This gentleman said: "1 know of one man In the province of Clenfuegos who has been compelled to pay vast stuns annually In order to prevent the destruction of bis property. this money has been paid to. a man who figured prominently In the last -evolution and who has a plan all of Uls own for forcing money from wealthy people. This man, who makes 'he collections, Is supposed to have a large following In that province, and or this reason It Is an easy matter for him to Intimidate those who feel that 'hey have not the protection which tho law should give. "He will go to tho owner of a largo plantation and ask to borrow $500 or $1,000 for a few weeks. The owner of the plantation knows that It Is useless to refuse, and ho knows, too, that tho money paid out In this way will never he paid back to hint. It Is a tribute which he feels he must give to those who are supposed to have sotno Influ ence because of their connection with tho late revolution. The money la paid without a protest, nnd It Is not long be fore nnother request for funds Is made. "It Is largely duo to tho lack of moral courage on tho part of thoso who nro held up thnt these bnndltH, for bucIj they are, aro able to contlnuo their work. The ntnn who has money feels that If he does not comply with their demands ho will have, his property de stroyed nnd In this way lose n great deal more In a single day or night tiinn he will be asked to pay the bandits In a lifetime. If the property owners would get together and refuse tho de mands of these scoundrels they would have some chance of putting an end to their work. Hut they are afraid to do anything, nnd for this lack of confi dence which they have In thoso who are Intrusted with enforcing tho law they must pay it tribute. This Is what makes tho life of the Cuban bandit such a prosperous one. Of course tho men who hold up property owners In this way do not consider themselves ban dits. In fact, they are never nfrald of the law, as they operato In n way to keep on tho safe side. They do not make any threats. It Is not necessary for them to do so, for It Is understood by tho man who Is held up thnt they will do him Injury If he does not comply with their demands." The story of tho gentleman quoted above Is doubtless a true version of tho matter. Hut It Is a fact, too, that there are bandits In Cuba who operate In n manner which brings them moro close ly under tho definition of tho term ban dits. Thoso bandits have been operat ing In Cuba to some extent during tho past year, and It appears that they aro Increasing rather than diminishing. This Is due largely to the utter Incfll cleucy of the rural guards In the past. Tho Czar'H ForoMs. ltussln has elaborated n system for the protection of her forests as strin gent In Its provisions as If It were Insti tuted for tho protection of human be ings. Only so much wood may bo cut down annually In each locality as will be compensated for by tho growth of tho remaining trees, nnd all the clear ances made tiro Immediately replenish ed by young plants, says a writer In Pearson's .Magazine. Kvett private own ers of forests are not permitted to cut down their trees except under govern ment Inspection. No nbsolute owner ship lit trees Is now recognized, In fact, but that of the state. As a matter of fact, a very large part of the Russian forests belong entirely to the state. Tho largest private, or rather setnl-prlvnte, proprietor Is tho administration of tho Imperial appanages, which possesses numerous estates, tho revenues from which tiro devoted exclusively to tho support of the members of the Itusslau Imperial family. Tho total area of theso estates Is a good tlenl over 20,000.000 acres, nelng situated In the most diverse districts, nn extraordinary variety of subtropical and temperate natural productions Is cultivated, Including sugar, tobacco, cotton, wine, tea, fruit, roses, as well as grain of every kind. The principal culture, however, at any rate In extent, Is timber, forests, rcoverlng nearly 15, 000,00 acres of tho total. In the ex ploitation of theso forests the greatest care has to be given. Cool Costume In tho Philippines. The mode of dress lit the Philippine Is simple and cool In the extreme. The ordinary costume among tho well-to-do of nil classes Is made of white sheeting. A coat and trousers mado to order costs but 2. The coat buttons up closely about the neck. A thick felt hat of broad brim, n pair or white can vas shoes, a light under vest and socks, and there la your Philippine costume all the year round. About eighteen of these suits are sutuelent for a new comer In ordinary standing, but ho tuust expect often to wear two a day. Many a man who lives uext door to a church Is unable to describe Its Interior arrangement.
