TOPICS OF

It Is cflHy to Induce the floating voter
to mnkc Bcliooncr trips.
The nitin who kicks himself for hav
ing inntlo n fool of himself only adds
Insult to Injury.
Clothes do not maku ttio mnn, but his

Nobody can hlanio Oen. Miles for
wanting to Imvu a chance occasionally
to do somethliiR to earn his salary.
The younger Mrs. Vanderhllt nas not
as yet been deprived of the privilege of
employing her mother-in-law's dress
maker. Thoso who are satlslled with what
they lmvo accomplished will never be
come famous for what they might ac
complish. Under the new code of railway eti
quette It will of course, be Improper
for the conductor to punch a passen
ger's ticket.
J. IMorpont Morgan has taken a $1'-V
000,000 mortgage on Chill. There aro
only n few back counties left for Mr.
Morgan to nt'qulrc.
The man who wears on chip on his
shoulder and the woman who wears
Bong-bird feathers In her hat both luck
something of good taste In dress.
Mr. Itockefeller's Cleveland pastor
nays there are anarchists among tho
rich, but he wisely leaves tho Hhoo to
bo put on by thoso who think It may
lit them.
lllshow Kowler says thero Is no life
bo conducive to laziness as tho minis
try. Still, most of tho ministers seem
to overcome tho tired feeling sulllcleut-
ly to wrlto books between times.
Tho distressing iiowb coml's from At
W8 comVs
gster of: t
lanta that a youngster of that city
wallowed u ping-pong ball and tho
physicians hadlto work several hours
before tho game could be resumed,
Secrotury Hay has recently Induced
a man not to publish a book on tho
Uoor war. It has herotoforo been sup
posed that nothing could arrest that
dtseaBo once It got Into a man's sys
tem. Tho noston Herald thinks that Tetcr
Power Is the partner of tho person who
picked n peck of plcklod peppers. A
reporter called nt tho Power houso to
ask about this but was unablo to flml
Mr. Power In.
A nowspapcr man who saw n good
deal of Prlnco Henry of Prussia puts
tho cap-sheaf on nil tho eulogies by
saying that tho prlnco Is tho kind of
follow with whom ono could very
pleasantly spend six months alono on
a desert Island. That Is tho supreme
nnd tlnal nest of character for prlnco
or peasant, whether n mun "wears
well."
Pneumonia claimed ten thousand
four hundred and eighty victims In
Now York City last year, yet pneumo
nia Is classed ns a preventable dis
ease. It Is to prevention that modern
unitary science now devotes Iteslf, If
Havana can bo purltled from tho seeds
of yellow fever by evtermluatlug tho
moBquftoes, why cannot Now York
and tho other great cities bo swept
clean of pneumonia germs?
I ; , i
Nearly twenty-llvo hundred students
nsslbtcd In a single year Is tho record
of Andrew Carnegie's noble gift to tho
Scotch universities, as given In the
11 rut annual report of tho trustees of the
fund. One who knows tho privations
which poor Scottish students will en
duro for the sake of an education will
bo prepared to accept the statement of
the trustees that the remission of fees
lias proved to bo tho greatest boon to n
long list of deserving students.
It seems Impossible for tho average
American to Indulge In any sport in
moderation, Kxcess or nothing Beems
to bo tho rule. It was so with roller
skating and will bo so with other
forms of amusement. Wheeling may
come In again after niuny years, but
It will never rage again. Most of thoso
who use tho wheel now do It as n mat
ter of convenience In business and not
for pleasure, l'ooplo of means are tak
ing up the automobile, and soon racing
will be tho madness of thousands for
u time. When tho health of tho di Iv
ors shall be affected ami tho cost und
annoyance of accidents shall become
serious that sport will lu Its turn de
cline. It Is said that tho Iniluenco of tho
cooking schools Is already being felt
In domestic life, and that the standard
of living, or at least of cooking, Is
much higher because of these modern
Institutions, Formerly the school girl
ate. or was told to eat. what was set
before her, and grumblings of a gas
trouotnlcnl niituro were not tolerated.
Rut now the young girl looks with u
critical eye upon tho cook's preparu
tlous, and she knows tho reason why
when these do not turn out well.
Through her tho family has lost much
of Its pathetic dependence upon tho
professional cook, und u cook less con
dition Is robbed of half Its terrors
when thero Is an amateur of no meun
ability within the family clrclo. And
tlu) ffct upon the pupil liervtlt la
most beneficial, for only one who lias
grown bruln-weary of figures und
dates knows the delight of mixing up
nctuul Ingredients and awaiting ma
terial results. It Is also much to be
hoped that the training of amateur
cooks will cause thoso who consider
themselves professionals to loolt to
their laurels and to give over the hit-or-mlss
methods of cooking, which
Ho oftn decide If our da

