The Richmond Enquirer has the following :
Gov. Vance, of N. C, lias issued a proclama
tion called forth hy lawless aud treasonable
menaces, made at the so called pence meetings
held in that State. He warns the people of tlio
dangerous consequences of a persistence in
their course ; beseeching them to abstain from
any further resistance to the enforcement of tho
conscription and the law lor the collection of
taxes, and exhorts them to abandon the miser
able demonstrations they nre making of resist
ance to the laws which will be enforced.
Cincinnati, Sept. 15.
In the capture of Chattanooga, we took two
Steamboat and 3d pontoons, very few stores,
and no artillery or prisoners. The works are

Portland, Me., Sept. 15.
Returns from 187 towns, jive Corry, the Ke
pnblican candidate, 14,000 majority. The
same towns last year gave the Kepuhlicnns a
majority of a little over 4,000. This includes
bout five-eights uf the aggregate vote of the
. State. The towns to be heard from, gave the
Bepublicans last yenr a majority. The in
crease in the vote over last yoar is nbont 2.1,
000. The House will stand about 1(10 Repub
licans to 80 Democrats. Tho Senate will

of war yet devised, will be finished and
lattnclioil on the 1st of October. Slia is
812 feet long, 50 feet beam, and 22 feet
depth of hold. Sho will have ono turret
and two immense wrought iron guns, car
rying from 80 to 100 pounds of powder.
The frame nnd plates of tlio hull are
entirely finished, deck beams nil in and
the plunking is being laid. With tho
beautiful lines of the vessel and the im
mense engines that aro being put into her
the builders confidently expect that sho
will sail over eighteen miles an hour. The
ram extends 30 feet, is perfectly solid,
nnd is very much strengthened by the
ponson8. Her bow is as sharp ns a needle
as is also her stern, so that she can ram
at either end. Her armor is three foet of
solid oak nnd 10 1-2 inches of iron, six
plates being lapped on to the oak. The
armor is two feet above the water lino
and goes down six feet. The two unrirht
cylinders, the largest, the largest ever
constructed for screw steamers in this
country, or perhaps in any other country,
aro set in the vessel. They nre 100
inches in diameter, and 4 stroke of piston.
The propeller is 2 1-2 feet in diameter,
34 feet pitch, nnd four bladed. It is the
largest ever cast in tliis country and
weighs over 30,000 pounds. It is ready
to be connected to the shaft which is be
ing set in position. Tlio screw ond the
rudder nre protected by the usual over
hanging in the Monitor vessels. The
turr.t and the pilot house nre constructed
on tho new plan, dispensing with through
uuiib , mey are impregnable, protected
by immense burs bent to the renuired
slmpo. Tho "supports" for the turrets
and most of tho machinery for working
it aro in piace. l lie engine room is sepa
rated from the fire room by a water tight
iron bulkhead, so that no dust or smoke
can enter tho hre room. The heavier
portions of the engines are set in positions
in the ship. The boilers are six in num
berthree on each side, and nearly com
pleted. Her coal bunkers nre built in
water tight compartments. The officers
nnd crew liavo superior accommodations.

at home. Fifty thousand cubic feet of
air can bo forced in a minute through the

Chief Engineer Kobie, is tlio government
inspector, who will sec to it that the ves
sel is a success. The Delamater Iron
Works deserve great credit for the mnn-
ner in which they have done their work.
I liey have put every available man upon
the vessel , iu order to comnlete
it at tho earliest moment more than a
thousand men being employed. They
have constructed machinery of all kinds
for shearing, punching and bending the
massive plates and bars of iron, and
nothing is omitted to insure complete sue-

this. Large numbers of Union men have
already come within our lines and are anx
ious to take the oath of allegiance to tho
United States. Upon inquiry, however,
they are found not to be slave-owners.
It is the same everywhere. The Georgia
soldiers everywhere) are more than half of
them anxious to fight fof the Union, and
not against it. In Arkansas to-day, if a
fair vote could be had, they would come
back to the Union by nn overwhelming
majority. Texas the same way. Union
men, be of good cheer ! Your day ofdeliv
ercnee draws nigh ! You who have stood
hrm lor the good old (jovernmont through
the fiery ordeal ot secession and rebellion
at the sacrifice of your property and your
friends, are not forgotten by the brave
hearts of the North.

being thrown from a carriage while driving out
to the fair grounds. They aro all doing well,
however, now.
Mr. Elias Ttobbins of Polk county, was rnn
over on Satardny evening hy a band of mules
and horses on tbe ferry boat at this plnoe. He
received severe injuries to both arms and his
head.
A boy, whose name we could not learn, fel'
out of the revolving wheel nt tho fair grounds
on Thursday, and broke nn arm and braised
his face badly.
A little boy of G. W. Sbaw, of Howell's
Prairie, was thrown from a horse on Thorsdny
and had an arm broken.
Several runaways occurred, resulting in in
juries moro or less severe ; none fatal as we can
learn.

has left at this office lino specimen stalks of
" Seed Leaf" nnd " Headly" tobacco. Tbe
largo and rank growth of these plauts give as-
suruuee that the " weed" must become one of
the staple products of our valley. Mr. Thorn
ton has altont two thousand plants growing
finely, nnd giving promise of handsome prolil.
He says he can supply the whole vnlley wilh
seed of the above named varieties of tobacco .-

made the following definition of loyalty, which
suits us precisely. Upon this we will stand,
regnrdless of fauaticul party clamors In any
direction :
I know ef no mode by wbioh a loyal citizen
may so well demonstrate his loyalty to his
country ns by sustaining the Flag, the Consti
tution and tho Union, under all circumstances
nnd under every Administration (regardless of
party politics), agaiust all assailauts at home
and abroad.
The partisans of tbe Vallandigbam school
who would sustain (?) tho flag, by withdraw
ing it and the armies from rebel soil, are trait
ors, measured by Douglas' rule. The partisans
of tbe Sumner, Wade and Stevens' school, wbo
sustain (?) the ConstiluttWby howling, "away
with it," are traitors, by tbe same rule. The
fatuities of the Phillips, Gurritt Smith aud
Billy goat stripe, who sustain (?) the Union by
declaring it can never, and shall never, be re
stored as it was, are traitors, by the same rule.
Tho Union men arc those who, ns Doughs
said, sustain the Flag, the Comtitutiou and the
Union. There are uo others.

of Walla Walla, who came down yesterday,

picion of being the morderer. Various cir
cumstances seemed to indicate tlio accused as
the guilty man. Deceased enlisted at Jack
ronville, Oregon, and bore the reputation of
being a well behaved man. Kelly is repre
sented as n bad man, and whilst previous to
tiio murder he was destitute of means, after
wards be was "flush." On examining bim af
ter his arrest, blood was found upon his olotb
ing, and but little doubt was felt as to bis being
