The only hope of the secesh for a county in the State is Josephine, which will probably be very close, but, from what we can learn, we expect to hear of that county falling into the Union ranks. Nobody doubts the constitutional power ot Uongress to abolish slavery in the District of Columbia, yet these consistent journals oppose the recent exercise that power. They are willing to support the constitution according to their own interpretation ot it, and that is the same as Jen Davis . Mary vale Appeal. The secession sympathizers of Oregon make a desperate effort to create prejudice against the Administration, and Congress, for exercising th constitutional right, which the people of the Dis trict have been so long praying for. But their purpose here in making a stir about it was too transparent to do any considerable damage to th public mind. They vainly hoped as a last re. sort to carry some portion of tho recent election by this means, but like the shepherd boy in the fable, who cried wolf, wolf! for amusement, they have been unceasingly shouting " Abolition, Ab olition !" just to tickle the ears of secessionists, so that when Abolition began to be actually put in practice they could not even raise a sensation by tho wprd. ..-.. If there be matters within and about this Act which might have taken a course or shape more saticfactory to my judgment I do not attempt to specify them. In the matter of compensation it is provided that claims may be presented within ninety days from the passage of the Act, but not thereafter, but there is no saving for minors, femmes coverts, sane or absent persons1 I presume this is an omission by mere oversight, and I recommend that it be supplied by an amendatory or supple mental act.
