Tho war de partment has mado public tho annual report of Brigadior General Goorgo M. Randall, commanding tho depart ment of Alaska. Gonoral Randall lays much stress on tho rigors of an Alaskan winter. Tho cold ho says is intonso and continues so from No vember to April, with severe and fre quent blizzards. Thoro is no dock ago for ocean vossols at tho supply port, Fort St. Michaol, nnd all sup plies must bo lightered from ships in tho open. If tho weather is rough tho work of lightoring becomes im possible Gonoral Randall says that tho most important work in tho depart- mont, after providing for tho housing nnd supply of troops, was that of con structing tho military telegraph lino and military road through Alaska. Tho.total length of tho lino construct ed up to August 15 was about 400 miles. Tho work is being pushed as fast ns possible, nnd by tho close of navi gation this year it is hoped that tel egraphic communication between Fort St. Miohael and Fort Gibbons, 420 miles distant, will havo boon es tablished. Tho constructing of theso lines, General Randall says, is attend ed with many diclllultics peculiar to an Arctic climate Owing to tho isolation of army posts and to tho lack of facilities for in struction in drill and for convening court-martial, Gonoral Randall says, troops loft to servo there for several years must deteriorate in military clli ciency. Ho, therefore, recommends that troops stationed in Alaska bo rolioved overy two years, and that only men with nunc than two years to sorvo bo ordered thoro. In con clusion General Randall says: "Tho location of department headquarters in Alaska for tho past year is be lieved to havo had a pionouneed ben eficial effect toward tho protection of person and property and tho estab lishment of good ordor in tho terri tory. This has been accomplished without1 friction with tho civil au thorities, and in harmony, it is thought, with tho sentiment of nil law-abiding and self-respecting citi zens." tRAN80MTCTl Money for Miss Stone's Release to be Ad. vanced by United Stales. Paris, Oct. 10. A lot tor received by tho Havas agency from Salonica. dated Oatober 0, says: lho American consul hero has just received orders to mako tho ar rangements with tho vail (governor) for tho payment of the ransom of Miss Stono. The United States will advanco tho mouoy, afterwards set- tiling with Turkey. "Tho Turkish authorities havo made numerous arrests among tho Bulgarian population, without dis tinction of religion, and nearly all havo lcon nut to torturu in thn hnim of abstracting information. A prison or named Dimtri said an under standing oxisted between tho proles- cants ami tho Maccuooninn commit tee, and that Miss Stono was oven acting in concert with them with tho viow of obtaining funds for a political-religious propaganda. These declarations, wrung from Dimitri un der torture, aro valueless. What is certain is that tho captain of tho hand designated for the paymout of the ransom a place in tho proximity of the Roumanian frontier, which proves that ho hopes to escape tho Turkish polico, and that the Bulga rian polico do not cause him anxiety, "Tho condition of a If airs is shown by tho fact that fio or six bands of brigands of 12 to 15 men each havo become so bold between Strumitza and Kuprili that tho ollicials of tho Oriental railroad have requested tho military authorities to reinforce tho troops guarding tho track and bridges."
