Ad drea THE TELEGRAM, Portland, Oregon j Do You f I Know th News ? : There Is a popular Impression that the United States Senate Is largely composed of men who have been In that body a very long time, If not run hIiir back a genorntlou. This Idea Is dispelled by the facts which show that thoro are but 17 Senators who were In service prior to 1803. Thcro are only 0 Senators who liavo served over 20 years. During tho last few years a good many of tho men who figured In national affairs during war times and In tho 10-year period of reconstruction alter tho war have dropped out of pub lie view from ono reason or another. Senator Allison la tho nostor of tho Senate, having begun his service In 1873. Next In length of service comes Senator Cockrcll, with two years less to his credit, and third, Sonator Mor gau, who began bis senatorial work In 1877, and his present term wilt not end until 1007, with his ro-electlon prac tically assured. Then comes Senator Piatt, of Connecticut, 1870; Hale, Haw ley, Fryc and Aldrlch, 1881; Cullom, 1883; Teller nud Berry, 1885; Bate, Daniel and Stewart, 1887; Galltnger, Ilansborough and Proctor, 1801; Lodgo and Perkins, 1803. All tho balauco camo In 1805, or since that dato. About half the members of tho Senate have been sworn In during tho past four years, and on the 4th of March tho pro portion of old Senators will bo still smaller as Senators Cockrcll and Ilmv ley will both be out of tho Scuato then. After being in the courts for 12 years or more, the Fayerwcathcr will case seems at last to have been settled by tho decision of tho Supremo Court of the United States that tho action of tho executors and trustees In dividing tho residuary estate among the 20 col leges named In Mr. Faycrwcathcr's will was legal. Mr. Fayerweather was a New York leather merchant, who, to tho surprise of tho peoplo of tho city, left an estate valued at $0,000,000. It had not been supposed that bo was an unusually rich man millionaires hldo easily In New York, Tho amount In volved In the suits was 13.500,000. Many of the most prominent lawyers in the country were employed in the several cases, as counsel for tho col leges or the heirs at law. .. The State Department has Informed Mrs. Florence Maybrlck'a attorney that the British government has strong ob jections to his client going about the country on a lecture tour to "expose" tho British penal system. The depart tnont made it clear to MM. Maybrlck'a lawyer that the scheme must be aban doned, and all her dates have thcro fore been canceled. Mrs. Maybrlck had planned a comprehensive tour. Sho had made a lucrative contract with a theatrical agent, and intended to do voto her lectures to a discussion of tho abuses of British prisons. : : Unless something now unforeseen prevents, Secretary Hay's remaining in office to the end of President Booso velt's coming term, be will bavo served in that posltlou nearly eloven years, the longest period in the bis tory of that office, for only three per sons have served for eight years, nnd no one longer than that Yet there is no othor In our whole systom of gov ernment in which continuity of plans and of policy Is moro important Di plomacy cannot be hurried. Tho aver ago term of Secretaries of Stnto bo fore Mr. Hay has 'been about threo years. : : An administration official declares that it Is all nonseiiso about men re fusing cabinet positions and congres sional nominations on the sole scoro that It is too expenslvo to live In Wash ington. "Nine-tenths of thorn," ho says, "not only live within their sal aries, but save money. Some spend a great deal more than they receive from the government, anl they can well af ford to do so. Good formal dlnnors and similar entertainments can be giv en in tho capital as cheaply as In any other place and at less cost than in many large cities." .- : 1 The deadletter office of the United States receives 0,000,000 letters, writ ten by almost as many different people and falling to reach their intended des tinations owing to Imperfect direction, or lack of stamps, etc. If you get no reply to letters you may know tho rea son. The safe way Is to have printed letter heads with state and postofflco printed return, as many forgot to give postofflce and State. ; ; According to tho Interstate Com mercb Commission's annual report tho railways In the United States during the past three years have killed 1,044 passengers and wounded 21,130. Dur ing the same period they have killed 6,883 employes and Injured 70,077, This makes a total of 0.027 killed and 08, 116 injured; 105,043 victims in all. Rural free delivery of the malls has been so extended that the service now costs about $13,000,000 auually, and approximately 12,000.000 people receive the benefit of its facilities. Up to Oct. 1st, 27,138 rural routes had been es tablished, and there were then 8,851) petitions for new routes pending. These Increased facilities contribute to the general Increase In the receipts of the Postofflco Department by promot ing a larger use of the malls, s -; National Finances. The Secretary of the Treasury, In his report to Con gress, estimates tho deficit for the fis cal year ending with next June at $18, 000,000. The deficit for the first flye mouths of the year was nearly $20,000, 000, buc the second half of the year Is counted upon to reduce the final deficit to the figure estimated by Secretary Shaw.
