THE NEW AGE, , PORTLAND. OREGON. .BMMaMMMNMMm -MSBBBBBSMawsHSBBBaai TOPICS OF TUB TIMES. An usual, Lo, tlio poor Indian, got Jt where he wears IiIh beads. England Is working off the metal of its condemned Kiins as medals. Unless a man has an exceptionally cowl memory he should not sot himself up as a liar. A woman In Pennsylvania has been deprived of speech, but It took a flash of lightning to do It. It seems certain that a combination of all the match companies In the world would lead to a general strike. An Indiana postmaster resigned 1G0 times before he could shake off the Job. Ills salary was 10 cents a day. The statement In a Kansas paper that Carrie Nation had been fined $100 for "mushing" wns Interesting only until It proved to be a typographical error. Americans are always daring. Mr. Ycrkcs now advises Englishmen to get rid of parliamentary interference In business. He would like to make "a tew quick changes." A Massachusetts man expresses him self as confident of being able to live sixty days on three pints of water per day. The country Is full of men who are willing to bet they can live sixty ilnys and never touch water. Prof. Trlggs of the University of Chi cago has broken loose again. This time lie criticises the Constitution of the United HUites. He says it "was made upon a false basis." There Is nothing left for Trlggs to tackle save the uni verse and Its basis. Mark Twain complains that when one Is young a dollar would buy him a hun dred exquisite pleasures, but he M.ti't the dollar, and when ho Is old he has the dollar but can't llnd anything worth buying with It. Tho trouble, however, is not In the dollar, but In Mark, There Is talk of estubllsltlng a worn au's college of matrimony In Chelsea, England, where the duties of a wife will become the subject of a two years' course of study. The success of such an Institution would be assured only upon the guarantee of a "situation" upou graduation. The famous French chemist, Marcelln Uerthelot, who discovered smokeless powder, Is now cugaRvd lu searching for means by which palatable foods may bo produced by chemical combina tion. ' This will save considerable wear and tear on the farmer and make kitch en work as Joyous as chemistry. There Is nothing, wo believe, which Is more needed lu American life to-day than business men of broad and liberal training. The change lu business or ganization through the concentration of capital has created new positions of power and responsibility lu the Indus trial world. These call for a higher grade of education on the part of the leaders of enterprise than was demand d In the past. It Is a long tide that has no turning. American colleges have hitherto been debtors to the colleges of Etirope for proft'HNors as frequently as their teach ing staffH could thus be recruited. Hith erto the universities of Europe have Biieered at commerce as outsldu tho purview of university education. Prof. Ashley of Harvard has been appointed bead of the new department of com merce lu the Uiih erslty of Dinning limn, famous for the manufacture of wooden screws and politicians named Chamberlain. The story that Johu 1). Rockefeller Is to make his home lu England Is proba bly Incorrect. Hut If such a thing should happen It would hasten the day when the United .States will adopt ilrtutle measures to check the evils of absentee udlllouarlsm. Of course, says tho Chi cago American, we have no objection to the expatriation of any money-heap-r r who tluds the air of America too raw for his lungs. Hut we do object to hav ing tho wealth accumulated by tho en ergy, litlror and Ingenuity of tho Ameri can people sent abroad to maintain n useless colony of Astors, Ilradley Mar tins and Van Aleiu, When tho owner it hip of American property Is transfer red to Europe by hundreds of millions at a time the process iiMJtiim's the pro portions of a national dlwistcr. It will have to be stopped. If uothlng else will stop It a graduated Income tax reaching SO per cent on overgrown rev enues sent to owners living abroad probably will. Those people who run over from Eu rope for a mouth lu order to collect data for tho writing of a book on America ought to have been at El lteno when tho Kiowa and Comanche lauds were pportloned. They would have seen a ro markuble phaso of a remarkable peo ple. Tho lottery conducted by tho gov ernment will be considered by tho histo rian as one of the unique events of tho world's history. Its semblance cannot bo found In the annals of any other country. Like all Amerlcau projects It worked smoothly, Thero have been no complaints of Injustice, Ono of the re markable features of the drawing was tho conduct of tho 1S0.O00 people. It was feared that lu such a crowd thero would bo lawlessness and disorder. On the coutrury thero was the utmost good feeling. Rough good nature wns to tho front and there were Instances of self sacrlflco and chivalry that would havo done, credit to any community. Tho American people arc the most wonder ful people In the world. They pursue the dollar persistently and spend It magnificently. They are the best fight ers now living, and at tho same tlmo they are tho most restrained and best poised, the biggest hearted as well as tho shrewdest people