Lord Kitchener, in a dispatch from Johannesburg sends reports of sharp fighting in tho Orango River and Transvaal colonics. Tiie engagements occurred at points wjdely apart. Tho stato department has recoiovd from Mr. White, secretary of tho embassy at London, a copy of notico recoived by him from tho Britsh foreign olllco in regard to permits from porsons desir ing to proceed to South Africa. Lord Lansdowno, in forwardinc tho notice. calls attention to tho fourth para graph, which states that "subjects of foreign notvors who may wish to pro ceed to South Africa from ports in tho United Kingdom can obtain a permit on production of satisfactory evidence froi thoir respective em bassies or legations in London." Each applicant for a permit must produce a certificate to show that ho is in possession of at least 100 ($480)? or is in a position to maintain himsolf upon arrival in South Africa; that the object of his iournoy is bona fide. and that ho has not beon deported or sent out of his country as indigent. Every effort to decrease tho expens es of tho American army in tho Philippines is having littlo effect, owing to tho incieaso of army sta tions, duo partly to tho activity of tho insurgents on tho island of Samar, in Datiiiiga and TayabiiH provinces, and in other places, and also to tho establishment of municipal govern ment in many towns, which has necessitated ronding troops thoro to precorvo order. Captain J. S. Park, Jr., with 30 men of tho Twenty-first infantry,- en countered (10 insurgents last weok at Alaminos, in Lugunii provinco. Four of thu enemy wero killed and several of tho guns wore captured and their barracks destroyed. A detachment of scouts of tho Sec ond infantry also had a small engage ment with tho insurgents, in which thoy killed niuu and captured four. Lieutenant John I). Hartmaii, of the First cavalry, during an expedi tion, encountered tho enemy six hop arato times without losing ono of his moq. Ho destroyed sovoral barracks. General Boll, who is in command of tho American forces in Batangas provinco, Luzon, has praised Lieu tenant James D. Tilford, who, whili scouting with troop D, of tho first cavalry, routed an insurgent forco in that province. Lieutenant Tilford located 11 rebel stronghold on top of a hill near tho town of Batangas. Ho surrounded the enemy undor cover of night and attacked thorn at daylight. Thoir surprise was complete. Nine teen insurgents wore killed while at tempting to escape.
