That the mails aliuuld ho oc casionally interrupted or delayed, or that ouo should by some extraordinary Occident bo de stroyed, is not strange, nor would such occur rences necessarily involve culpable negligence or cnrelessness on the part nf thoso who carry them or through whose hands they pass. The best management and the most energetic atten tion must once in a while fail of accomplishing the best results. But irregularities and omis sions are becoming so common that the public arc loudly calling for reform. Newspapers are often delayed several days beyond the time when they should arrive Tho San Francisco and Sacramento papers sometimes do not arrive for two nr three days together. At other times a part nf the sub scribers receive their papers,-while others do not. Tho Eugene Stale Journal did not reach us last week at all, while, the Review came along in due time, and it frequently talies three or four days to transport the papers from that town over a route which the mail atago travels in about twelve hour.s. The Alliuny Journal, week before laat, did not reach this place until Wednesday, although it was published on the previous Friday. The Oregnnian of Saturday and indeed nil the newspapers duo from the. rujrth failed tn arrive, and wo Would have been without onr usual Portland news on that day. had it not been for tho kindness nf Hon. L. H. Wakefield who came up by private con veyance and brought nn Oregnnian a half hour beforw tho arrivnl nf tho stage. The Mount aineer we could not get through the mail half the time, arid since we have tried the express we seem to do very little belter. Letters from Portland arc very frequently two or three days reaching this place, much to tho vexation and detriment of business men. Sim ilar complaints are sometimes made nf letters tn nnd from the south. Deviations from regu lar transactions nre altogether ton common. The postmasters along the route are gener ally accommodating, nnd, considering the amount of compensation they get, very efficient; and thu stage carries the mail usually with promptness and despatch hut these lapse do occur. Who is in fault We do not know. Who does? What remedy can we devise? It appears to ns that the qnickest and most feasible is to hare a Postal Agent appointed by the Depart ment whose duty shall be to inspect all the postolGoet and mail routes, scrutinies the man ner in which busim as is done, and And out who is iu fault and where changes can bo made for the better. Ho might to be invested with au thority to make temporary changes, subject to the dual approval nf the Department, in the postmasters, contractors, and carriers along the route, and changes of schedule also ought to be made by his dh-ectinn. There are throe side routes from the main line which goes throogh the state north and south, at which ev ery weekly newspaper published in the state lays over for fire In en days, solely because the schedule U not properly arranged. We presume there are other instances of equally gross misiusiiageroent. These unfortunate ar rangement can all be examined aud righted by a competent agent in a vary few month, and at (he sain time delinquent or iiioooipetent post masters and carrier ( if any och art found ) can bt inaJe to attend to their duties or be re moved. We don't want to tee an agent sent here meraly to ride a a deadhead over all the stage and steamboat mate In the Mate, pausing only to politely shake hand with each postmaster, while the conveyance stop w hare had qnite enough experience with that sort of agents al ready. Hut we da want a competent and effi cient niau, who will know when be has made an examination, which contractor, postmaster or schedule h in fault, and who na sense enough to apply the proper remedr. Th ex- pensn nf a thorough inspection of this kind need bo but small, while it ought to benefit tho peo ple uf tho state many times its cost.