ought to be assured.
Speaking of the disturbance the Rus
sian students arc making, tho Pall
Mall Gazette remarks: "After all, It Is
tho younger generation knocking at
the door, and If the door Is not opened
It stands a good chance of being
kicked In." Tho Russian police, In
other words, nio wrestling with tho
Incorrigible. No doubt the pollco
would sooner deal with Anarchists or
Nihilists, whose heads they could bat
ter and whose lives they could shorten
without exciting the animosity of any
one except the professional King-kill-er;
but the gentlemen at St. Peters
burg say to the police: "Go ahead! Put
down that rebellion!" and tho pollco
must either obey or resign. The sever
ity of their task may be understood
by Imagining the pollco of Cambridge
and of New Haven trying to suppress
the Indignation of the students at Yule
and Harvard and at Hiidcllffe, In ad
dition. Tor we read that the young
women of tho Russian universities are
as eager for reform as are tho young
men, and that they suffer Just as much
In their eagerness, Now It Is an ex
traordinarily serious thing for any
government to bo openly at war with
Its young men and young women
with the younger generation. In n
spirit of fuif or In a moment of reck
less enthusiasm our own college stu
dents may lightly mock some munici
pal ordinance; but ns for defying tho
police, and through them the olllclnls
of the government, and as for being
(logged Into submission and bundled
Into Jail by the score that's a matter
of darker hue. It seems that all thoso
who represent Russian youth In tho
arts and tho sciences aro In a stato of
sedition. Wo fancy that Nicholas and
his coadjutors nro not giving all their
attention to tho Mauchurlnu question.
Tho younger generation Is lullammn-
bio, and Russia Is foolish to bo ludlf
ferent to that fact.
The congestion of population In cities
Is not peculiar to this country alone,
though It Is probably moro marked
hero than elsewhere. It has prevailed
In Great Iirltaln, but has been less no
ticeable on tho continent. It Is Inter
esting to observe that It Is most preva
lent, generally speaking, whero com
mercial and Industrial activity pre
vails. Tho growth of tho German capi
tnl, Ilerlln, for ono example, has been
exceptionally rapid for tho continent
slnco German Industrial activity set
In within recent years. Until a dozen
or fifteen years ago It was rather n
sleepy city, oven after tho consolida
tion of the cmplro, but by If KM) It had
advanced to 1,843,000 popiilatlon and
Htood fourth among tho world's cities,
London, Now York and Paris outrank
ing It anil Chicago pressing close be
hind It. Koiently a new census has
been taken and It now numbers 1,001,
r07, showing growth at tho rato of
aboht 110,000 per year. This rato has
been surpassed In Chicago and no
doubt this city now ranks fourth In
the world. It Is u curious fact that
of the four cities of tho world tho pop
ulation lu each of which exceeds -',-000,000
two nro In tho United Stntes,
tho youngest In tho list of considera
ble nations. One might think It acci
dental lu some way, but It Is also true
that tho United States are tho only one
of tho world's nations that has more
than one city of moro than 1,000,000
population, Tho last census gave us
three and lu equity should have given
us four, for the populous suburbs clus
tered closely about lloston aro as truly
lioston as tho Hack Kay and Ueacou
street regions themselves. Within a
radius of twenty-live miles around tho
capltol on Reacon hill thero must bo
considerably more than 'J.000,000. Tho
development of street railway lines
has checked tho congestion or rather
spread It over wider space for each
city, and that, together with the "good
roads" movement, will tend to send u
return tlow from the urban Into tho
rural regions, but It will remain tbjit
urban growth will attend Industrial
activity and tho grave and abiding
problem will continue to bo liow to
keep It as nearly healthful as possible.

Now, necessarily, when tho new girl
baby arrived there was much discus
sion among the members of tho fam
ily as to what her name should be.
"Wo will call her 'Gertildlue,' " said
tho ilrst grandmother. "I saw thai
name lu a story once, and always
wanted to try It on a baby."
"Oh," murmured tho Becond grand
mother, "that would never do. Let
us call her Fanehon. "
"Rut don't you think 'Ettessa' Is a
pretty name, and so odd, too?" put In
ono of the aunts.
"Kxcuso me, ladles," ventured the
poor father, who sat uearby, "but you
seem to forgot that wo aro trying to
tlnd a naino for a human being, aud
not for a tivo-cent cigar," ltaltlmoro
American.
