An sot to eetalilish a branch of tho mint or llifl United Statea at Dallci Cily, in tho Stale of Oregon. !o ft enacted ly the Sonatn and Houso of Representatives of the United States of Amer ioa in Congress assembled, That a branch of the mint of the United Statea be located nnd established at Dulles City, in the State of Or egon, for the coinage of gold and silver. Seo. Si. And be it further enacted, That, for carrying on the business of said branch, the following officer! shall he appointed, an toon a the public interest shall require their service, opon the nomination of the 1'rcsident, by and with tho advice and consent of the Senate, namely: one superintendent, one assnyer, one melter and refiner, and one coiner. And tho nperintendent shall employ as many clerks, subordinate workmen, and laborers, under the direetioa of the Secretary of the Treasury, as may be required. The salaries of the said officers shall be as follows: To the superintend ent, the sum of $2,000; to the assnyer, the sum of $1,800; to the inciter and refiner, $1,800; to the clerks, shbordinate workmen, and labor ers, such wages and allowances as aro custom ary, according to their respective stations and occupations. - Seo. 3. And be it further enacted, That the officers and clerks to be appointed under this act, before entering upon the execution of their offioes, shall tako an oath or affirmation before some Judge of the United States or nt the Su preme Court of said Stule, faithfully anJ dili gently to perform tho duties of their ofiioes, and shall each become bound to the United States ol America, with one or more sureties, to the satisfaction of the Director of the Mint or the District Judgo of the United States for the Distriot of Oregon and of the Secretary of the Treasury, with tho condition of the faithful performance of the duties of their ollioes, Seo. 4. And be it further enacted. That the general direction of the business of said branch mint of the United States shall bo under the control and regulation of the director of tho mint at Philadelphia, subject to the approbation of the Secretary of the Treasury; ami for that purpose it shall he the duty of the said director to prescribe such regulations, and to require uoh returns, periodica'ly and occasionally, and to establish such charges for parting, assaying, refining, and coining, as shall appear to him to be necessary fur the purpose of carrying into effect the intention of this act in estab lishing said branch, also for the purpose of reserving uniformity of weight, form, and inisb, in the coin stamped at eaid branch. ' . Seo. 5. And be it further enacted. That said branch mint shall be a place of deposit for such publio moneys as the Seoretnry of the Treasury may direct. And the nperintendent of said branch mint, who shall perform tho duties of treasurer thereof, slmll Imve the custody of tho same, and also perform the duties of assistant treasnrer; and for that purpose shall bo sub jcot to all the provisions contained in an act entitled "An act to provide for the better or ganization of the treasury, and for the collec tion, snfe-keeping, trausler, and disbursement of the publio revenue," approved August 0, 1846, which relates to tho treasury uf the branoh mint at New Orleans. See. 6. And he it further enacted, That the superintendent of said branch mint be author ized, under the c ireotion of the Secretary of - tho Treasury, and on tonus to be prescribed by him, to issue in payment of the gold dust aod bullion deposited for assay and coinage or bars, drafts, or certificates of deposit, pay able at the treasury, or any shb-treasury of the United States, to any depositor electing to re ceive payment in that form. Seo. 7. And be it further enacted, That all the laws ai d parts of laws now in force for the regulation or tho mint or the United Mates, and for the government of the officers and per sons employed therein, nud for the punishment of all nli'onses connected with the mint or coin age of the United Slates, shall lie. and they are hereby, declared to be in full force in rela tion to the branch of tho mint by this net cs blisbed, as far as tho sumo may be applicable thereto. v Seo. 8. And lie it further enacted, That the sum of one hundred thousand dollars bo, uud tho same is hereby, appropriated, out of any money in the treasury not otherwise appropri ated, to carry into effect tho provisions of this act, and to meet the expenses of the current year, and for the fiscal year ending the 3"tli of June, 1803. Approved July 4, 1804. Publio No. 2.17. An Act further to regulate ami provide for the curdling and calling out the National Forces, and for other Purpuscs. Do it enacted by the Sennte and House of Jicpresentiitivcs of tho United States of Amer ica in Congress assembled, That the President . of the Uuited States may, at big discretion, at any time hcreiilter cull for any number of men as Volunteers for the respective terms of one, two, and three years for military seavice ; and any such volunteer, or. in cure of draft, as hereinafter provided, any substitute, shall be credited to the town, township, ward of a cily, precinct, or election district, or of a county not to subdivided, towards the quota of which he may have volunteered or engaged as a substi tute; and every volunteer who is accepted and mustered into the service for a term of one year, unless sootier discharged, shall receive, and be paid by the Uitcd States, a bounty of one bnndred dollars ';' nnd if ft r a term of two years, unless