, "but up to the present time fair results have been accomplished in both printed and woven pattern-d lines. The woolen goods dpartments have leen quiet, pending the new duties going into effect tomorrow. Ronton Wool Market. BOSTON. Jan. 1. Jan. 1. E. J. Baldwin has tloscd a contract with a fruit company of Los Angeles for his crop of oranges on the Santa Anita ranr-h, estimated at 130 carloads. Mr. Baldwin will receive for the crop In the neigh borhood of .$30,000. This is probably the larg est orange pale ever made by a ringle grower. TWO CURRENCY SCHEMES Tlie Difference Between the Raltt uiore and Carlisle Plans. The utfferenc bctwpon the Carlrsicrand,' the Baltimore currency plana are thus suc cinctly stated by the New York Mining; and Engineering; Journal: First The amount to be authorized Is placed by the secretary at 75 per cent of the paid-up capital. The Baltimore plan puts It at 60 per cent, an additional 23 per cent to be permitted In case of emergency, but under special restrictions and a special tax. This point, it seems to us, is not a "very important one, since It will not be to the Interest of the banks themselves to issue more currency than, they can use to advantage. Second In place of the 3 per cent reduc tion fund suggested by the Baltimore plan, the secretary provides for a deposit of legal tenders or treasury notes to the xrnount of SO per cent of the circulation taken out. This is, we think, a serious mistake, and would go far to defeat the objects of the bill. The effect would be to compel a bank to lock up permanently 30 per cent of the amount of Its circulation without interest, which might over-balance any advantages resulting from the use of the notes issued. Third The bill does not provide, as the Baltimore plan did, for the redemption of 'bank notes directly to the government. This, we think, a defect, since the estab lishment of separate redemption agencies will most certainly Injure the notes in public estimation. The National bank note Is now valued because the government ill redeem it Fourth The secretary's plan contains a provision limiting the issue of bank notes to denominations of $10 and over. Tills is lor the purpose of keeping afloat the gov ernment silver notes of small denomina tions. Fifth A serious defect in both plans Is that the bank-note issues proposed are to be- redeemed In "lawful money" which means legal tenders. Now, an essential quality of paper money, as we have said above, is that it must be redeemable, at the option of the holder. In coin. More over, such redemption must be possible in a simple and direct fashion, easily to "be understood by the average man. But a redemption in "lawful money" is not a redemption in coin, and though coin could eventually be ootalned, it would be through a roundabout process which would practically defeat Its object. Ths hanks should be obliged to redeem their notes In coin whon required. It is prob uble that such redemption would very sel dom be necessary on any considerable scale, except from special causes which would be known beforehand. Steth- The Baltimore plan was Intended to apply to national banks exclusively; the secretary'?, bill extends it to state bai.ks which will comply with certain conditions- This clause, however, brings In what is properly & separate subject, and doo not affect the main features of the bill. Even with the -per-cent-deposSt fea ture, the bill as now submitted would pro Mde for an inflation of the currency to the extent of 76 per cent of the new cir culation, which might be taken out un der the law. and since our trouble now is due to a redundant currency, this further Inflation would greatly aggravate the ills from which w e suffer. The effect of such Inflation would be at once to force the government notes back to the treasury, where no provision exists for their with drawal. The proper and business-like plan would be to add to the present bill a. provision for funding in bonds at a fciir rate of interest by comparison with tose or other nations with credit eaual to 5ur own it would be from 2U to 3 nr cent all the legal tender and treasurv r.otea as they might be returned by the holders, and thus permanently withdraw ing them from circulation. If this is not done, some provision must be made for giving the government notes preference, in receipts for customs and other dues and this would In itself defeat the ob jet ts of the bill. The banks would surely decline to take out circulation which would be less desirable than the treasurv issues. On the other hand, the with-1 drawal of the government notes would "be perfectly safe, and there would be both opportunity and inducement for the banks to Issue all the money needed to meet the requirements of trade. Bread lr Weight. It has been discovered in Pennsylvania that there Is an old law, passed in 1737 and never repealed, which requires bread to be sold by weight. The authorities in some of the cities are taking measures to enforce it, and bakers who ignore it are likely to get into trobule. BUSINESS ITEMS.
