Taated in saying that the interests cf our
State will be ably and saccessfully rcpre
eented iu the Congress of .the United States.
It is much to be regretted that oor peo
ple have suffered so long by the siipineuess
and tardy action of Congress in relation to
our war debt. And I regard it as one of
the immediate advantages to be derived from
oar admission into the Union as an inde
pendent State, that through the jnfloence of
oar members in Congress, the minds of mem
bers of that body will be more effectually
disabused, and speedy action be had, and au
appropriation made by which our citizens
shall receive a full recompense for their
property sold and services rendered.
Oregon is probably one of the most at
tractive portions of the North Atneric o
continent, al once beautiful and picturesque,
with a henlthv and salubrious, climate, wen
adopted to tho production of all the cereals
and most ot tne otner grains common 10 iuc
United States a sea-board of some three
hundred miles, with numerous! harbors, and
inexhnustable fisheries arable land soffi
eieut to supply three millions of souls with
bread grazing land suScient to supply
twice that number with meats probably
no country octier aaapied to the production
of wool, flax nnd hemp, and it is admitted
that Oregon excels in her growth of fruit
her mountains lire covered with the finest
of tiaiher and underlaid with gold, nnd re
cent discoveries show that we are not with
out a goodly supply of lime and coil her
streams affording some of the best water
pnvdiges in the world and her rivers are
navigable for steamboats at all times of the
year.
Oregon ought and might be an extensive
exporting country, yet on the contrary she
imports many articles that might be manu
factured in the country, thereby increasing
her prosperity, growth and importance. '
When our people become a manufacturing
people when they produce those articles of
necessity, Tor which they ore so eminently
capable when oar exports shall equal or
overbalance our imports, then, and not until
then; wilt Oregon become truly great.
The net of Congress by which we are ad
mitted injo the Union is, in my opinion, suf
ficiently generons to recommend itself to the
favorable consideration of the people of
Oregon. The grant of the ICth nnd 36th
sections of: land for school purposes is merely
a continuation of a provision contained in
the organic net. Seventy-two sections are
set apart for the use of a State University
ten sections are granted, to bo applied to
the erection of public buildings, and twelve
Slt springs, together with seventy-two sec
tions, are given to the State, to be disposed
of in snch a manner as, the Legislature shall
provide ; and the nnal pcr-centnjre on the
net proceeds from the sale of public lands
within our limits, making in the aggregate,
ninety-eight thousand five hundred ami sixty
acres of land, exclusive of the 16th and 36th
seel inns ; forty-five thousand and eighty
acres of whk-h is to be applied to educational
pa-oes. Although this grant noponrs lib
eral rnd generous, yet, it may be difficult to
find lands in any of the valleys, west of the
Cascade range of mountains, of a desirable
quality, unoccupied, suhjict to be located
under the provisions of this bill.
I may bo expected to say something in
nlatitfii to the course I may pursue while in
the d::-chargc of the duties of the place as
sijne l mo by the partiality of my fellow
cit z-ns.
I enter upon the discharce of the duties
of the office of Governor with diffidence nnd
misgivings as t my ability to discharge the
duties of so high and responsible an office
in a manner to subserve and ndva'nce the
liest interests of the State ; but, shall be
governed strictly by the constitution, trust
ing much to the wisdom, intcllitrcnce and
patriotism of the Legislature and the people,
endeavor'n-j to discharge the duties of the
fficc faithfully, impartially and to the best
of my ability for common good of all.
I lia'I endeavor to keep politics as far
removed from- my official nets as may lie con
sistent with the circumstances which brousht
about my election. It is the doctrine of all
parties that the agents of the party in power
s'loald be selected from that purty which is
sesponi-ible for the manner in which the
government is administered, and my admin
istration will form no exception to the gen
eral role. Mnch as I should regret to exer
cise that priv'h ge under the constitution,
wherein tho Governor is clothed with a
negative power on all subjects of legislation,
yet I tihatl never shrink from the exercise ot
the vtt power when, in my opinion, my
OJth, or the public good demand it.
I desire, gentlemen, at this time to offer
my th inks to the people of Oregon for their
confidt-nce, as expressed by their selection of
myself as the head of the executive depart
meut cf the State, pledging myself against
the abase of that confidence, offering yon
the assurance that whatever ability I may
possess s'mll be brought to the discharge of
the duties of my position.
I congratulate you on the happy and
prosjcrous condition of our country our
people enjoy health and prosperity Under
divine providence we are blessed with abund
ant harvests and it is fitting that we, at
this time, cemmend our infant State to the
protection cf an all wise beings

: Mr. Slater moved to reduce to two mills.
Mr. Drver opposed the reduction. We
had extraordinary expenses at the start of
tiie Sute of Government. We ought to
pay the expenses of the Constitutional Con
vention, and we ought to pay other extra
expenses. The credit system was niggardly
economy. Three mills would raise not over
$60,000, all of which wo should need for the
first year.
Mr. Crozan moved 2$ milh accepted.
Mr. Lassatcr supported the three mills.
If we intended to pay tlte expenses of the
Constitutional Convcntion.it wns not too
much. If it was not, it was.- But, as he
understood it was intended to pay the ex
penses of the Constitutional Convention, be
sliinld,g for three mills.
Two and a-half mills was adopted.
Mr. TVault moved to amend he said so
nolo avoid a Constitutional difficulty. Mr.

Samuel Parker was voted for for Couueil-

seat was vacant, and Mr. Parker will be

The' style of getting the dollar will
insure the true method of its use. Tho for
tune meanly gained will be meanly spent;
for the plaiit reason that a man who de
graded himself to obtain bis money, unless
