active in partisan contests merely for
the revenue their interest in them
yielded, ilnd that their chicanery,
their commerce in votes uiiiltlioir cor
rupt manner of transforming tho pub
lic expression of electors in tho ballot
box will now avail thorn nothing.
This is indeed a happy consummation.

give them uourago to assumo their

candidates for publiu olllco has been
changed by tho now primary law
which tho Htipremo court of tho stato
decided on Monday to bo constitu
tional. Tho manner of choosing men
to ropreeout tho parties in public cam
paigns has been so mod Mod as to rev
olutionize results and in many ie
npeots to cause tho pcoplo to rejolco in
tho protect ion they thus receive.
Candidates will bo nominated by
direct vote of tho electors on tho samo
form of ballot and in tho same man
ner otherwioo as at general elections
horutofoio, which renders dishonest
primary results impossible and packed
conventions unnecessary. Nt) faction
can pack tho primaries against other
factions of its party, nor can an en
tiro party pack tho primaries agaiiibt
tho opposing party.
In short, tho Loekwood primary
law makes it possible for the people of
all parties to go to tho polls and de
termine for thontholvcs who shall bo
their candidate in tho city, county or
state election, That is a privilege the
people have not heretofore been per
mitted to enjoy. Tho right was
theirs, but thoy woio not protected in
its enjoyment. Tho full protection
and support of that right constitutes
tho chief elements of virtue in this
new law.
Kings and ring-leaders arc thus
shut out, Ward-heollng will bo an
unprofitable employment, and ward
hooters havo lost their occupation.
It is indeed a good law and one
in which tho people, if they do their
full duty intelligently and patriotical
ly, may elect tho beat inenobtniuablo
for public positions. Failure to do
that may, it would appear under tho

That tho state superintendent of
instruction should boa thorough edu
cator, n until of broad intelligence and
practical business ojtpericncc, especi

history of our commonwealth, is be

intendent J. I). Leo, of tlio Oregon
penitentiary, has been received by
Tho New Age. It is unusually full
of important details and very com
pleto. Mr, Loo is making an ideal
superintendent of that institution,
as is shown by tho many improve
ments ho has made in evory depart
ment of his work since ho assumed
charge of it.
Yestorday was a proud day for
Portland. The fair fund of WOO.OOO
had been moro than suKsoribed within

moro is yet to come in. Hence, the
amount of Portland's contribution
