Bnrnsido as a weak and petty ty .rant. Durnsiilu could not brook tins, and Lincoln chafed at being represented as a weak man in the hands of bud and designing men. The party from which the republi can party descended could never tolerate crit icisms of its magnates. The old British system, (not now dared to be openly adopted in tli ut kingdom) of government spies and in formers, was resorted to ; an inferior olSuer was sent in disguise to detect, nud then ho come witness and prosecutor; and VullRiidig hain was taken from his bed at the hour of mid night by an armed force, and by stealth trans ported hundreds of miles for trial. The better class of republican papers have condemned this arrest, and I have now before me tome -columns of extracts of this character. The government cannot punish men for treason bo cause their acts tend to give aid and comfort to thu enemy. His subordinate, Uen. Huscail, who rules the sub-department of Indiana, iu bis supple mentary order, foci a step beyond Uiirnside, and fairly ruus the thing Into the ground by threat ening to punish all newspapers and public spong ers who endeavor to bring I he war policy of tlio government into disrepute. Clement C. Yullaudigham has written from his place of confinement to make an appeal to all democrats, to his country, and to time, to vindi cate his causo against unjust men. The last of these invocations is repeated with an earnestness which indicates a sincere and ntfecting belief that futurity will restore ilia rights and honor his memory! Time has indeed not seldom wrought like tins to set on high forever those whom all things had agreed together to despise and trample on. And there has not been wanting often to such upon whom timo was fulling the reproaches of the time then present, an ear to catch the dis tant, reversing, appKuding verdict of the patient ages, that were following after. It Is improssivo to witness these changes in the rank of men. The first trial closes, and the court is declared to be adjourned without day, and straight there is ar rayed a new and a mora august tribunal. The places and the oien begin to shift. The prosecut ing officer listens to hear bis own indictment. The culprit eip6iiiul the law. The Cornish Eliot is King in Whitehall, and Charles Stuart Jives in 'a dark and smoky room' in a tower." Mr. Lincoln affects to regret that the Alba ny meeting did not address liuu as Americans iusteud ot democrats ; that it is affectation is is manifest. When the republican senatorial caucus addressed hi il as a party meeting de manding the diriuissul of Seward from his Cabinet, he replied to them, but expressed tio regret tliut they addressed liiui as r publicans, aud not us Americans or American Senators. Wendell Phillips, and other abolitionists have from the beginning assailed the government, and declared fur separation ; Gov. Andrew of Massachusetts formally and directly tuld the President that lie could have no more troops from that Suite uutil be declared for emancipa tion ; aud yet, they were never arrested, or eves rebuked, (ii Mings, of Vallandigham's State, Is a life-lung diauniouist; Uiddiugs it "scut beyond our lines'' by Mr. Liuculu with commission to represent our government abroad! Cassias M. Clay, of Keutuvky, an other peslileut abolitionist, for a long time held a Major O-noml's commission, perloriuing no service ; wiiy ne perloriuea none, let him tell. But, Mr. Lin col u refers to the case of Uen. Jackson, and the subsequent refunding of his fine by the American Congress, and Judge Douglas sup port thereof. That is crtaiuly one of Lincoln's joivt, and it is as cool a one at be ever perpe trated. Tlie refunding of lieu. Ja.kson's line was fought step by step, with bitterness and virulence by the party to which Mr. Lincoln belonged. Uen. Jackson was denounced as a .military usurper and tyrant. If Mr. Lincoln was asked il, had ho been in Cougress, be should bave joined his friends in those denun ciations and in their vote against refunding the flue, he wcold undoubtedly answer yes. There is uo doubt at all about it. In those days, he and Mr. Douglas Were antagonists, and iu all party matters (aod the vote upon the Jackson liue was made a party one) opposed their volet to each other. Just as properly might Mr. ' Liuuolu have referred lu Mr. Douglas' hearty i support of tho Mexican war, as an example lor Yailaudighuui, as to Dnoglas' vote and ietch es opou Hie Jackson line. The only difference would have been that Mr. Lincoln was not in Congress, and had no voice and vole, at the time of the refunding of the fine ; but he was k iu Cougress near the close of the Mexican war aud spoke aud voted against grantiug sup plies to our army engaged in upholding Uie bouor and power of our Bag there. I'NION. RAISING THE SUNKEN VKSHKLS IX HAMP TON B0AD8. A letter from Portsmouth, Virginia, says the government has made extensive preparulious for raising many of the vessels which were sunk in that vicinity nt the commencement of the war. Wo quote i Last Fall, tho wreckers began operating nt the navy yard of this place, where the James town. Delaware. Columbus, Ponnsylvania.Ger imuitown and United States lay submerged. The two laitor have been raised from their sunkeu positions, aud now lie high nud dry upon the shore. Opposite Newport News, tho Cumberland and Congress lie, in' about eleven fathoms of water. 