The accession of Gen. Grant to the com
mand hi-chiof of tlio armies of the United
Stales lias been the ocoasiou fur a pretty gen
eral shirting of subordinate comuian s. No
very clear statement Is given of the present or
ganization of tlio army of the Piitniuno, though
it has lung boon understood that it was tn bo
divided Into corps, each under one of the most
successful olliuers of thu army. This has doubt
less burn doiin. What disposition has been
made of Gen. Meade does not appear. It is
quite probable that he will be retired along
with MeClellnti, or placed iu tome compara
tively unimportant command, lis it is pretty
well known that Gen. Grunt bus a very hum
ble opinion of him. Gen. W. K. Smith, for
merly of tlio army of the Potonmo, lias been
nominated,' nt Gen. Grant's instance, to a Ma
jor Geuerulsbip, it is supposed, with the view
of placing him nt the head ol the several nrmy
corps, though under the immediate supervision
of Grunt himself, Gou. Smith wni with Gen.
Grant ut the battle of Lookout Mountain, and
was particularly commended by tlio latter in
connection with tho most brilliant part ol that
battle, and, indeed, of the campaign. Smith
was also highly commended by Gen, Model
lau for tho part he took iu the battle of York
town. General Grant now tnkei general charge
of the army of the Potomac, leaving the De
partment of Mississippi under tho command
of Gen. Sherman. The mission of that nrmy
the capture of Kichiiiond is again revived,
and before long the eyes of tba world will be
turned especially to its progress. It is under
stood that Gen. Grant will make the capture of
the rebel capital the first aim of the campaign
of 1801. The wurst nsed and nbtised nrmy nf
tho world will soon have nil opportunity of
proving how undeserved have been the ridicule
and abuse heaped upon it, and of shewing that
its material lias not been thu real cause of its
many disasters. If we have one desire iu con
ncct ion with this campaign that beyond all com
paiison ino'ints above all others, it is that this
devoted and abused army shall be so led this
year an to permit its ability to follow gallantly
and victoriously, to have full exeroise. When
so led, its achievements will prove that the slnn
ders so plentifully showered upon its material
have been deserved elsewhere.

KV The Review bus been crying " Draft !

has persundtd tome of the Long Tom brnves
that a draft wus really imminent, nnd they are,
nu the utitliorily of the llccitw, about to ske
daddle to avoid it. The tteview mmctils to
them, frantically, to not run ; say "no draft
will bu ordered" ; hopes that " nono will leave
from this foolish scare of a draff ; culls the
report a trick of llie aliolilionists to drive oil
democrats out of tho county"; calls them "feels

they are wanted at homo to cany the election,

Lost. The printed proceeding ol the Linn

"Itesnlred, Tlmt in the event tliut Congress ahull

Suites., lorever abolishing slavery in nil portions of
iiiy i moo. u i ae several ntnte Legislatures, that we

Wo understand that the ground of objection
tn the resolution was that instead nl being ap
plicable to any present condition of things, it
looked to a future and a possibly never hap
pening contingency ; that wo had enough pres.
ent and urgent issues to settle, without ran
sacking into the possible future for contingent
event upon which to hung political fuitli ur to

heartily bad such nu issue been actually pond

many ciintniversies, and wurm ones, should oc
cur among those who had hitherto habitually
distrusted each other. Hut it is cause of con
gratulation that, iu very lew instances, has any
thing of bitterness occurred sufficient to dis
turb the harmony between men who havu 0
irrcut common ublect iu view the safety of the
Union. The indications nro everywhere tlmt
tho Union men will cheerfully yield to tho will
of the majority, nnd, hurting personal feelings,
will tinitu heartily in thu I'H'ort lu cleot tho
tiokcta now before the people. This should be
done in every county, however large or small
may bu the local Union majority. Lvery quar
rel and split un the local ticket will have its
influence to lessen tho majority un the State
ticket, llonou they ought, and must, as far as
possible, be uvoided, Union iljii will not need
any repetition of advice, on this point. :
Our enemies, thu copperheads, havo not yet
ventured to put any tickets In the field. They
nro waiting to see where wcuk points may be
discovered and to attack only-whero they think
the Uuion party vulnerable. If, for instance,
in Muricu county, they discover grumbling dis
satisfaction and a disposition to bolt any par
ticular candidate, they will concentrate all their
energies to widen the breach and slip a copper
head into the place for which tho weak candi
date is running. There is not more than one
ur twu counties in tho Statu where they have
any just hope of electing an officer, save in that
way.
Ae all Union men of the State arc directly
interested in tho voto of each county on the
Statu ticket, they arc also directly interested
that no factious conduct in any county shall be
permitted to work dumuge tn the general Union
cause. Thus, the Union men of Marion coun
ty nro more or less responsible to those uf Mult
nomah or Jackson or Lane fur tho manner in
which they support their local ticket, und vice
versa. The responsibility is mutual, nnd can
not bu repudiated without wrong-doing. Sup
port your local tickets, sind bo sure that you du
nothing tu result in the defeat of u single man
nu them.
