The reports of inhuman treatment of Union
prisoners ny the rebels provee not only true,

our hands are well fed and clothed, and then
exchanged in vigorous health, for our men who
have been purposely atnrved to render thorn

A report is given of an attempt to assassin
nte President Linonln nn inauguration day. It
is probably a oanard. James Harlan has been
appointed Secretary of the Interior in place of
Usher. Mr. Harlan has for a long time been
Senator Iroin Iowa, and is a man of high ability
as a debatnr. Whether he will succeed as an
administrator remains to be seen.
Hugh MuCullogh is tho new Secretary of the
Treasury who sucoecds Fessenden, the latter
going into the Senate on the 4th of March. He
is a iimn of much financial experience, having
been Controller of tho Treasury of the United
States since the decease of Elislia Whitlesey
who had filled that place so long. Whether his
ability is equal to tho vast demand npon that
department of the government is doubtful.
Saulshury and McDnngal have been excluded
from the Committees of tho Senate, the former
for notorious sympathy with rebels and the lat
ter for drunkenness.

Oregon Branch of the U. S. Sanitary Commis
sion has sent us tho correspondence below for
publication. It explains itself. In a note en
dorsing tho letter, Mr. Failing says :

of the funds which the people of Oregon ohooso

TKST OATHS.
The niiscr-gcmitionisls who at present rule
over tho State of Oregon, caused a bill to be
pnssrd. nt the last Legislature, requiring that a
test oath shnule be taken by all attorneys be
fore they would lie allowed to practice in the
courts of the country. The oath I alludo to.
ruuda as follows! "1, . do solemnly swear
that I will support, protect, nnd defend the
Constitution nnd Government of tho United
States against all enemies, whether foreign or
doinestio ; and that I will bear true faith, al
legiance, nnd loyally to the same, any ordi
nance, resolution, or law, of any State Conven
tion or Legislature, to the contrary notwith
standing. And further, that I do tins with a
lull di'terminatiou, pledge, and purpose, with
out any mental reservation or evasion what
ever; and further, that I will well and faith
fully perforin all the duties which may bo re
quired of me by law." This oath oonlliots
with every principle of Democracy nnd is con
trary to tho spirit of the Constitution, It is a
test oath in the most odious sense of the term,
nod aa audi, no Democrat can take it without
feeling himself more or less degraded by being
compelled to swear " without any mental res
ervation " to support a s t of men and princi
ples he was educated to hate, who only ruse to
power by his lack or vigilance, and who con
tinue in power beonuae he is afraid to attaok
them.
Tho above is the opening paragraph of one
instalment of a long correspondence from
Portland, which -tho Arena publishes ap
provingly on its second page. Tho oath, ac
cording to this expounder of the copperhead
faith, "conjlicti with every principle of De
mocracy "! Yea to " support, protect and de
fend tho Constitution and Government of the
United States ' " contlicts with every principle
of (modern) democracy "I To promise to de-
fend it against all enemies, whether foreign or
domestic, is nuti-democratic and nn niitragcom
trampling upon tho rights of tho people. Of
course it is, for would not tho " doinestio" class
include all the Arena' kind of copperhead
democrats 1 " No Democrat can takelt with
out feeling himself degraded." The oath is n
aimplo promise to support the Government in
good faith, and defend it against Us enemies.
It is the duty of every citizen tn do this with
out any oath, and those who are willing to per
form this duty do not object to the oath. It is
only those who do not mean to support and de
fund tho Government of the U. S., because)
they prefer in their hcnrla to support that of
Jeff. Davis, who feel "degraded" by it.
The whole of these long letters teemo with
rank treason, and ate a direct attempt to incite
forcible resistance to the execution of thelawa.
There is a good deal said about the liberty of
the press being restrained. Icq., but we venture
to say that (hero never was another Govern
ment on earth that would quietly tolerate such
a publication aa this.

I write this to mako an earnest appeal to the
State, to raise the Regiment of Cavalry which
the War Department has called for, as an
nounced in the proclamation of t1 e Governor,
dated tho 12th January.
It has been very gratifying to see the prompt
manner in which sumo sections of tho State
havo raised companies for tho raigiment of in
fantry which contains material aure to perforin
good aerrice in any emergency.
But I hopo that equal success will attend the
raising of the Cavalry. Prny let northern Or
egon emulate the prompt and patriotic manner
in which southern Oregon' raieed some compan
ies in the Winter of 1601 and '(12.
Certainly every reflecting citizen must be
awure that this force is needed for the defense
of the frontier. We have never yet had Cav
alry enough. I have, siuco I have been in
command, constantly wished tn tend some cav
alry to Fort Colvillc, and have never been able
to spare them. The Indiuur in that quarter
will bo sure soon to be bniight more and more
into collision with tho whites. The Indian
title has never been extinguished, and on ao
oouut of the progress of our population in that
direction, it becomes every day a matter of
more nnporlnnco to have a respectable foroe in
that vicinity.
A recent letter from ine to the Surveyor
General of Oregon, published in the papers,
exhibited the uses to w hich troops would prob
ably be put next season in eastern Oregon, and
every well-wisher to the State must desire that
those aurveya and cxplnrntiona shall lie suc
cessfully carried out. They w ill aid in devel
oping your mineral wealth. A dispatch froin
Kurt IScuse states that as early as the Jilt h Jan
uary, a scout was tent from lhat post to the
waters of the lirnnneau, !HI miles South Fast
of lioise City, and eight Indians wero killed in
the fight. Expeditious tn the mining camps on
thehead-waters of the Owyhee, and west of
Jordan creek, totheSnnw Mountains anil (oose
Lake country, will surely bo needed. There
