Uuugwer. their associates and successors, being members of said soci ety, by paying into its treasury the sum of two dol lar! ntinuully, or life members, by paying liftv dollars lit one time, uro hereby, incorporated and uindca body politic, by the name of "The News-boys' Home of Wasliiugton City," for the purpose of providing lodg ings, meals, and instruction to such homeless and in digent hoys as may properly come under tiio charge of Buch association, to provide for them a suitable borne, bourd, clothing, aud instruction, ami to hrin- them under Christian iiilluuiico ! anil by tlmt name shall have nerneliutl succession, witli power to use a common seul, to sue aud be sued, to plead aud be im pleaded in any court of competent jurisdiction with the tlistrict of Columbia, to collect subscriptions, make by-luwa, rules, and regtilnliniia needful tor the gevornment of said corpoiation not inconsistent willi the laws of the United States ; to have, hold, mid re ceive real estate hy purchase, gilt, or devise; to use, ell, or convey the' same for tho uirposes and bcuetit of aaid corporation, aud to choose such utllcers and teachers as may he necessary, proscribe their duties, and fix the rate of their compensation. Aud be it further enacted, That the officers of said association shall consist ot a president, two vice-presidents, secretary, treasurer, and a hoard of managers, lo be composed of tifteen members, tho whole to constitute an executive committee, whoso duty it shall be to carry into ell'cct tho plans aud pur poses for which said association whs formed, all of wbich officers shall bo elected on the first Tuesday in February in each year at the annual meeting of said association, which shall be held on suid day their sue cessorB shall be elected and hold their oliices for the term of one year, and until tlieir successors shall be duly elected.
