THE NEW AOE, PORTLAND. OTIEGON. TOPICS OF THE TIMES. A bnnnnn trust Is the latest fruit of Ibis business lu making curuem lu trade. From the giillnnt old Constitution to tbe wonderful Olympln, wlint ft stride la naval history! The new bank bills nre "powerful" gly, but there seems to bo no trouble In disposing of them. In fact so much does golf seem to bo preadlng, after a while the earth may not only bo called a ball, but a golf ball. It'H not exactly known what tlio weather says to the trees when the au tumn leaves, but It makes them change color. A special typewriter has been Invent ed for the blind. What for? Even a Mind man can securo a typewriter who can see. A woman recently wheeled 800 miles with only live hours' sleep. Sho ought to get a leather medal and ninety days lu Jail for that. A painter may be an artist or an artl an, anil the same rule holds good with ionic of our poets and, also, with some of England's poets. Iluylng Texas mules for uso In South .Africa will have the effect on the mili tary establishment of the Mrltlsh sol dlcrs needing a greater rear guard. The Queen of Holland will get a rep ntatlou as u cynic If sho lmckH up tho remarks sho Is (pioted as maklng-that die doesn't Intend to marry at present because she wants to enjoy tho first part of her life. A war lu South Africa commands su preme attention lu this country. A generation or two ago It would havo been almost Ignored. So much havo iiiimau Interests been extended, and so much nearer has tho "brotherhood of man" been brought. While Marconi's system of wireless telegraphy was rendering practical ser vice lu Us rapid and accurate accounts of tho Columbia-Shamrock yacht races, T'.'hIh took occasion to again Inform the world of some very wonderful Inven tion of his own In the same line that Is bout to Ht'iul the Marconi system far Into the background. The public has declined to get excited over Tesla's In ventive pipe dreams and will await re mits before Indulging lu any salvos of applause. So far as tho record goes TcHla's Inventions are a good deal like the thoroughbred hobo. They will not work. The stand taken by Mlshop Totter In New York against the divorce evil has liad a good effect not only lu ranging the I till iii-ii t ttil and wealthy KpltU'opnl denomination against It, but also lu purring the Presbyterians to action at the meeting of the synod of New York. The Presbyterian synod enjoined "upon Its ministers absolutely to refuso to marry divorced persons, except It Is the Innocent party under a divorce granted for reasons fully recognized lu the New TcHtameut." This Is more liberal than the stand taken by Mlshop I'otter and more fully accords with the prevailing entlmeut that the Innocent should not be made to suffer with the guilty. Kuglaud Is being Invaded by the mos quito, an Institution which heretofore It has only known by hearsay. It al ready knows enough by actual contact with the newcomer to Ikj greatly alarmed at the Invasion. Whether tho new Immigrant got In with Imports from South America or timber from Canada, or was purposely transported from America to quicken the British conscience, Is not known, but the Insect lias got a tlriu foothold on Ilrlttsh soli 4 id has come for more than a nominal visit. The entomologists are trvliiir to account for Its long delay In visiting Knglaud, but this does not lessen Its Ktlug. nor Its possibilities of multipli cation. Its faiulhir song will doubtless long abide lu the laud. Perhaps, con sidering the consequences of tho new Invasion upon the peace and tranquil lity of the Island, the Queen has done well to call out the entire mllltla ro erve, While the Increase of armies In Ki rope Is now so slow that It may Ih said to have practically ceased, the conti nental states are working with luces Mint energy toward the creation of big navies. It Is evident that lu course of time the forces atloat, unless a change of policy Is compelled meanwhile, will bear comparison In offensive strength with the torccs ashore. The other day we had the news that Kussla had es tnbllshed a naval credit of 87,000,OtHi rubles, which, of course, means a tre mendous addition to her tlrst line of defense and offense. Franco Is douu something all the time lu the building of small and swift destroyers, while Italy, though crippled as to resources, Is by no means Idle. Kveu poor Spain U considering how to get ten Iron clads, lu (icrmany the latest naval estimates mean that the Heating arma ment Is to come well abreast of the American, and If the Kaiser has his way It will equal that of France. The question Is asked by economists, Whore Is all this armament i-ulug to stop? The Kuropean powers are now so deeply lu debt that (hey can hanlly hope to get out lu centuries, If they ever do so at all. Ships cost millions; they are un productive Investments; their types Altar mo quickly that the tlrat-eliuu battle-ships of to-day are tho second class ones of to-morrow; Improvements In guns and armor-plate are compelling' each power to undo completed work. Afar to the northwest of tho Klon dike gold-fields this time oil United States soli, but on a waste unspeakably bare, desolate and Arctic