The drug cocaine linn laid such a
hold on tho natives of India that tho
authorities are making strenuous ef
forts to prevent Its unrestricted dis
tribution. Within the last few years a ship
ment of cocaine worth a lac of rupees
($33,330) was shipped to Calcutta, and
the excise department Intervened, with
the result thnt the cocaine had to bo
cut back to Kngland.

recurring evidences that tho people at

tional government, tho Htato govern
ments, do not appreciate national Irri
gation, aud that the public Informa
tion and tho Individual knowledge of
the subject nt this tlnio nre strangely
dense. The public Is fed constantly
with lovely articles about tho grand
national Irrigation works under way,
while the fact Is that all tho great
values mentioned concerning reclama
tion of tho arid region are the result of
private Initiative and enterprUo and
capital.
Few peoplo understand that tho na
tional Irrigation fund Is nothing but
bulk of capital which may be advanced
to build reservoirs and ditches, upon a
guarantee that tho owners of tho lauds
to bo Irrigated will repay tho cost to
tho fund. The national fund Is not to
ho depleted, but mint bo replenished
by the payment back of tho cost of tho
work, as assessed by the government
engineers, and If signatures to such
pledges can't bo secured, the works
proposed will not be built.
Knowing that all government work
costs vastly mora than If dono by pri
vate capital, and the United Htates
falling to guarantee the limit of tho
cost, lots of landowners won't sign,

from all forms of entry 270,480 acres

line of the Great Northern to the Inter
national boundnry, comprising part of
tho chain of lakes, reservoir Bites and
lauds lying along Milk river aud Sage
creek.
Another portion of tho tract lies west
of the Montana Central, between the
Itlg Handy and Kox Elder creeks, and
Ih presumably withdrawn In connec
tion with the Marias Diversion canal
portion of the Milk liver projuct.
