In view of these things we are prompted to ask ourselves what should we do In the way of co-opera tion with these several agencies for the development of the state? It Is true that we have given good laws, good government, good schools and many other desirable things to those who have come within our borders, but much of this good has been nullified by some of the things we have fulled to do and chief am jng these Is our neglect In the matter of the construction of good road. Without good roads there can be no great development and no great progress. hat we need most is more people more people In the ru ral districts. And In order to at tract people to the rural districts we must make rural life pleasant and attractive. He de mands good roads leading to the church and the schools and good roads leading to the markets, and he Is going to .locate In that section where these advantages are to be found. When we speak of spending several millions of dollars In the next few years In road construction many are stag gered by the proposal and the figures. They apparently are not aware that the several counties In this state spent over ten million of dollars dur ing the past six years for road work. much of which was lost through lack of system and knowledge ns to Helen title road building. The ijuestlon of good roads has been fairly well discussed of late and we have learned more about road building during the past few years than we ever knew before, but we still have much to learn and still have much to do before we under take on a large scale the construe tlon of a system of highways In this state. We need first: the passage of model good roads laws. Second: a competent man at the head of the highway department. Third: funds sufficient to carry on the work. These things will come only through united effort, and united effort will come only through a clear understu riding of the whole question by the whole people of this state. This understanding will come only through the study by, and education of. the whole people. Numerous bills are about to be Ini tiated or presented to the legisla ture by the friends of good roads In different parts of the state; and, Whereas, It Is most Important that the people of Oregon should give deep and thoughtful attention to the consideration, study and discussion of these measures. It. & N., to hlp him live boxes of extra fancies. Mr. Fred rlcy found that the extra fancies had all tcen shipped, but sent fancies. Mr. Landers In his letter says: "I am well pleased that you did not ship the extra fancies as these were fancy enough for us." He also says that he plans coming to the coast next summer and will certainly stop off at Hood Klver and see where the famous apples are raised.
