Neckssauv. -Wo would suggest to the lacg
Ulaturo the necessity of an appropriation of
about ninety cents, for the purchase of hoops
with which to band the heads of some of the
youths of America who havo more vanity
than brains. We've seen " darkies" who would
" strut" and " put on airs" when they had a new
pair of breeches, but to see small white folks go
into testacies over a little promotion bents all
united nalur most amazingly. We are sure if
the appropriation is not made early in the session,
young Ameiie wall "bust, and the future
prosperity of Oregon sink into oblivion.

of the day, foreign and domestic, markets, etc , as well
as o-'ginal correspondence from all parts of the country.
The miscellancoiisdcpartnient will receive special attention
and, in ail respects', tfie effort will be made to establish the
character of the Aittiomtl iirpul'lienn as a Family Newspa

tho war for tiic L'nion.
In politics, tiie paper will be Republican, sustaining the
Administration of Mr. Lincoln, but disclaiming, however,
any pretention to be the organ of the I'resident. There ia
no Republican paper in the District of Coluirbiu, orin the
vicinity ot it, ana it is believed that recent events have
opered to such a paper an important sphere of useful cA'nrt.
The time has come, a lien the actual administration of the
Government upon Republican principles will explodo the
misrepresentations which have made lliose principles so
distasteful to the South, lint it is not only iiere, and in
this vicinity, that the projectors of the Xiitional kepiihtiw
hope to muke it useful. To the whole country they oiler a
ournal which will tlisniss national polities from a national
standpoint, and which will never be swerved from patriotic
duty by any overpowering pressure of local interest.