1 he former is with her starboard side upward, and is grcutly exposed to the ebb and flow tides. This mukes it more thau ordinarily diftioult to nperute upon her. The snhmariue divers go down every day, and thns far have placed heavy chains throogii the port-boles.pre-narntory to raising her. Tlio lifting power will ho ready verv soon, and when this is attached the ships will come up. The divert give it ns their opinion that the woodwork of tho Cumberland it oonsidcnbly worm-eaten on the inside. They thiuk iliat the hull will be found to be in good condition. Several guns,', aid some iron have already been taken out pf the Congrost, A number of relics, suuh as tabors, pistols and knives, have been brought up. A number of skeletons arc on board tho vessels. Some are iu nn upright position, whence it is presumed that they, when alive, were endeavoring to make their escape when the illfuted ship went down. After the remains of tlieso noble men who lost their lives on board the Cumberland and Congress, while battling the rebel Mei rimao. are recovered, they will be placed separately in boxes and conveyed to the Portsmouth Navy Hospital, and interred with nil due honors In the. burying ground con nected with the institution, if not recognized by their surviving friends. This is in accordance with a letter from the Secretary of tho Navy to Captain Hulhrnok, who is superintending the raising of the vessels for the government. The Merrimac lies in the Elizabeth rivcr.be twecn Sewall's Point and Norfolk. A little white flag Hies over tho snot where she was sunk, to designate her. If she were raised she would be of but little value to the government, as her bottom wus blown out. She is an ob struction in tho river, nud will be undoubtedly removed, and this will be done by blasting her under tho water. Her timbers wilQheo come to the surface and float away. The report of tho President of the Central Pacific Railroad Com pany submitted to the stockholders, shows the uffuirs of tho company to be in a very fluttering condition. Alter a your of great aotivitv and bearry expenditure, the President reposts that, with the exception of the bonds issued for iron and rolling stock, the company does not owe a thousand dollars, and that would not be stand ing had the parties in whose favor the nccounts were audited, called for their money. This is a very unusual condition for a railroad cmunanv. just beginning a great enterprise, to occupy, it is evidence that the hnnnciul alfuirs of the com pany have been carefully and suocessfullr man aged. Iron has been purchased to lay seventy miles ot the hue, uud enough for thirty-lhree miles is now on the way, A portion of it left Iioston in April, and, if nothing happens to pre vent, will arrive iu a abort time. The Rebel Finances as Exiiimted by Reiif.l Autiioiiitiks. Tlio Montgomery (Al abama) Adtertiter i not pleased with the fi nancial policy of the rebel Secretary Memmin ger. It declares that with "a smaller civil and military establishment than the North, and witb a more economical administration of af fairs, the expenses of the Confederate govern ment are more than dmihle those of the United Suites. However we mar deceive ourselves," it adds, "we cannot deceive the world io regard to these facts. The continuance of tho war for two or three rears longer will create a nub lio debt the interest of which cannot be paid even at four per cent." And all this has been brought about, the Adtertiter affirms in con clusion, by Memminger. and those like him who, by their foolish policy, are draining the South of its very lifo blood, heedless of the plainest principles of political economy. Those people who indulge in chronic complaints of the large expenditures of the federal srovern ment necessary for the suppression of the re bellion will probably find in this statement of the rebel condition and policy a fresh evidence of what they are pleased to regard as tho "su perior saiioity ," not only of the rebel treasurr management, but of the entire war policy of the rebel administration.