on tho globe. Illstoilnn Maclny Indignantly denies the charge that any part of his Immor tal work wns stolen from the Edin burgh Review. "Tho Idea that I havo committed any act of plagiarism In my history," he exclaims, "Is simply pre iwsterous." Of course It Is. Compare these two passages, as tho New York Journal has done, nnd the alwurdlty of tho notion hat one can have been stolen from the other becomes manifest: EDINBURGH REVIEW. Taking Mr. James at his word we turn to Vol. II., pp. 8M-5, and there wc llnd the French privateer HordehilH, "an ex traordinary fine ship" of twenty-four guns, striking hor colors to a Urltlsh frigate of forty-six guns, "without, ns It appears, making nny reslstunco" cer tainly without provoking any comment from Mr. James. MAOLAY'S HISTORY. Taking Jamus at his word, we turn to Volume II., pnges 351, 355, nnd find him referring to the French privateer Uorde lals as an extraordinarily flue ship of twenty-four guns striking her colors to a Hrltlsh 40-gun frigate, ".without, as It ap pears, limiting any resistance," certainly without provoking any comment from James. The differences arc obvious. The Edinburgh Review spoko of "Mr.' Jnmes. Maclny lea.ves out the Mr. The Edinburgh Review had no comma nfter "word." Mr. Maclny puts one In. The Edinburgh Review referred to "Vol. II." Mr. Maclay siienks of "Volume II." The Edinburgh Review abbre viated "pages" to "pp." Mr. Maclay spells out the word lu full. The Edin burgh Review put In the llgures "354 5." Mr. Maclay makes them "354, 355." The clause nlxmt the French privateer Itordelnls ban sovernl new words in tho Maclay version. Finally Mr. Maclay onds ns ho began by leaving out tho "Mr." from before the names of James. This critical comparison makes It evl dens that Mr. Maclay owes nothing to anybody. Tho construction of his his tory Is as original ns Its facts. "What tlmo Is It?" Few questions arc more common than this, and yet ench day tho United States Government goes to a groat expense In giving It an ofllclal atwwer. To ascertain the in stant when M is noon on the seventy fifth meridian, nnd to send that Infor mation all over tho country, Is a great ami a costly task. The Astronomical Obscrvntory lu Washington computes tho truo time, which Is thence transmit ted by electricity to every Important city and town. About flyo inluutes be fore tho Wnshlngton noon tho telegraph companies cut off all their regular busi ness, except on lines whero they havo more thnn ono wlro. They then connect nil Important iotnts, from which thero may bo numberless ramifications, with an ulectrlc wlro going Into the great clock In tho observatory, so that all over the country Its tickings may bo heard. For the ten seconds Just before 12 o'clock there Is slleuco, which Is broken by tho "noon bent." Regular business Is then resumed, In some cities the wire connect with a time-ball which drops with the noon beat. Tho time ball In Wnshlngton over tho State, War and Navy Department building Is three feet In diameter, and can bo seen from all parts of tho city. Crowds frequently gather about to see It fall, a distance of twenty-one feet, high In tho air. Tho man whom somo of the spectators sup pose to be dropping tho ball Is merely there to hoist It again to Its place. In the building beneath are twenty-three clocks which are each day automatical ly corrected by It. An olectrlcal device "seta" them, placing hour, mluuto and second hands exactly vertical nt tho Instant tho ball drops. The hands that, nro too fast are pushed back, and those that are slow are thrust forward. Al though. Washington Is on tho seventy seventh meridian, the noon hour Is for convenience computed for tho seventy fifth, the tlmo standard for the eastern part of the United States. In the cen tral belt, which Is governed by the nine tieth meridian, the slgual from Wash ington means 11 o'clock, lu the Rocky Mountain belt It Is 10 o'clock, and on the Pacific coast It Is 0. A Coronn Prison. Describing a prison lu Coren, a recent traveler says: "The gate was wide open and tho court yard full of prison ers, and the surrounding buildings were old and tottering. I asked the chief, whom one of tho two or three listless attendants called for us, why tho pris oners did not run away. "Oh," he re piled, "they would be caught again and kept longer. Now they will get out soon," Rut ns 1 looked nt them I saw they did not run beonuMi they could not. Tho life was beaten out of them. The keepers brought tho heavy rod cord with a brass hook nt the end tvusscd up a man with It to show how tho boat ing was done, and then brought us tho stiff rods with which victims were pounded over the shins and thighs un til tho beaten spots were simply mass es of festering rottenness. Thero was a room, black, foul, leprous, In which tho mun were fnstonod U tho stocks. The Ulnek Hole of Calcutta was scarce ly less merciful than this, Tho Earl of Seatleld holds Great Britain's record ns u treo paluter with 00,000,000 trees planted on 40,000 acres lu Iuvernessshlre. A policeman, like n rainbow, Is n token of pence, and both have n habit of appearing after the storm U over. 008T 91,000,000. The Portland H. O. BOWERS, WMSfff. American Plan, $3 Per Day and Upward.
