Original owners In Irrigating ditches frequently pay for water rights entirely In labor or material, ncsldci tbo excavation of tho ditches, lumber must bo provided for headgates and flumes and stones for dnmu and bulk heads. Then ho Is frequently permitted to work out his annual assessments with his teams, or by putting on n hired hand or two, for nil of the big ditches need attention each succeeding year. Of courso a farmer buying n piece of Irrigated laud has tho water rights Included In the pur chaiio prlco of the land, nnd Is re quired only to pny his assessment from year to year. A single witter light usu ally carries with It milllclcnt water to Irrigate 100 acres of laud. Moro land must linvo added shares, or fractions of shares, whllo smaller tracts call for fractions In proportion to their arcn of 100 acres. Tho value of n water right depends on the reliability of Its nource of supply and upon Its seniority. The llrst ditch to be built on any given strriun nnd to have established that fact In court naturally bus n prior right to water from that stream up to the amount of Its legal appropria tion over all other ditches taken from the stfciun nt subsequent dates. Its legal appropriation Is not what It may claim, but the amount of wuter that It can use beuellchilly from season to season. In such eases fanners rather hope for a eool, wet spring, as this will glvo tho crops tlmo to start anil will hold bnck the supply of Irrigation wa ter by reason of the cold weather In tho upper altitude. When they hear that tho snows nro falling early In tho moiintnlns so that they will lieeomo pneked against the coming of lato win ter and spring snows, there Is it feeling of comfort and nn nssuraneo of n good supply of water. When It Is known that tho snows lie from four to six feofdeep In tho timber belts nnd high mountain slopes the farmers do not Ho awako nights worrying about mak ing good crops for tho coming sum mer.