sooner discharged, a bounty of two hundred dollars; and if for a term of three years, unless sooner discharged, a bounty rf three hundred dollars; our third of which boun ty shall be paid to the soldier at the time uf his being mustered into the service, one third at the expiration of one half of his term of service, and one third at the expiration uf his term of entice ; and in case of his death while iu ser Tioe, the residue of his bounty unpaid shall bo laid to his widow, if ho shall have left a widow; f not, to his children, or if Ihcro be none, to his mother, if she be a widow. ' Seo. 2. Aud be it further enacted, That in eaio the quota, ur any part thereof, of any town, township, ward of a city, preoinct, or election distriot, or of any ooun'iy not so subdi vided, shall not be filled within the space of sixty days after such call, then the President hall immediately order a draft fur ouo year to fill mob quota, or any part thereof, which may be unfilled; and iu case o! any such draft uo payment of money shall be accepted or receiv ed by the government as commutation to re lease any eurolhul or drafted luuu fiom per ianal obligation to perforin military service. Seo. 3. And lie it further enacted, That it shall be lawful for the eiecotivo of any of the Statea to seud recruiting agents into any of the Statea declared to be in rebellion, except the Status ef Arkansas, Tennessee, and Uiuisiana, to recruit volunteerr under any cull under tho provisions of this act, who shall be credited to the State, and lo tho respoolivo subdivisions thereof, which may procure the enlistment. Seo. 4. And bo it forlbei enacted, That drafted men, substitutes, aud volunteers, when mustered In, shall be organized in, or assigned to, regiments, batteries, or other organizations of their owe Statea, ami, m far as practicable, hall, when assigned, be permitted to select their own regiioeuta, batteries, or other organi zations from among tliomj of their respective Slate which at the timo nf assignment may not be filled lo their maximum number. See, 5. And be it further enacted, That Iho twentieth section of I be act entitled, "An act to amend an aot entitled 'An aot for enrolling and calling out the national forces, and for oth er pnrpoarV " approved February 24, ItfcH, hall be construed to mean that the Secretary of War shall discharge inluors under the age of eighteen years under the oirouiiistauoea aud on the conditions proscribed in said section t ' and hereafter, if any officer of the United States shall enlist or muster into the military ervioe any person nndor the age of sixteen years, with or without the oonseut of bta pareul or guuidmu, such pursuit so eulis.ed ur recruit iii MidJ io immtiiuWlf UtfUi.trgi.il UpuU to- payment nf all bounties received) nnd such re cruiting or mustering officer w ho shall know ingly enlist anv person under sixteen years of age, shall he dismissed the service, with for feiture of all pay and allowances, and shall be subject to such further punishment as a cnurt- marlinl may direct. Seo.fi. And be it further enacted. That seo- tion three of nn aot entitled "An net to amend an act entitled 'An act for enrolling nnd calling out the national forces. and for other purposes,' " approved February 24, 18fil be, and the same is licrchy, amended, so as to authorize ami di rect district nrnvost-marshals, under tho direc tion nl the prnvost-nmrslial general, to maKo a draft for one hundred per centum in addition to the number required to fill tho quota of any distriot as provided by said section. seo. 7. And ho it further enacted, 1 hat, in stead of travelling pay, all drafted persons re finrting at the place ol rendezvous snail lie HI owed transportation from their places of resi dence ; and pcrsone.dischurKcd at the place of rendezvous shall no allowed transportation to their places or reiulence. Sko. 8. And bo it further enacted, Thnt all persons in the unvaK service of the United States who have entered said service during the present rebellion, who have not been cred ited to tho quota of any town, district, ward or state, try reason nl llieir luting iu said ser vioo and not enrolled prior to February twen ty-fonrth, eighteen hundred and sixty four, shall be enrolled and credited to tho quotas ol the town. ward, district or State, in which they respectively reside, upon satisfactory proof t.f their residenoe nindo to the Secretury of War, Sec. 9. And lie it further enacted, That if any person duly drafted shall bu absent from home in prosecution ol his usual iiusmess, ine nrnvoBt-mnrshiil of tho district shall cause him to be duly notified ns so ui as may be, and he shall not he deemed a deserter, nor liable ns uoh, until notice has been liven to him, nnd reasonable lime allowed for him to return and report to the provost marshal of his district hut such ahsenco shall not otherwise nnect his liability nnder this act. And be it further enacted, That nothing; contained in this act (hall be constru to alter, or in any way atleot, tho provisions ol the seventeenth section ot an net approved February twenty-lonrth, eighteen hundred and ixty-mur, entitled "An act to ameud an aot entitled 'An act tor enrolling and calling out the national forces, and lor other purposes, approved March third, eiirliteeu hundred an six-three. And be it further enacted, That notliinir contained in this act, shall bo con slrued to alter or change the provisions of ex- isting laws relative to perniittiiir persons liable to military service to furnish substitutes.