some placer gold-mining has lately been begun lu regions which ate known as the Capo Nome and Kotzebuu districts. Nome Is a capo and Kotzebuu a sound, but both mining districts aro far Inland frotn the coast. Neither of the districts has any growths of timber. To them all the fuel used In mining must be carried. Tho hardships experienced by miners are far more severe than those likely to bo encountered In the Klon dike. Hut thither miners are Hocking In largo numbers, although It Is known that more than a hundred men of one expedition perished of scurvy, nnd tho returns lu gold havo been but meager. It Is a strange, yet perhaps on tho whole a creditable characteristic, that hardships and suffering, and oven des olate surroundings and depressing cir cumstances, seem to attract men of our race. An American public man onco said: "There Is no employment, no matter how terrible and repellent It may be, for which a man cannot bo found. At any rate, I shall not doubt this so long ns there aro two appli cants for every vacancy on the Nan tucket light-ship." The men upon this ship must spend months lu practical solitude, anchored llfty miles from the shore, seeing only their few compan ions, having only the uwt restricted opportunities to go on land, restlessly heaved to and fro, night and day, and subject to death In any furious, over mastering storm. Tho new gold-Holds where death Is nearer at hand than gold literally yawn with privation and misery as compared with tho Nantuck et light-ship; and yet men seek them, Impelled by the gambling spirit that makes mining attractive, and by a love of desperate venture over which they apparently have no control. The conference of commissioners on uniform State laws which was held In llufl'alo last August has had published through Its committee on publication tho acts that were prepared on divorce and considered at tho several sessions of the conference. One of these acts enumerates thoenmpctont causes for di vorce as follows: Adultery, extreme cruelty, habitual drunkenness or tho continued habit of Intoxication, con viction of felony, with Hontouee of Im prisonment to a State prison or peniten tiary, and continuous desertion, tho tlmo limit to bo specllled later. Fully as Important as this definition of causes are the provisions of tho other act, which relate to questions of pro cedure. These aro alined against tho practice of chasing from one State to another to escape the Jurisdiction of tho proper courts and against the equally pernicious practice of secrecy. A reasonable period of residence Is specified, and the greatest care Is taken that due notice of suit shall bo given, and that there shall bo no unseemly haste lu arriving at and announcing Judgment. As to the causes there can hardly be a rational difference of opin ion. They aro all HUlllclent, and If nothing less were accepted as a Justlll cation for divorce under the regula tions of the second act the number of legal separations would diminish amaz ingly. Mut supposing that there were a general acceptance of tho causes nothing could be accomplished In a re formatory way without tho regula tions. Ah matters stand now the spirit of tho laws Is constantly evaded by dodges of many descriptions. Once a man or woman has lost respect for the sanctity or tho serious contractual character of marriage, and the way for a separation Is clear, especially If there be an Inclination toward collusion. The evil has grown to enormous proportions and has become a really dangerous menace to society. If tho barrier of a traditional sentiment did not still exert' great Influence, inarrlago as an Insti tution would be deprived of all Its de fenses. Mut lax laws create a lax sen timent, anil every tlmo a divorce Is granted for Insutllcleut reasons new strength Is added to the Insidious and demorall.lug forces already at work, ltiitzen advocates for tho abolition of restrictions who have enjoyed tho lib erty of doing what they pleased help to" break down tho resistance of others by boldly Justifying their own license and encouraging discontent and rebel lion. There Is no subject lu which tho welfare of society Is more deeply In volved, and tho States should try to get together along tho Hues suggested by tho conference. Metropolitan llt(fgnm' Trust. Tho New York police havo recently miulo tho discovery that most of tho successful beggars In the city belong to a trust. The Moggnrs' trust Is said to own a large house lu Mrooklyn, which provides every description of beggars supplies, Including bogus wooden arms, legs, humpbacks, pitiful placards for alleged blind men and cripples, etc. Tho beggars pay tho trust a certain percentage of their earnings, ami tho trust regulates the hours of their labor, selects the districts, furnishes a list of charitably disposed people, and looks after members when 111. Tho police say that several wealthy and cultured mendicants belonging to tho trust live lu fashionable tlats. Several attended tho grand opera last season, and ouo rides In his own carriage. lintiom Cnurttutr Coiismimttlon. More cases of consumption appear among needle makers and lUeumkers than any other class of laborers.
