courts in this case. As I view it, a
crisis has arisen in tho stato affairs

courts and lawyers.

wo may think of their forms of gov
ernment, criminal law is enforced and
lynching is unknown.

FIRE OUT IN THE LAKE.
Twelve or Thirteen Lives Lost as the Result
Others Rescued by Tugs.

sult of a firo which destroyed a tem
porary water works orib two miles off
tho Cleveland harbor yesterday.
Twenty-six mon obeyed tho ordor
of Manager G. C. Vunduscn when tho
flames broko out and took rcfugo in
tho water on floating pieces of wreck
age Four of them lost their holds
upon their frail floats and sank be
neath tho waves just as help reached
their comrades.
Tho crow of tho tug R. Spronklo
heard tho fire whlstlo blown from tho
crib and raced to tho bcciio from tho
harbor. She picked up 18 of tho sur
vivors who had drifted to tho west of
tho orib on thoir floats of board and
wreckage.
Tho crib is a total loss. It was a
frame building, 200x50 feet, the sides
sheathed with iron. It is now
charred, shapeless mass of wreckage,
and mingled with tho blackened tim
bers aro hlackoncd, rusted and twisted
pieces of plates of iron and steel.
Tho crib and machinery wcro tho

iau, contractors. Thoir loss will ex
ceed $200,000.
Firo and harbor tugs with rcsouing
parties on board reached tho crib
soon after tho flames broko out, but
when they arrived tho structure wan
a soothing mass of flames aud all
hope of saving it was abandoned,
After an hour's hard work tho
flames woro diminished enough to
permit tho firemen to climb up tho
charred stops and light tho firo from
tho interior. Then tho horror of tho
calamity was first realized. Every
thing was a total wrcok, Whilo tho
flromou woro pouring water on tho
flames tiioro was a roaring furnaco
beneath which could not ho reached.
After two hours of hard work fivo
charred bodies, burned beyond recog
nition, woro found.
Whilo this was going on strenuous
efforts were being put forth to reach
tho men imprisoned in tho tunnel,
whoso air supply had apparently been
shut off entirely by tho burning of
tho machinery. At tho mouth of
tho shaft it was liko a furnaco, and
tho iron work was red hot from tho
flumes. Tho water that was thrown
on it turned it into steam at once.
Finally after a dolugo of wator had
been thrown on tho smouldering
shaft entrance, a voice was hoard
from tho bottom calling for help. A
rope was dropped down tho shaft,
aud slowly and carefully tho man at
the bottom was raised. In quick sue
cession six others woro brought up
from tho foul and stifling air of tho
tunnel. All wero in a pitublo condi
tion. They reported tliut two othor
men woro lying unconscious at tho
bottom of tho shaft. A workman vol
unteered to rescue these mon, aud ho
was quickly lowered into tho shaft.
In u few moments tho unconscious
men wero brought up moro dead than
ulivo.
Tho tunnel, which has boon tindor
course of construction for several
years, and is still far from complete,
has been tho cause, all told, of tho
loss of more than 30 lives,

Incendiary Pamphlet Spread Broadcast In
Manila.
Manila, Aug. 10. A pamphlet was
published broadcast yesterday con
taining an attack on the Untcd States
Philippine commission, signed by tho
Centro-Cathnlio. All tho members
of that body deny having any con
nection with the publication. They
believe the pamphlet was issued by u
local paper in an endeavor to crcato a
sensation, The pamphlet wus nomi
nally in favor of the church, culling
on tho people to rise in their might
uguiust Judge Tuft, tho civil gover
nor, uud "tho rest of tho rioket brawl
ers running the government of tho
United Stutes," and saving: "They
have declared war ugainst God."
New Buildings at Navy Yards.
Now York, Aug. 10. Within tho
next few weeks tho navy department
will advertiso for bids on tho con
struction of four new structures ut
tho Brooklyn nuvy yard, to cost in
tho neighborhood of $1,000,000,
These buildings, with tho erection of
u great coaling pier from the cob
dock, u number of buildings on tliu
ordnance dock, and tho completion
of the work already under way, will
cull for an expenditure" of about
$2,000,000.
