Mr. Foster has been counsel of tho
Chinese legation in Washington for
twenty years, except during several In
tervals when he was Secretary of State
under tho Harrison administration or
has been engaged In diplomatic nego
tiations In behalf of Ills own govern
ment. He was tho adviser of tho Chi
nrso commissioners In their negotia
tions for jieaco after tho war with
Japan In 1805, and Ills services were so
satisfactory to both sides that ho was
yiftenvard entertained nml honored at

by the Chinese at I'eklu. Shortly after,

Government has Invited him to go to
