According to Rancier, the
state water resources depart-
ment must now prove “in-
jury” to water rights. There

Though the cross transfer
is filed as “permanent,” the
city will weigh options that
could alter the deal in the fu-
ture. In the staff report, the

be processed to reverse this

WILLIAM SHAKESPEARE was born April 23, 1616, making
next year the quadricentennial of the Bard’s birth. His par-
ents were John and Mary Shakespeare, and his hometown is
Stratford-on-Avon, England. The list of the beloved play-
wright and poet’s works has recently expanded: scholars de-
termined this month that “Double Misfortune,” a 17th cen-
tury comedy of long-unknown authorship, could be ascribed
to Shakespeare.

For years, Cascade Locks
has tried to bring the Nestlé
plant to town in order to
boost the local economy with
a fresh source of jobs and tax
income. The deal would cre-
ate an estimated 50 jobs and
boost the city’s total tax rev-
enue by 67 percent. The city’s
unemployment rate is nearly
19 percent.
At its proposed plant,
Nestlé hopes to bottle 100
million gallons of spring
water annually and sell it
around the Northwest. That
amount sounds daunting but
it only accounts for 1/80th of
the state agency’s water
right — 1.25 percent. Citizens
of Cascade Locks use rough-
ly that each year in water
utilities, according to a
March staff report from the
city.
Zimmerman feels the eco-
nomic benefit would be sub-
stantial for Cascade Locks.
“It’s about jobs. It’s about the
ability of a city to survive,”
said Zimmerman.
In its staff report, the city
also claimed the new plant

market in Portland. Supplies
of Nestlé’s Arrowhead brand
in the Northwest currently
draw from a bottling facility
in Sacramento, 600 miles
away from Portland. In com-
parison, the Cascade Locks
plant would be only 44 miles
away which “substantially
reduces the diesel fuel
burned and carbon emis-
sions created by the trucks,”
according to the report.
Traffic in Cascade Locks,
however, would increase.
Nestlé would bring 100
trucks through town daily, a
total of 200 trips. It would be
the first time Cascade Locks
faced a traffic load of that
magnitude since its days as a
logging town in the late 20th
century.
The city is considering op-
tions in response to the semi-
trailers potentially rolling
through town. These include
addition lanes, sidewalks or
even a new loop around the
weigh station, which would
allow the trucks to bypass
the main drag of WaNaPa
Street.

At first, Javier, who is here
for his 2 year old well child
check, looks at me skeptical-
ly when I show him the “My
Little Word Book,” that I
would like to look at with
him. I turn the pages and
show him the pictures. He is
still is not sure what to make
of this as he chews on his de-
licious cracker.
So I put the book down
next to him as I talk with his
mom. He quickly grabs the
book, hands the cracker to
mom, and starts turning the
pages, pointing to the pic-
tures and clearly enjoying
the book. His mom seems
just as interested and is
pleased that the book is bilin-
gual. This is exactly what I
was hoping for.
The Reach out and Read
(ROR) Program is a national
early literacy promotion pro-
gram, targeting children
from inf ancy through
kindergarten age, and build-
ing on the relationship be-
tween
primary
care
providers and f amilies.
Javier is one of the first pa-
tients at Hood River One
Community Health (OCH) to
receive a book through the
Oregon ROR program. OCH
has purchased 700 brand
new books with funding
from ROR Oregon Coalition.
ROR provides training so
providers can use the books
as a tool to assess a child’s
development, including fine
motor skills (how he holds
the book, turns the pages),
communication and cogni-
tion (what is he learning and
saying) and simultaneously
provide parents with tips on
how to encourage reading.
“Read aloud every day” is
a simple phrase with a pow-
erful message. A message
that Health Care Providers
at OCH are giving to parents
at every well child visit.
Reach out and Read Oregon
Coalition published in 2013
that 40 percemnt of children
in Oregon enter kinder-
garten without the necessary
tools they need to learn to
read. Oregon ranks 37th
among 50 states for 4th grade
reading standards. Families
served by ROR read together
more often, and their chil-
dren enter kindergarten
with larger vocabularies and
stronger language skills, bet-
ter prepared to achieve their
potential. Fourteen pub-
lished research studies con-
firm that Reach Out and
Read works.
Medical professionals
around the country have
adopted ROR’s evidence
based model into well child
checkups. Thanks to funding
by Reach Out and Read Ore-
gon Coalition and One Com-
munity Health’s commit-

Hood River. The program be-
gins at a child’s 6 month
checkup and continues
through to age 5, with a spe-
cial emphasis on children
growing up in low income
families.
I am excited that the ROR
program has finally made its
way to Hood River. Kids just
love books! It is especially
great to be able to offer new
books in a child’s primary
language. I believe this also
engages the parents, who
play an essential role in mak-
ing reading fun and special.
I explained to Marco, who
is 5 years old, that I have
some books that he can
choose from. When he
learned that I had both Span-
ish and English books, he
quickly decided that he only
wanted to look at the Span-
ish language books. Marco
could not stop looking at and
talking about his book the
entire visit. His 8 year old
brother felt left out, so we let
him choose from one of our
many, donated, gently used
books. The ROR program
emphasizes having a literacy
rich clinic, for instance, hav-
ing books available in the
