Locks, Oregon. As

tional Environmental
Policy Act, Rural De-
velopment has ap-
proved an Environ-
mental Assessment
prepared by Ten-
neson Engineering
Corporation
that
evaluated the poten-
tial environmental
effects and conse-
quences of the pro-
posed project. This
notice announces
the availability of the
Environmental As-
sessment for public
review and com-
ment, and USDA is
publishing this no-
tice in accordance
with Section 106 of
the NHPA review.
The proposed pro-
ject consists of: con-
struction
of
a
480,000
gallon,
above grade water
reservoir and instal-
lation of 1,010 lineal
feet of PVC water-
line adjacent to Har-
vey Avenue; re-
placement of 3,930
lineal feet of water-
line in WaNaPa
Street
between
Wasco Street and
Forest Lane; re-
placement of 2,050
lineal feet of water-
line in Forest Lane
from WaNaPa Street
to Hammond Av-
enue; replacement
of 2,700 lineal feet of
waterline in Adams
Avenue and Ruckel
Street; extension of

any work uncovers
human remains dur-
ing
construction;
preparation and im-
plementation of a
Stormwater Man-
agement Plan; and
any other mitigation
measures identified
through consultation
with the National
Marine
Fisheries
Service, the U.S.
Fish and Wildlife
Service, and the
State
Historic
Preservation Office.
The
alternatives
considered to the
proposed project in-
clude: a no-action al-
ternative; two differ-
ent locations for the
proposed water tank
located near the ex-
isting Dry Creek
Reservoir and also
on the access road
going to the Dry
Creek Reservoir; up-
grading one of exist-
ing water wells in-
lieu of construction
of the new well; vari-
ous other transmis-
sion and distribution
water main improve-
ments to serve the
alternate water tank
locations. Detailed
