i 1 Bo it enacted by the Sonnte nnd House of lion,
reeentatives of the United States of America in
Conprass assembled, That T,uoy Gwynn, Teresa
Angela Costello, Sarah iloPonald , Mar; E. Spald
ing, and Mary Carroll, and their successors in
office, are hereby made, declared, and constituted
a corporation aud body politic in law and in fact,
under the name and style of the directors of Prov.
idnnco Hospital, and 1)T that name they shall be
and are hereby made capnhln in law to sue and
be sued, to plead and he Impleaded, in any court
within the county of Washington, in the District
of Columbia to have and use a common seal,
and to alter or amend the same at pleasure ( to
bavo, purchase, receive, possess, and onjoy, any
stata in lands, tenements, annuities, (foods, chat
tels, moneys, or effects, and to jrratit, deviso, or
dispose of the same in such manner as they may
deem most for the interest nf the hospital : Pro
vided, That the real estate held by said corpora,
tlon shall not exceed in value the turn of one hun
dred and fifty thousand dollars.
Sec, 3. And be it further enacted. That the said
corporation and body politic shall have full power
to appoint from their own body a president and
such other officers ns they may doom tiacnssary
for the purposes of their creation, an.l in'case of
the death, resignation, or refusal to serve, of any
of their numbers, the remaining members shall
elect and appoint other persona In lieu of those

aid corporation shall have full power and all the
rights of opening and keeping a hospital In the
city of Washington for the care of such sick and

and authority to make such by-laws, rules and

An ACT to amend section nine of the aut ap
proved July seventeenth, eighteen hundred
and sixty-two, entitled An aet to define thn
pay and emoluments nf certain officers in tlio
army, and for other purposes.
Bo it enacted by tlio Senate and House of
Representatives of the United States of Amer
ica in Otipress assembled, That the rank of
ohaplnin without command. In tlio regular aud
volunteer servce nf the Uuited States is here
by recognized. (Jhnplnins shall be borne on
the Held and stuff rolls next after the surgeons,
and shall woar such uniform as la or may be
prescribed by the army regulations, and slmll
be subject to the snine rules and regulations as
ether oflioers of the army. They shall be en
titled to draw forage for two horses, and, when
assigned to hospitals, posts, and forts, they shall
be entitled to quarters and fuel within the
hospitals, posts, or forts, while they are so
assigned, without the privilege of commuta
tion, subject to the same conditions and
limitations as are now by law provided in the
caso of surgeons. When absent from duty
with leare, on account of sickness or other dis
ability, or when held by the enemy as pris
oners, they shall be subject to no other diminu
tion or loss of puy and allowances than other
oflioers in the military service are under like
circumstances. And chaplains who have been
v absent from drty by rea-oiis of wounds or sick
ness, or when field us prisoners in the hands of ,
the enemy, shall be entitled to receive till pay
without rations during such absence. In all
other respects, thn pay of chaplains shall be
the same as now provided by law.

act approved July fourteenth, eighteen hun
dred uud sixty-two, entitled, "An aot to grant
pensions," is hereby so amended as to include
chaplains in the regular and volunteer forces
of tho army : Provided. That the pension to
which a chaplain shall be entitled for a totul
disability shall be twenty dollars per month,
and all tho provisions of the not to which this
section is au amendment shall apply to and em
brace the widows, children, mothers and sis
ters of chaplains of the land forces who have
died since tlie 4th dny of March, eighteen hun
dred and eixty-oiiu. or shall dio ul wounds or
disease contracted in the servioe of tho Uuited
States, and while such ch plains are or shall be
in the line of their duty. -
Sec. 3, And be it further enacted, That it
shall bo the duty of chaplains In the military
service of the United .States to niuko monthly
reports to tho Adjutant General of the Army,
through the usnnl military channels, uf the mor
al condition and general history of the regi
ments, hnsdl:il. or pnet lo which they may he
attached; and it shall be the duty of all com
manders uf regiments, hospitals, and posts, to
reuder such facilities as will aid iu the dis
charge ol the duties assigned to them by the
Government.
8ec. 4. And he it further cnaotcd. That all
chaplains in the military service of the United
States shall hold appropriate religions services
at tlio burial of soldiers Who may dio In tha
oottiinnud to nhich they are assigned to duty,
and it shall he their duty to hold publio relig
ious services at least enoe each Subbath, when
practicable.

