THE NEWS.
Tlie eastern news isugain assuming an encour
aging plmse. The rebels have been straining
evsry nerve to hold out a little longer hoping to
see what the Copperheads have been so long
predicting, that is, that at the expiration of the
term service of the soldiers whose time will
soon be out, the Government would bo obliged
to withdraw her armies and acknowledge the
Independence of the South. Dut bow sadly has
Congress blasted their fond hopes in tho passage
of a Conscription Bill, which is working most
admirably and promises to not only replenish
the army but also to increase it some three or
our hundred thousand. Tho rebels and tories
'(we call tho sympathizers tories) are beginning
o get undeceived. This new Bill will bring into
tho field a fresh and vigorous army which will
go into the work with an energy and determina
tion that will make all rebeldom tremble.
It is now an established and indisputable fact
that tho resources of the Government are but
just beginning to be developed, while it is as
clearly established that the rebels have their
entire force in the field. The Conscription law
of tho rebel Congress has already drawn into
their armies every uble bodied man (and ninny
that are not very able) between the ages of 10
.and CO years. Now will some sccesh mathema
tician Figure out how the rebel army is to be
recruited ? for it is evident that their sympathi
zers, the tories, are too cowardly to go and help
the cause they would like to see win. provided
it could be done without endangering their lives.
Gen. Hooker is very active in preparing for
active operations. There is a rumor afloat that
the rebels arc evacuating Fredericksburg and
massing their forces at Richmond; there is also a
rumor that the rebels ure preparing to attack
-Gill Hunker.
Gen. l'lii'iii-ide has assumed command of the
1 )i I hi r I men t nt Ohio.
Gen. lIoMinuis is s'iil in Tennessee among
the rebels whieh causes them much trouble and
Mxutmn nf spirit. Guess he'll tend to 'em.
The rebel papers say that their forces are
evacuating Vicksbur.' by a " stratigic" move'
incut. We suppose their strategy is simply to
kcdadillc and thereby save their bacon.
Admiral Furragut has re-captured the Indian
ola.
The colored soldiers aro proving to bo the
most irresistible front that has yet been present
ed to the "Chivs." These sable sons of toil aro
-fighting for liberty, for their wives and children,
-for every thinu that man holds dear. Tliev also
Juiow full well tho consequences if they are ta
ken, hence their impetuosity. Jn the language
ot the poet,
"They've forged their fetters Into swords
Uu equal terms to fight their lords."
They seem to have no idea that they can be
whipped. They feel perfectly sure that God is
with them, so when they enter the battle field it
is to conquer. Success to them, and may the
God ot bailies crown every one of them with
the blessed boon of liberty.
Gold is down to 39 and 40 per cent premium
against 60 and 70 a few weeks ogo. This shows
a very decided and favorable chango financially
The Revenue law is working like a charm the
receipts already being nearly equal to the ex
penditures, although there is as yet hardly a
titho of tho revenue collected. Upon the whole
the general aspect of affairs is very favorable to
to the Government cause.
Fatous. II. II. Bancroft As Co. have laid
upon our table, "Bancroft's Hand Book Alma
nac," for 1SG3. This is without exception the
fullest and most cemplete compend of statistics
we have seen on the Pacific Coast. There is not
a statistical subject on which the doctor, the law
er, the merchant, the mechanic, the farmer, the
stock raiser, and the politician w ishes to be post
ed, but is elaborately treated in this book. In
short, no library is complete without it. The
book contains 420 pages and is well bound.
They have also sent us " Cotton's Map of the
Seat of War in Virginia," an elaborate and
very correct map ; also " Bancroft's Map of
Richmond and Vicinity ;" and " Bancroft's Map
cf the Washoe Silver Mines, Nevada Territory,"
with " Bancroft's Guide to tho Colorado Mines."
These maps are all executed in the very best
style and do credit to the enterprising publish
era. Send for them. Address II. II. Bancroft

The Dulles Mountaineer has the following let
ter from Auburn, under date of March 17lh :
We have to report new discoveries of gold in
Baker county. The Eagle Mountains are on
Snake river, east of the Grand Rondo and Pow
der river Valleys, and front hero we have a par
ty returned, that stopped to prospect there last
fill on their way to Boise. They were snowed
in, lost their animals, and have just been able to
return here, having spent tho winter in snows 15
feet deep. They had found good prospects on a
gulch, where they worked during the winter, and
bring back considerable gold as tho result of
their labor performed under all these disadvan
tages. They have already laid in necessary
supplies and returned thither, satisfied to leave
Boise to others. I hear only report of good dig
giugs, nothing extravagant, whieh is important as
coming from a new portion of this county, and
tending to prove that the vast area of these
mountains is one great field for mining opera
tions.
From Boise we learn that tho party of volun
teers under Jeff. Standater, found some 40 Indians
in a stone fort on the east side of Boise river.
The Indians were well armed and fought in rifle
pits. Tho battle lasted over two days, when the
volunteers advanced behind willow bundles they
had made, and killed some 27 Indians, captured
30 horses and brought back 15 scalps. Only
one man among the volunteers was wounded.

The undersigned commenced, iu the month' of Decem
ber last, the publication, in this citv, of a weekly iiewapa
per, called the XiUmiul A'. mildinm'.

inches, and is furnished at the low prices staled below.
H will contain all the original matter of Hie daily Anlinn
al iV)M,V,,i, with the exception of local news liot inter
esting to country subseiibers. It will give full reports ot
the proceedings of Congress, and of tlicuthcr'Hrtpartmcnts
of the national Government. Tt w ill'confaiii all 1hu uewa
of the day, foreign and domestic, markets, etc., as well
as o''ginal correspondence from all parts of the country.
The miscellaneous dctiurlincnt will receive special attention
and, in all respects, tlieeHnrt witl be made to establish tli
character 'nf the Xtlinnul Mmiinm as a Family Newspa
per. Washington being now the central point of tbu cur
rent military operations, great attention will be paid to
furnishing the renders of the Xittinuiil l;, ti!.lictn w ith full,
and especially with iieamit', accounts of tho progress of
the war for the Union.
In politic, the paper will be Ropublican, sustaining tha
Administration nf Mr. Lincoln, but disclaiming, however
any pretention to be the organ of the President. There ia
no Republican paper in (be District of Columbia, or in th
vicinity ot it, and it ia believed that recent events bay
opened to such a paper an important sphere of usethl effort.
The time has come, when the actual administration of tha
Government upon Republican principles will explode the
misrepresentations which have made those principles so
distasteful to the South. Il-it i't is not only here, and in
this vicinity, that the projectors of the hImhuI UiptiMii-nn
hope to make it useful. To the whole country they offer a
ournul which will (linens national politics from a national
standpoint, and which will never be swerved from patriutia
duty by any overpowering pressure of local interest.
