elected entire.
Douglas, Jackson and Umpqua counties have
gone Union by splendid majorities. No other
southern counties heard from. From the latest
information every county north of here has oast
si Union majority, and some of them the largest
majority, in proportion to the totes cast, on re
cord..- The State ticket is overwhelmingly elect
ed. The only hope of the secesh for a county
in the State is Josephine, which will probably
be very close, but, from what we can learn, we
expect to hear of that county falling into the
Union ranks. We anxiously await the news to
extend her the right hand of fellowship.

Tub HrpocRiTKs. The peace journals of th
State say they are ready to defend every const
tutional act of the Government. Nobody doubts
the constitutional power ot Uongress to abolish
slavery in the District of Columbia, yet these
consistent journals oppose the recent exercise
that power. They are willing to support the
constitution according to their own interpretation
ot it, and that is the same as Jen Davis . Mary
vale Appeal.
The secession sympathizers of Oregon make
a desperate effort to create prejudice against the
Administration, and Congress, for exercising th
constitutional right, which the people of the Dis
trict have been so long praying for. But their
purpose here in making a stir about it was too
transparent to do any considerable damage to th
public mind. They vainly hoped as a last
re.
sort to carry some portion of tho recent election
by this means, but like the shepherd boy in the
fable, who cried wolf, wolf! for amusement, they
have been unceasingly shouting " Abolition, Ab
olition !" just to tickle the ears of secessionists,
so that when Abolition began to be actually put
in practice they could not even raise a sensation
by tho wprd.

The following is tho message of the President
on affixing his signature to the bill securing the
above object :
Fellow Citizens of the Senate and House of
uepresentanves : ine Act entitled " An Act for
the release of certian persons held to service or
labor in the District of Columbia," has this day
ueen approved ana signed.
I have never doubted the constitutional author
ity of Congress to abolish slavery in this Dis
trict, and 1 have ever desired to see the National
Capital freed from the Institution in some satis
factory way. Ilenco there has never been
my mind any question upon the subject except
ine one ot expediency, arising in view of all the
circumstances. If there be matters within and
about this Act which might have taken a course
or shape more saticfactory to my judgment I do
not attempt to specify them. I am gratified that
the two principles et compensation and coloniza
tion are recognized and practically applied In
ine Act.
In the matter of compensation it is provided
that claims may be presented within ninety days
from the passage of the Act, but not thereafter,
but there is no saving for minors, femmes coverts,
sane or absent persons1 I presume this is an
omission by mere oversight, and I recommend
that it be supplied by an amendatory or supple

As ttie skull is also a fair index to the structure, nature
and habits of animals, a collection of them, of all kinds,
whether they be of thines which walk, crawl, fiy or swim,