sent of the Senate, shall appoint an appraiser ,
and assistant appraiser for the port of Portland, :
Maiue, whose duties shall be llie same as those
of similar officers in other potts t and the ninth
lection of the act of Congress, passed May sev
enth, one thousand eight hundred and tweuty
two, entitled, "An aot further to establish the
compensation of officers of the customs and to
alter certain collection districts, and for other
IiorpoMS." is hereby amended by adding Port
and aforesaid to the ports therein enumerated,
and the deputy collectors, not exceeding three
in nnniber, and the appraiser of said port shall
each receive the compensation of two thousand
dollars per annum, aud the assistant appraiser
shall receive a compensation of fifteen hundred
dollar per annum.

Be it enacted by the 3ctial and Hon of
Representatives ol the Uuited States of Amer
ica in Congress assembled, That notaries pub
lic for the Dislriot of Columbia may be ap
pointed by the supreme court of laid District,
whose term of office shall be five years, and
who war be removed by said court for cause.

duced to twenty-five, i and when the number

Sao, k. And be It further enacted, That
each notary publio hereafter appointed, before
entering on lb duties of his ollieu, shall take

shall givo bond to the Unit d States in the sum
if two thousand dollars, with security to be ap
proved by the sniil supreme court, or B Judge
thereof.lor the faithful discharge nf the duties ol

said District, require all poisons now bidding

other powers and duties as, by the law of na
tions, and according to commercial nsnges, or
for use nod effect beyond the jurisdiction ol

publio.
Sec. .4. And be it further ennoted. That
notaries publio may also demand acceptance nf

SEC 5. And be it further enacted. That

writing exeouled by any married woman, to
take depositions, and to administer oaths nnd

each notary public shall keep a fair record of
all his ofiiuial acts, except such as are men

Sec. 10. And he it further ennoted. That

For each certificate und seal, fifty cents ; tak
ing depositions or other writings, for each one
hundred words, ten cents; administering an
oath, fifteen oo ts; taking an acknowledgment
of a deed or power ol attorney, with certificate
thereof, fifty cents; every protest of a bill of
exchange or prmnmissory note, nnd recording
the suine, one dollar and seventy-live cents ;
each notice of protest, ten cents) each den and
for acceptance or pavment. if accepted or paid,
one dollar, to be paid by the party accepting
or paying the same; each noting of protest,
one dollar. And any notary publio who shall
take a higher lee than is prescribed by this act
shall pay a fine of one hundred dollars and be
removed from office by the said supieine court.
Sec II. And be it further enacted. That
all acts and parts of nets inconsistent with this
act he and the same are hereby repealed.

Be it enacted by thn Snite ami House of
Representatives of the United State- of Amer

louts of that portion of the Territory of Ne

State when in formed, shall he admitted into
the Union as hereinafter provided.
Sfc. 2. And he it further enacted, That the
said State of Nebraska, shall con-i-t of all the

by the intersection ol the western boundary 01
the Stnte of Missouri with the fortieth degree
of north latitude extending thence it newest

upon the acceptance or rejection of such Qua-
stiliition ns may be formed by said Convention,

ir.ous are enlisted In the nimy of the United
States, and tin still within said territory, they
shall be permitted to vote nt their place of ren

withiu the Uuited Stales ; and said Stnte shall
constitute one judicial district, and be called thu

braska remaining for the fiscal years eighteen
hundred and sixty three aud eighteen hundred
